1 Job Description Job Title Fabric ontracts Manager Grade 8 Unit/Faculty Sub Unit/Faculty Estates Property services Responsible to (reporting relationship) Responsible for (staff/equipment/budget) National Maintenance Manager Recurring budgets of 1 million comprising multiple contracts of up to 100k per annum and maintenance projects up to 50k. Manages external construction, structural and surveying consultants. Manages external maintenance contractors. Purpose Statement To manage contracts, contactors, consultants to ensure the effective maintenance of building fabric, structures, underground drainage, external hard surfaces and grounds at all sites to ensure University, Estates, health, safety and environmental objectives are met. Responsible for planning and delivery of planned, reactive and emergency maintenance by contractors within the cost, customer care, governance, quality and safety parameters set by legislation, the Open University and Estates. rranges, schedules, monitors and supervises contractors for ad hoc, reactive and planned maintenance. Plans and manages specific fabric or surveying projects from inception through tender to contract and completion. ontributes and co-operates to deliver agreed objectives and targets. Deputise as required for the National Maintenance Manager. Main responsibilities 1 To manage the work of consultants and contractors, to ensure effective planning, co-ordination and delivery of planned and reactive maintenance within budget, construction regulations, health and safety regulations, customer care standards, financial policies, procurement policies, Estates procedures and business needs of the University. 2 3 The effective provision of contracts and projects for maintenance of building fabric, structures, underground drainage, external hard surfaces, grounds and machinery at the Open University sites throughout the United Kingdom. 2 Responsible for contract management including asset schedules, hazard information, pre-contract information, pre-contract meetings, safe systems of work, induction of contract operatives, scheduling of work, arranging access, monitoring, supervision, authorisation of work and authorisation of payments in relation to fabric contracts. 4 Plans, specifies, procures, arranges and co-ordinates fabric maintenance plans and projects. Ensures the delivery of maintenance plans and projects through briefing; feasibility; financial evaluation; option appraisal; sourcing strategy; design development; specification; procurement; contract; programming; construction; commissioning and handover while ensuring compliance with policies, procedures and regulations. 5 Plans, organises and monitors contractors staff on site to ensure co-ordination with University activities and compliance with statutory requirements and Estates procedures. 6 arries out contractor safety induction and ensures contractors follow safe systems of work. Ensures safety documents are provided and checked for contract work. Ensures asbestos check carried out prior to work. Initiates permits to work for asbestos abatement works, confined spaces, hot works and working at height. 7 cts as asbestos supervising officer. 8 Provides tactical surveying advice to Estates and University management on the day to day condition, suitability and safety of the Estate. 9 o-ordinates delegated statutory inspections and maintains statutory and other records relating to maintenance. rranges for remedial works recommended by the inspectors to be carried out. 10 Develops, leads and manages the performance of external contractors and consultants to ensure agreed objectives, targets and service level agreements are achieved. 11 Surveys premises to identify and develop schedules for maintenance and identify dilapidations requiring repairs. 12 Reviews, development and monitoring of maintenance programmes advising on improvements with their technical and site-specific knowledge of the OU premises. 13 To manage the effective communication relating to maintenance with all levels of University staff and to promote cross functional working within Estates. 14 rranges technical building condition surveys, diagnostic inspections and structural surveys. 15 Undertakes procurement and accountable for financial control of delegated budgets, expenditure, commitments and forecasting for recurrent costs and projects costs in line with University financial regulations. 16 Member of incident response and business continuity teams.
