3 UNDERWATER INSPECTION REPORT SUMMARY The substructure units inspected below water at Bridge No , Piers 1 and 2, were in good to satisfactory condition with no defects of structural significance. Moderate scaling was observed from 1 foot above the to 4 feet below the water line, with a maximum 1/4 inch penetration. No footing exposure was detected around either pier. A Light accumulation of timber debris was observed around the upstream nose of Pier 1. Riprap has been placed along both abutments since the previous underwater inspection resulting in more stable embankment slopes and minimizing potential for further erosion/undermining. However, a portion of the East Abutment remains undermined for approximately 20 feet. INSPECTION FINDINGS (A)The channel bottom material consisted of sandy silt allowing up to 12 inches of probe rod penetration. (B) Moderate scaling was observed from 1 foot below to 4 feet below the waterline, with 1/8 inch typical penetration, and 1/4 inch maximum penetration. (C) The East Abutment was undermined for a section 20 feet in length, with undermining cavity measuring 14 inch vertical and 18 inch of horizontal penetration. (D) A light accumulation of timber debris consisting of branches extended from the channel bottom up 3 feet with a 5 foot radius located at the upstream nose of Pier 1. RECOMMENDATIONS (A) Reinspect the submerged substructure units at the normal maximum recommended (NBIS) interval of sixty (60) months. Since the plans were not available, the exact foundation configuration is unknown, but according to the bridge inventory, the piers are founded on footings supported by piles. 6 UNDERWATER INSPECTION INSPECTION PROCEDURES The routine underwater inspection of Bridge (CSAH 133 over Whiteface River) was completed on June 24, The underwater inspection was conducted from shore. The inspection was conducted by a team consisting of a Professional Engineer Diver with a valid MnDOT Team Leader certification, a backup diver and dive tender. The inspection utilized commercial dive equipment and techniques in accordance with OSHA regulations. Channel bottom profiles were taken along the upstream and downstream faces of the bridge and around the periphery of substructure units to determine the presence, location and area of scour. The bridge elements inspected consisted of two hammerhead piers. According to the bridge inventory, Piers 1 and 2 are founded on concrete footings supported by piles. Inspection procedures followed FHWA guidance and the MnDOT Bridge and Structure Inspection Program Manual with channel bottom probing to search for foundations. The maximum routine underwater inspection frequency is recommended to remain at 60 months based on those findings and risk factors. Also, inspection procedures should continue to follow the above approach and standard guidance with 100% Level I and 10% Level II intensity efforts. Page 6 of 17
