An overall summary of work completed under various OPEFM programs is provided at the end of the condition assessment. Condition Scorecard These ratings reflect the overall condition and level of replacement need for an entire system, in adherence with the Facility Condition Index (FCI) System, categorizing systems as Good (FCI <.25), Fair (FCI ), Poor (FCI ), or Unsatisfactory (FCI >.86). Comments: 1 Conveying System There are no elevators, escalators, or lift systems in the building. 2 Electrical The entire lighting in the school is old and still has T-12 lamps. The entire lighting system needs to be replaced. The power distribution system is old, although new panels have been added to provide more branch circuits. The existing old panels need to be replaced. Classrooms and offices require more receptacles and branch circuits. The fire alarm system is very old, and needs to be replaced. 3 Exterior Finish The building was constructed in The existing brick is in pretty good condition and structurally sound. The brick on the street side is a higher quality face brick with very tight (1/8") joints that are in good condition. The other 3 sides are common brick with 3/8" joints in poor condition and in need of extensive re-pointing. 4 Structure The main lobby areas and stairs are concrete and in good condition. The floor areas in classrooms are wood framed with wood strip flooring on top and plaster below. In the basement mechanical and storage spaces, gypsum board was added. The wood structure appears to be sound. 5 HVAC Steam heating system including the boilers and all accessories are past their useful economic life. The building has exposed cast iron steam radiators, often at scalding temperatures, which need to be replaced with covered convectors. The outdoor louvers in the fan room are have been boarded off, eliminating fresh ventilation air to the system completely. The entire system needs to be upgraded. Some of the Classrooms, computer labs, library, etc. do not have proper air-conditioning systems. Various portable units and window units randomly installed are not adequate. Toilet exhausts are not present. 2008: Repairs to boilers and classroom heating units. 6 Interior Finish Interior finishes are reasonably good condition, considering the age of the building. Basement spaces are the worst. There is water damage through brick wall infiltration. Some extensive re-pointing is required. If the basement is continued for use as teaching, waterproofing of below grade walls should be considered. Almost all rooms have plaster walls and wood board wainscoting. The plaster is generally sound. The wainscot is in fair condition with gaps between boards, but it is mostly intact. Third floor ceilings have been damaged from roof/ gutter leaks at the eaves and built in gutters. Doors have mostly been replaced with HM doors that are in good condition. Second and third floor ceilings are metal (we observed in one location) with wood trim dividing strips. It is in mostly good condition. Chalk boards are the old wood trimmed type, but are useable and in fair condition. SCHOOL WITHOUT WALLS - 3

4 7 Plumbing The fixtures are very old and none of them are ADA compliant. Urinals in the Boys' Room are in-floor type, not acceptable by present standards. Although the most of the plumbing systems in the building are usable, they need to be replaced in their entirety. 8 Roof The roof is slate and appears to be original. Slates are thin and weathered. The roof is steep pitched. There is a metal flat portion at the ridge that can be walked. The gutters are built-in and appear to leak water back into the building, causing extensive ceiling damage on the third floor. The entire roof system should be replaced. 9 ADA Compliance The building has no accessible entrance, elevator or most toilet facilities. Most doors that were replaced have ADA compliant hardware. Handrails in stairwells do not comply. 10 Technology The security system and technology wiring systems were installed within the last 5 years, but the raceway system for the technology wiring is very bad condition. Most of the raceways are PVC and are falling apart. They are hanging and some places leaving the technology wiring exposed. 11 Grounds The building has no grounds. It is an inner city site. It has only paving around it. The paved areas have parking for approximately 25 cars. There is parking for an additional 30 on an adjacent site that was recently sold and at some time will no longer be available. Building has exterior security lighting and seems in working conditions.
