2 PAGE 2 of EXECUTIVE SUMMARY Project Description: Page 2 of 10 The AECOM Construction Management and Inspection team is providing construction and inspection services for the Rehabilitation of the Francis Scott Key Bridge over the Potomac River (Bridge No. 0007), G.W. Parkway, Whitehurst Freeway and the C & O Canal that includes the East Ramp Structure to the Whitehurst Freeway. The scope of the construction work includes the followings: 1. Installing pedestrian/bicycle detection loops and warning flashers on the Bridge at the ramp to eastbound Whitehurst Freeway. 2. Cleaning and painting the existing steel pedestrian railing on the bridge. 3. Removing the concrete bollards from the east sidewalk at the east ramp exit. 4. Removing and installing new street light poles on the bridge. 5. Removing and resetting portion of the precast concrete traffic barrier on the Bridge. 6. Repairing the precast concrete traffic barrier and grout pads. 7. Repairing the northwest concrete traffic barrier end post. 8. Strengthening the deck overhangs with carbon fiber reinforced polymer bars. 9. Repairing the concrete wearing surface on the bridge. 10. Repairing grout pockets at the post-tensioned deck hold down bolts. 11. Replacing the non-armored expansion joint seal (B-0007 and East Ramp). 12. Replacing the armored expansion joint seals (B-0007 and East Ramp) 13. Overlaying the right lanes (inbound and outbound directions) on the bridge with a high molecular weight methacrylate resin (HMWM) overlay. 14. Milling and overlaying the Rosslyn Approach Structure with a very high early strength latex-modified concrete (LMC-VE). 15. Cleaning debris from all bridge deck drainage scuppers and pier chambers. 16. Removing and replacing the Bridge deck drainage downspout. 17. Rehabilitating the support for a 30-inch Washington Aqueduct water main on the bridge. 18. Repairing portions of the concrete encased and the reinforced concrete floor beams. 19. Cleaning and painting the exposed end of the steel floor beams. 20. Replacing failed concrete deck pedestals. 21. Replacing portions of the utility gallery floor slabs full depth. 22. Repairing portions of the concrete superstructure, including but not limited to: deck soffit, deck pedestals, spandrel arches, spandrel columns, main arches, diaphragm walls, deck slab, and arch struts. 23. Repairing portions of the concrete substructure, including the piers, abutments, abutment chambers, and wing walls. 24. Encapsulating the pier footings with fiber reinforced polymer jackets at the waterline. 25. Removing and replacing the fixed steel access ladder at north Abutment. 26. Installing a new fixed steel access ladder at the south abutment. 27. Removing and replacing portion of chain link fencing (bridge access deterrent) on the main arches. 28. Cleaning the Bridge fascia with pressurized water. 29. Applying an anti-graffiti treatment to portions of the piers. 30. Removing and applying new pavement markings (B-0007 and East Ramp). 31. Maintenance of pedestrian and vehicular traffic during construction of the project, including temporary lane and sidewalk closures necessary to perform the work.
3 PAGE 3 of STATUS OF CONSTRUCTION / PROGRESS SUMMARY Progress Summary: 1. Continued the utility coordination with Washington Gas for the two 12-inch gas pipe risers at the North Pier abutment. Washington Gas delayed the previously scheduled completion date for the North Pier abutment to October 25, Washington Gas completed and evacuated the site, as scheduled, on October 25, Continued the utility coordination with Pepco along Water Street where the construction trailers were placed and mitigated the apparent conflict with the staging area. Continued efforts to setup coordination meeting with Pepco regarding site-related activities. Received information from Pepco regarding the onsite superintendent s contacts and invited them to the Key Bridge progress meetings. 3. Although contractor was given limited NTP for 45-days which started from September 27, 2016 and pending baseline schedule approval, we continued working on resubmittal of the baseline schedule and also provided contractor direct contact with the project team s schedule reviewer to enable them engage directly on on-going BL schedule build up issues. 4. Continued to update the RFI and submittal logs. 5. Continued to document and generate project meeting minutes. 6. Continued to transmit RFI s and submittals to the appropriate discipline for review. 7. Continued to coordinate and facilitate meetings between NPS and Technopref for the special use permit so that Technopref can secure the NPS site, including access to the Potomac River, though staging preparations are currently ongoing. 8. Continued Constructability Review of Plans and site conditions to assist Technopref in any potential conflict resolution issues. 9. Continued to maintain project filing and document management systems (electronics). 10. Continued to maintain and manage the Project SharePoint. 11. Continued working with contractor and design engineer to compile lists of anticipated submittals. 12. Continued to review potential risks that may impact the project and conducted a Risk Assessment and Mitigation Plan meeting at DDOT office at DDOT s request. 13. Continued to prepare forms and formats to be used on the project. 14. Developed a list of project existing and unforeseen safety risks, and a proposed mitigation plan. CM Community Outreach Activities 15. Prepared, planned and conducted first Public Meeting on October 24, Continued to develop the project website with DDOT branding. The website is now approved by DDOT and will soon be going live. 17. Continued following-up with businesses along Water Street as part of the project s community outreach program. 18. We continue to reach out to stakeholders and community with the established dedicated project telephone number daily, respond to any project phone calls and s accordingly and provide updates of weekly outreach activities as follows: Page 3 of 10 We visited the key stakeholders during the week to give them project status updates and identify any concerns that they might have about the project. No one was home o 3524 Water Street Sean visited on 10/27 informed residents that scaffolding erection would start next week o Key Bridge Boat House Closing for the Season on Monday. Sean, Ali and Joe met onsite to discuss boat dock removal. Sean followed up with Portia Sampson-Knapp regarding boat dock relocation on 10/27
4 PAGE 4 of 10 o Malmaison -Zubair Popal Sean visited on 10/27; Followed up on Public Meeting and checked for any concerns. 19. We continue to reach out to businesses in close proximity to the project and provide construction updates and ensure that any concerns were noted and addressed. Notes: Team hosted Key Bridge Public Meeting on 10/24 and discussed the project with stakeholders Communications team member, Monica Ray attended CAG meeting on 10/24 Sean met with Betsy Cooley of the CAG. Will confirm 11/29 CAG meeting Sean met with Georgetown Suites management to finalize invoicing from Partnering Meeting on 10/27 Sean sent notification to DDOT regarding removing project staging area, bus parking and loading areas from the bus and truck online map, and other publications on 10/28 Sean sent an to Jason Freeze of the National Park Service regarding potential damage to the boat dock due to scaffolding erection and NPS timeline for relocation Key Takeaways': Bus parking and bus traffic at the west end of Water Street are a concern for stakeholders as buses are blocking residences and businesses. They indicate safety concerns as buses are forced to back up on Water Street as there is no place for them to turn around The location of the BID s construction dumpster is still a concern to the contractor Congestion and the mix of cyclists, vehicles and pedestrians continues to be a major issue PEPCO and DDOT coordination is still important as problems created by PEPCO's work may have negative repercussions for DDOT as opposed to PEPCO even though they (Pepco) may be at fault. 3. ISSUES / ACTION ITEMS - Ongoing Issues / Items: Community relations with Malmaison restaurant along Water Street. - New Issues / Items: Construction level utility coordination with Pepco and Washington Gas. - Action Items: Baseline Schedule yet to be approved, DDOT issued Limited NTP to the contractor on September 27, Also NPS issued Limited Special Use permit same day but continue to work on the full permit to have access to the river. 4. MEETINGS / PROJECT COORDINATION - Weekly coordination meeting with DDOT team, utility meetings and updates, project progress meeting with DDOT and the contractor. - Key Bridge Public Meeting No.01 - Risk Assessment and Mitigation Plan meeting - Conference call with contractor when we cannot possibly hold physical meeting Page 4 of 10
5 PAGE 5 of DAILY WORK PERFORMED Monday 10/24/16 1. NPL, which is a contractor working for Washington Gas, continued installing the steel bollard and backfilled the exposed section of the 2-12 mains that were corroded with GAB. Washington Gas was on site to test the anodes wire to the repaired 2-12 gas mains section. 2. Technopref was on-site working on their site staging area, and continued building their floating dock. They also power-washed the area on the North Abutment east wall in preparation for mock-ups. Tuesday 10/25/16 m 1. NPL continued installing the steel bollard and backfilling, and placed hot-mix asphalt as a finish grade. NPL finished the repair work for 2-12 gas mains section. NPL / Washington Gas cleaned and evacuated the site. 2. Technopref was on-site working on their site staging area, and continued building their floating dock. They also posted one Federal Aid Project Sign on M Street and the Key Bridge SW corner. Wednesday 10/26/16 1. Technopref was on-site working on their site staging area, and continued building their floating dock. They removed the chain-link fence between the staging area and North abutment. Technopref cleared and trimmed trees located underneath and surrounding the North abutment. They also removed/relocated temporary PCC barriers and cleaned the winter salt residue around the North Abutment NE side. 2. FIBRWRAP, a subcontractor for Technopref, was on-site for mock-up work. However, the work was cancelled due to lack of sufficient equipment. Thursday 10/27/16 1. Technopref was on-site working on their site staging area, and continued building their floating dock. They also began cleaning and clearing the debris from the chambers at the North abutment. 2. Technopref installed chain-link fence at Parking Lot B in front of Georgetown Suites. Friday 10/28/16 1. Technopref was on-site working on their site staging area, and continued building their floating dock. They also continued cleaning and clearing the debris from the chambers at the North abutment. Technopref also placed a dirt ramp at the North abutment staging area. 2. Technopref installed screening for the chain-link fence at Parking Lot B in front of Georgetown Suites. They also erected stakes with ropes 5 to 8 feet away from the hotel building. Page 5 of 10

DDOT waits to obtain the information during the next meeting with USACE or with Ms. Booker. o RFI. No. 010 Three trucks for latex-modified concrete overlay DDOT is working on it. o RFI. No. 016 Noise Measurement and Variance DDOT is working on it. o RFI. No. 019 Specification of glass fiber wrap material. DDOT is working on it o RFI.
