1 AGENDA ITEM NO. 3 Sub: Renewal of diversion of ha of forest land in favour of Hindustan Copper Limited, Jhunjhunu for mining of Copper under Copper Chandmari Project in Jhunjhunu Forest Division in the State of Rajasthan 1. The State Government of Rajasthan, vide its letter no. P 1(52) Van/2013 dated submitted the proposal seeking prior approval of the Central Government under Section 2 of the Forest (Conservation) Act, 1980 for renewal of diversion of ha of forest land in favour of Hindustan Copper Limited (HCL), Jhunjhunu for mining of Copper under Copper Chandmari Project in Jhunjhunu Forest Division in the State of Rajasthan. 2. Chandmari Copper mine, a unit of HCL is located 12 Km south of Khetri Copper Complex in District Jhunjhunu, Rajasthan. The Chandmari lease area comprises of two blocks, namely Chandmari mine and Chandmari Intervening Block. 3. In the original proposal, CA had been proposed over 77 ha of nonforest land. However, compensatory afforestation in the instant case, as such was not applicable and accordingly was not stipulated. Fresh area in the original proposal was proposed for underground mining. However, in view of the violation of the Forest (Conservation) Act, 1980 (the lease expired on and mining was continued without prior approval of the Central Government 25

5 7. Initially, the mine was open cast mine, reached upto the bottom level of 348 ML. Considering the nonviability of the open cast mining due to removal of overburden etc, it was planned to go for underground mining operation for exploiting remaining ore reserve to the tune of 1,55,589 Cu. Out of 1,55, % ore reserve 77, % Cu reserves were depleted by underground methods of mining leaving behind 78,488 tonnes of 1.35% Cu insitu ore reserve. In addition, % Cu are reserves are lying below pit level (348 mrl to 300 mrl) which needs to be exploited and another % Cu inferred ore reserves are lying north portion of the time. 8. Chandmari intervening block (CIB) is situated between Kalihan mine in north and Chandmari mine in South. As per the reports prepared by the Mineral Exploration Corporation Ltd. (MECL), CIB contains million tones ore 1.03% Cu. To upgrade these ore reserve, a well planned and systematic drilling from both surface and underground will be taken up. This would need underground development to further define the geometry of ore body for exploitation. 9. In view of appreciable addition to the ore reserve and expiry of the mining lease on , HCL management moved a proposal for renewal of mining lease with DGMR, Udaiput well in time. In compliance to EIA tification, 2006, an application was also submitted to MOEF for obtaining environment clearance for Chandmari on ToR has ben issued on and related matters for obtaining EC are under process. 10. The excess of the pit exhausted in Chandmari Open Cast mine has been very well fenced with barbered wire and no man or animal can enter the pit. The project proponent are of the view that fencing is sufficient from the safety point of view. However, if department of forest/central Government desires for the construction of loose stone wall than fencing, the HCL would go for the same. 11. Documentary evidences in support of settlement of rights under the Scheduled Tribe and Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 and have not been submitted by the State Government. In view of the above, if approved, the proposal may be submitted to the FAC for its consideration in its forthcoming meeting. **** 27
