Employed by the HSE, initially as an Inspector of Health and Safety, gaining extensive experience of engineering and heavy fabrication processes, together with experience of the molten metals, food production, woodworking, textiles, extractive and utilities industries. From 2001, working as noise and vibration portfolio holder for HSE's Manufacturing Sector, liaising with external bodies such as Trade Associations, and working closely with Specialist Noise and Vibration Inspectors to develop internal policy and guidance for inspectors and guidance for industry. In 2007 obtained the Institute of Acoustics Postgraduate Diploma in Acoustics and Noise Control, and went on to become HM Specialist Inspector (Noise and Vibration). This entailed providing specialist noise and vibration casework support to the HSE's general inspectors, including joint visits and help with investigations; helping to develop and deliver HSE's noise and vibration policy, including setting inspection priorities; undertaking technical development surveys of various industries, including waste and recycling and printing; and revising HSE guidance, including publication L108 which sets out legal guidance on the Control of Noise at Work Regulations Also developed and led the HSE's 'Buy Quiet' initiative, to promote the supply and purchase of quiet machinery, and worked closely to promote this with European and US partner organisations. The field of noise and vibration, mostly in the investigation and prevention of occupational exposures associated with ill health. 3 Selection of Experience Occupational Disease Engineering Evidence Acts as an Expert Witness providing engineering evidence in relation to occupational disease claims for noise-induced hearing loss and hand-arm vibration syndrome/carpal tunnel syndrome. Author of several hundred reports for the Court, advising on likely level of exposure and risk, common law and statutory duties, risk control, expected standards and compliance. Advises on exposure levels and associated risk and compliance issues in occupational situations. Conducts measurements of noise and vibration as appropriate and where required. Advises on expected standards and established good practice and practical steps for control of risks and compliance with the Control of Noise at Work Regulations 2005 and the Control of Vibration at Work Regulations 2005 and other relevant legal requirements. Reported on cases in a wide range of sectors including agriculture, ceramics, chemical products, construction, energy/extraction (mining), engineering, food and drink, foundries, grounds maintenance, hospitality, joinery, manufacturing, minerals, motor vehicle repair, ports, power generation, printing, services, steel fabrication, textiles, transport, utilities, woodworking. Experience of conducting site inspections, and giving evidence in court. In recent years the majority of instructions have been on a single joint expert basis. Workplace Risk Management Noise and Vibration Consultancy on the management of risks from occupational exposure to noise, hand-arm and whole-body vibration. This includes advice on management strategies, technical/organisational control, personal protection, instruction and training and health surveillance systems. Supply of Machinery Safety and Compliance Noise and Vibration Advises on the safety of machinery and equipment with respect to noise and vibration emissions. Advises on compliance with essential requirements for the design, and construction of machinery, declaration of emissions, information on residual risks and instructions for safe use, against legal requirements based on European Directives 2006/42/EC Machinery and 2000/14/EC Outdoor Equipment.
