Stassi Interim General Manager Subject: Authorize the General Manager to Award a Contract to California Trenchless Incorporated for the Installation of Approximately 1,700 Feet of 3-6 Inch High Density Polyethylene Conduits Across the Oakland Estuary to Coast Guard Island Via Horizontal Directional Drilling Per Specification No. CS for an Amount Not to Exceed $1,488,850 and Authorize the Interim General Manager to Approve a Contingency Amount Not to Exceed $148,000 for Change Orders RECOMMENDATION By resolution, authorize the Interim General Manager to award a contract to California Trenchless Inc. (CTI) for the installation of approximately 1,700 feet of 3-6 inch High Density Polyethylene (HDPE) conduits across the Oakland Estuary to Coast Guard Island (CGI) via Horizontal Directional Drilling (HDD) including the installation of two high voltage electric vaults, two fiber pull boxes, staging, compliance with regulatory agencies requirements, traffic control, dewatering, shoring, and restoration of the site per Specification No. CS , for an amount not to exceed $1,488,850 and authorize the Interim General Manager to approve a contingency amount not to exceed $148,000 for change orders. Deferral of action on this matter will delay construction on the first phase of this project, the Alameda to CGI Conduit Crossing, from the northern end of Grand Street to CGI athletic field across the Alameda/Oakland Estuary (Estuary). BACKGROUND Alameda Municipal Power (AMP) is responsible for providing electrical service to the City of Alameda, including CGI. Currently, CGI is served by a single radial 12 kilovolt (kv) submarine cable traversing the Estuary between Alameda Island (near the corner of Chestnut Street and Clement Avenue) and CGI (south of Dennison Street). The age of the submarine cable, operational redundancy and desired maintenance capacity for the system have necessitated the construction of a second 12 kv feeder crossing from Grand Street in the Main Island to Spencer Road (near McCulloch Drive) on CGI (Exhibit A). This work is the first phase of a two-phase project that will provide additional capacity to service the customer loads on CGI.
2 AGENDA ITEM NO.: 5.C.2 ADMINISTRATIVE REPORT NO.: The new electrical crossing, consisting of three HDPE conduits, will be installed beneath the Estuary using HDD methods. One conduit will be for a 12kV trunk feeder, a second conduit will remain empty as a spare, and a third conduit will be for the installation of communication cables (e.g., fiber optics). The HDD would occur under the Estuary at a minimum depth of 60 feet below the proposed dredging limits. On September 16, 2013, the Public Utilities Board (Board) adopted the Mitigated Negative Declaration for the Alameda to CGI Conduit Crossing project. And on September 23, 2013 AMP filed the Notice of Determination with the Alameda County Clerk as part of the California Environmental Quality Act (CEQA) process. DISCUSSION Copies of Construction Specification No CS were mailed to four building exchanges. The Notice-to-Bidders was published in the Alameda Journal starting on October 25, 2013 through November 22, A total of 21 copies of the specification were issued to directional drilling contractors. A pre-bid meeting, which was attended by eight contractors, was held on November 6, Three bids were received and opened on November 25, The bids ranged from $1,488,842 to $1,813,553 with an average of $1,629,814 for all bids. The summary of bid results is presented in Exhibit B. Staff carefully analyzed the bids and conducted reference checks on the lowest bidder and its sub-contractor. California Trenchless Inc. of Dublin, California submitted the lowest bid at $1,488,842 and met all of the requirements of the specification. CTI and its sub-contractor, J-C General Engineering, Inc., have 17 years and 30 years respectively of experience in directional drilling. CTI listed several projects in the reference form of equal or greater magnitude in comparison to the Alameda to CGI Crossing. Among its recent accomplishments was the installation of 4,060-LF (linear feet) of 8-inch HDPE conduit for the Central Contra Costa Sanitary District in California; that contract amount was over $2M. After careful evaluation, staff recommends award of a construction contract to CTI which demonstrated a thorough understanding of the project, submitted the lowest bid and provided all of the required documentation. CTI proposes to complete the project by May FINANCIAL IMPACT This project has been previously approved by the Board. The FY 2014 capital budget includes the line item, Install Second Crossing to Coast Guard Island, with $562,000 for contract work. The proposal from CTI came in approximately $926,842 above the Capital Improvement Project (CIP) contract budget. Funding for the overrun amount and the work order contingency amount of up to $148,000 will come from unspent fiscal year 2014 CIP dollars, such as the Replacement of Historic Streetlights project that will not be completed this fiscal year. The remaining funds will come from working capital.

CS FOR AN AMOUNT NOT TO EXCEED $1,488,850 AND AUTHORIZE THE INTERIM GENERAL MANAGER TO APPROVE A CONTINGENCY AMOUNT NOT TO EXCEED $148,000 FOR CHANGE ORDERS WHEREAS, Specification No. CS , setting requirements for the installation of approximately 1,700 feet of 3-6 inch High Density Polyethylene (HDPE) conduits across the Oakland Estuary via Horizontal Directional Drilling (HDD) was issued on October 25, 2013 for the purpose of obtaining bids; and WHEREAS, Alameda Municipal Power (AMP) received three bids on November 25, 2013, and California Trenchless Inc. submitted the lowest bid of $1,488,842; and WHEREAS, staff has carefully evaluated all proposals and found California Trenchless Inc. s proposal to be complete, responsive and acceptable; and WHEREAS, this project has been previously approved by the Public Utilities Board (Board) as part of the Fiscal Year 2014 Capital Improvement Projects (CIP) and it includes the line item, Install Second Crossing to Coast Guard Island with $562,000 for contract work; and WHEREAS, the estimate from California Trenchless Inc. came in $926,842 above the CIP budget for this line item; and WHEREAS, the additional dollars, including ten percent of the contract amount, or $148,000, for contingency on any unforeseen Change Orders, if needed, will come from unspent fiscal year 2014 CIP dollars, such as the Replacement of Historic Streetlights project that will not be completed this fiscal year, and working capital. NOW, THEREFORE, BE IT RESOLVED that the Public Utilities Board of the City of Alameda hereby awards a contract for the installation of the specified substructures to California Trenchless Inc. for an amount not to exceed $1,488,850, and further authorize the Interim General Manager to sign said contract. BE IT FURTHER RESOLVED, that the Public Utilities Board of the City of Alameda hereby authorize the Interim General Manager to use funds from AMP working capital to cover contingency change orders for an amount not to exceed $148,000 for said contract.
