1 QUESTIONS & ANSWERS ITB HELEN MCCALL PARK IMPROVEMENTS QUESTION: Site Lighting. The prints show that the existing site lighting structures are to be relocated on site. Is this the only site lighting to be used on site, or will additional light towers need to be added? If so, will this be out of our scope and done by the County, as there is no information in the prints, but is made mention of in the spec book as to be performed by the sub. The site lighting will be handled by others during construction (MUSCO) and the sitework contractor shall coordinate work areas as needed. The installation of the wiring, conduit, light poles, trenching, and any related items will be handled by MUSCO. The contractor for sitework will not be required to move or install any site lighting poles. QUESTION: Will we need to price a bleacher? There is no mention of any bleachers on the plans or in the specs. Is this is a need to be added, what spec and how many need to be accounted for? There are no bleachers included in the project scope. QUESTION: Chain link fence. The prints show the removal of a chain link fence, but the specs go into detail of installing a new chain link. If this is the case there is no information in the prints as to how many feet and/or available specs for the new chain link fence. There will not be any chain link fence construction required. Existing Chain link fence to be removed will be handled by contractor under the clearing and grubbing bid item and will belong to contractor after demolition. There is no fence in the contract. QUESTION: Will the low flow sewer service be connected to an existing grinder pump. Or will the service be run new all the way to the main and if so what specs are available for the grinder pump? The grinder pump shall be a Barnes Series OGP-AUF 2 HP, 3450 RPM, 60 HZ with Level Control simplex grinder pump with a 48 fiberglass tank and top cover as shown on Pump and Process schematic drawing dated The pumps, control panel, and assembly shall meet Regional Utilities requirements. Contractor shall include costs to procure 1

2 and install the system as outlined in the attachment to this addendum including quick disconnect at panel and wires from concession building power panel to the control panel. QUESTION: Sodding, what spec do you want to use for the sports field sod? Also the prints show a general sodding area, and a sports field sodding area. Is the general surface to be different from the sports field surface and if so what is that spec? The specifications for the sodding have been revised to include Bermuda 419 for the sports fields and common Bermuda for all other sodded areas of the site. The Walton County Parks Department will be installing irrigation prior to the installation of the sod on the fields and after final grading is completed by the contractor. Please find additional sodding specifications that will be included in addendum #4 for details. QUESTION: The prints show the new utility running up the path to the existing building. The prints do not make mention of tearing out the existing path to make room for the new services and replacing the walking path. The utility plans have been revised to include a 60 direction bore under Moll Drive for connection to the existing 6 Water Main and the routes have been revised to both water and sewer. The utility plans also call for a cut and patch across the 8 concrete sidewalk for the waterline crossing. Costs for the directional bore, cut and patch, watermeter, saddles, and backflow preventer shall be included in the cost of project. QUESTION: Will the park be closed during construction to allow for the work to be performed without obstruction? The park will not be closed during construction however construction fencing may be used to block off the roadway and work areas adjacent to the existing softball field to prevent access to the construction site area. Walton County will assist with closing off any sections required during the utility installations and will coordinate with the contractor. QUESTION: The specs make mention of a bid schedule. There is not a bid schedule in the specs after the fact that it was made mention of. The bid schedule is in the front end bid documents and will be included with addendum #4 along with revisions. Contractors shall submit the revised bid schedule. 2

3 QUESTION: Construction schedule. When is the project to be completed? In the specs it makes mention of liquidated damages, what will they be and what procedure need to be accounted for before LD s are to occur? After pre-bid, it was determined to change contract time from 120 days to 180 days to substantial completion with an additional 30 days to final completion. QUESTION: The utility prints do not indicate a double check or meter on the water service that ties to the concession stand. Will there be a need for the double check and/or meter? The Utility Plans have been revised to include the meter, backflow preventer, directional bore, concrete patch location, saddles for connection, and 2 valve that is required. QUESTION: Is there a Soil Investigation Report? The Geotechnical Testing was completed by Southern Earth Sciences and will be included in addendum #4 for your review. QUESTION: Does all sidewalks get base stone and stabilized subgrade? The prints Indicate this in the typical road section, include a sidewalk detail, but there is a sidewalk that is onsite that would not be indicated in the road section A? There is no stabilized subgrade required under the sidewalks however the contractor shall provide compaction to 95% modified proctor prior to pouring and may either use existing materials or imported select sand. QUESTION: The building plans are incomplete as there is very limited information for us to be able to submit an accurate bid. The building plans have been revised to include additional details and specifications. Attention is called to the notes that have been included for use as well as door and finish schedules. QUESTION: Is there an engineer s estimate for cut/fill raw volume? The estimated volume of cut on the project is 2410 CY and the estimated volume of fill on the project is 4233 CY for a net fill of 1823 CY. These estimates are not factored and are raw volumes based on the surface model for the project. Contractors should use factors for the material that they anticipate using and include the overall costs under the lump sum Earthwork pay item. 3

4 QUESTION: Will there be a bid item for subgrade? The Type B Stabilized Subgrade (LBR 40 Min.) pay item has been added to the bid schedule and is required under the roadway extension and under the parking lot. There is no limerock or stabilized subgrade required under the concrete sidewalks or curb. The typical section has been revised to eliminate any limerock or stabilized subgrade under the sidewalks and curb. QUESTION: Will there be a bid item for grinder station or details in the plans for what type or what size it should be? ANSWER The specifications for the lift station have been added to the bid schedule and also added in this addendum. Please refer to the drawing and specifications package from Pump and Process that will be included with addendum #4.. QUESTION: Will the 18 perforated ADS pipe require sock or bedding stone? The 18 perforated ADS pipe will require a sock and will not require bedding stone. QUESTION: The bid schedule shows to relocate the existing goal post on site. There are two goal post on site. The bid schedule make mention of four goal posts. Is this replacing the two new goal post to go along with the two existing? Are there any specs on the goal post as to what size and mounting spec? The bid schedule has been revised and only shows relocation of the two goal posts. The posts should be in sleeves and will require the installation of new sleeves mounted in concrete. Contractors should estimate installation costs based on a 6 section of 8 PVC pipe and 10 bags of cement per post. Any changes required based on existing posts will be evaluated during construction for any increase in cost. QUESTION: Batting cage pad demo, I noticed that there wasn t a batting cage to demo. The area marked on the plans was covered in grass with no visible concrete pad, is this to be removed from the bid schedule? The batting cage slabs have been removed by county and are no longer shown on the bid schedule. QUESTION: Asphalt thickness on the plans are marked TC-01 under typical road section A-A. It calls for 2 of asphalt SP 12.5mm, but describes that to be 150lb/SY. That is the pounds per SY of 1.5. Is the asphalt to be 1.5 or 2? Also there is no mention of a prime coat. 4

5 The asphalt mix for the project shall be 2 SP-12.5 (220 lb/sy) superpave asphalt. QUESTION: On bid item #2, the bid schedule shows 6 of limerock base on the parking lot, but the prints show 8. What specs do we use, the prints or bid schedule? The contractors shall bid 8 limerock base as shown in the plans and as shown on the revised bid schedule. QUESTION: On bid schedule #5, the spec that indicates the concrete sidewalk, Detail TC-01 shows to use class 2 concrete with filter fabric. Is this needed for the sidewalk? It also shows 8 of lime rock and a stabilized subgrade extending under the sidewalk, is this the way we are to price? The concrete for the sidewalks shall be 3000 PSI and does not require filter fabric. The limerock and stabilized subgrade has been eliminated under the sidewalk on the typical section. QUESTION: The plans do not show any specs for any of the structures or the headwall that is connected to the 24 ADS. Also there is no bid schedule for the headwall. The headwall is an FDOT Index 250 concrete headwall that is governed by the FDOT 2016 Specifications for Road and Bridge Construction. The Index has been added to the bid schedule for clarification. They Type C inlets are also governed by FDOT specifications as well as the Index 272 Mitered End Section that has been further clarified on the bid schedule. QUESTION: Bid item #28 scoreboard relocation, need specs as how you want this to be remounted and connected to electric, no site electric plans. Are there any specs on relocation of the sign and specs on the footer with a site electric prints? No mention on the demo print of removing exiting site electric. The scoreboard relocation has been removed from the bid schedule. Walton County will relocate the score board for the field and provide the electrical connection. QUESTION: Specific requirements for sod quality was mentioned in the pre-bid. In the specs, ASPA specs were listed for weeds and installation, however no specs were mentioned whether the sod is to be blue tag certified. Is blue tag certified sod required? 5

6 The specifications for the sports field sod (419 Bermuda) and other sodded areas (Common Bermuda) will be included in the specifications issued with addendum #4.. QUESTION: Unable to locate specs for the sports field construction, please advise; What are the specs for establishing the rootzone for the sports field? Will importing of rootzone material be required? Will the subsoil require loosening with a cutting harrow to a depth of 6-8? Will there be a requirement to remove foreign debris with a Harley rake or equivalent? Will the fields require laser grading? If laser grading is required, will the tolerance be the typical 1/10 of an inch? If laser grading is required, would tracked equipment be permitted or should the equipment be rubber tired equipment (tractors)? Please refer to the Sportsfield Preparation and Construction and Sodding specifications that will be added to addendum #4. QUESTION: During re-bid, it was stated that the sports field contractor will need to have met specific qualifications, can you provide these qualifications? The Prime Contractor shall be a licensed General Contractor. There are no requirements for a sports field contractor in the bidding and contract documents. QUESTION: What is the type of grass for the athletic field sod? Certified? Please refer to the specifications for sports field sod that will be included with addendum #4. QUESTION: What is the type of grass for other areas that has been defined as sod? Certified? Please refer to the specifications for common Bermuda that will be included with addendum #4. QUESTION: Is a rootzone mix required? What specifications of the rootzone mix? Are there specifications for how it should be applied? How deep? Where is it to be applied? The root zone requirements are included in section 3600 Sportsfield Preparation and Construction. 6

7 QUESTION: Is there subsurface drainage on the athletic fields? There is no surface drainage included on the athletic fields. QUESTION: What is the percolation rate of the native soil and material used as fill? The percolation rate of the existing soils is approximately 9 in/hr as established by Southern Earth Sciences with DRI testing. QUESTION: Is a Grow-in or Maintenance period required? Yes please refer to specifications that will be added to addendum #4. QUESTION: Are there specifications for constructing the athletic fields? The specifications will be included with addendum #4. QUESTION: Are there specifications for athletic field grading other than plans DR-01? The specifications for grading requirements on the athletic fields will be included with addendum #4 CLARIFICATIONS: The Contractor will provide and install the panel for ballfield lighting and stub out the conduit for the field lighting to a distance of 5 feet beyond the building foundation. Existing irrigation will be abandoned in place and new irrigation will be installed by Walton County. This Question and Answer now becomes a part of the original ITB.
