3 UNDERWATER INSPECTION REPORT SUMMARY The substructure units inspected at Bridge 27510, Piers 1 through 7, were generally in satisfactory condition below water with minor defects of structural significance observed. Minor dents were found on several of the piles at various locations above and below the waterline. The steel pipe piles typically exhibited light corrosion and minor pitting near the waterline. The channel bottom around the substructure units appeared stable with no evidence of significant scour and no appreciable changes since the last inspection. INSPECTION FINDINGS (A) The channel bottom material generally consisted of sand and gravel with 3 inches of maximum probe rod penetration with random areas of concrete rubble and abandoned timber piles. (B) The northwest pile of Pier 2 exhibited a dent that was 4 inches in diameter and 2 inches deep located 6 feet below the waterline. (C) Five steel pipe piles at the west end of Pier 3 exhibited dents that were 12 inches long with 1 inch deep indentation and were located 6 to 8 feet below the waterline. (D) Abandoned concrete piers were encountered between Piers 1 and 2, 5 and 6, and 6 and 7, and extended approximately 1 foot above the waterline. (E) The steel pipe piles typically exhibited light surface corrosion with minor pitting and rust scale delaminations up to 1/8 inch thick from 1 foot above to 2 feet below the waterline. (F) One steel pipe pile in Pier 4 exhibited a dent 4 feet above the waterline that was 8 inches in diameter with 1/2 inch of penetration. A second 12 inch diameter dent was observed from the waterline to 3 feet below the waterline, with a 5 inch deep indentation. (G) The piles exhibited lighter corrosion and/or coating loss from channel bottom to 5 feet above waterline. RECOMMENDATIONS (A) Reinspect the submerged substructure units at the normal maximum recommended (NBIS) interval of sixty (60) months. The piers are numbered 1 through 7 starting from the south end of the bridge. 2. 6 UNDERWATER INSPECTION INSPECTION PROCEDURES The routine underwater inspection of Bridge (CSAH No. 15 over the Arcola Channel) was completed on September 7, The underwater inspection was conducted from 21 foot boat. The inspection was conducted by a team consisting of a PE- Diver with a valid MnDOT Team Leader certification, a backup diver and a dive tender. The inspection utilized commercial dive equipment and techniques (SCUBA) in accordance with OSHA regulations. Profiles were taken along the upstream and downstream faces of the bridge and around the periphery of substructure units to determine the presence, location and area of scour. The bridge elements inspected consisted of seven piers. According to the bridge inventory, Piers 1 through 7 were founded on steel cast-in-place concrete pipe pile bent piers. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The routine underwater inspection frequency is recommended to remain at a maximum of 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts. Page 6 of 19
