1 THE FOURTH MEETING OF THE ONE HUNDRED AND THIRTY-SIXTH COUNCIL OF THE CORPORATION OF THE CITY OF ST. MOMENT OF SILENCE The members observed a moment of silence and expressed sympathy to the LeFrank family on the recent passing of former Alderman Helen LeFrank. DISCLOSURES OF INTEREST Nil. MINUTES Motion by Councillor Stevenson - Rymal: THAT: The minutes of the meetings held on December 21st, 2015 be confirmed. DEPUTATIONS COMMITTEE OF THE WHOLE Council resolved itself into Committee of the Whole to deal with the following business. STRATEGIC DIRECTION AND DEVELOPMENT CIP Program Talbot Façade Grant - Appendix A Motion by Councillor Burgess - Clarke: THAT: Report ADM relating to the Community Improvement Program - Façade Grant for 471 Talbot Street be received for information; and further,
2 the 4th meeting of the 136th Council - 2 THAT: Council direct administration to prepare a by-law to enter into a façade grant acknowledgement agreement with Mateja Testa relating to 471 Talbot Street. Municipality of Central Elgin - Zoning By-law Amendment Fruit Ridge Line Notice of a public meeting regarding a proposed zoning by-law amendment to be held on January 18th, 2016 at 7:10 p.m. was received from the Municipality of Central Elgin to recognize three existing dwellings on lands proposed to be retained as part of a severance at Fruit Ridge Line. BUSINESS CONCLUDED COMMUNITY ENGAGEMENT AND SERVICES Great Lakes International Air Show - Appendix B The members requested further information about staff and equipment associated with the St. Thomas Fire Department attending at the St. Thomas Municipal Airport during the Air Show. The Fire Chief advised that while fire protection for the Air Show is the responsibility of the Municipality of Central Elgin, the St. Thomas Fire Department has provided staff and equipment for past Air Shows and that any staff attending would be in addition to existing staffing levels at fire stations within the City. Motion by Councillor Wookey Rymal: THAT: Report FD relating to the Great Lakes International Air Show be received for information; and further, THAT: The expenditures referenced in Report FD be referred to the 2016 budget discussions. BUSINESS CONCLUDED INFRASTRUCTURE AND CIVIC OPERATIONS Police Headquarters Rail Corridor Talbot Street and Sinclair Avenue August 13, 2012 Back Water Valve Installation on Sanitary Building Drains (PDCs) March 11, 2013 Building By-Law and Fees August 11, 2014 Community Donation Bins September 8, 2014 Asbestos in City Buildings Update October 6, 2014 Third Avenue Extension - Final Design - Appendix C The members asked about pedestrian accessibility and safety in the proposed roundabout.
3 the 4th meeting of the 136th Council - 3 The Director, Environmental Services stated that the crossing distance for this style of roundabout is short and further, that tactile plates would be installed both at the roundabout and at the signalized intersection of Talbot Street and Third Avenue. The members asked about an exit from the northerly part of the St. Thomas Timken Community Centre parking lot to Third Avenue. The Director, Environmental Services advised that there would be an opportunity to exit onto the portion of the roadway extending to the skateboard park and turning westerly to enter the roundabout. Motion by Councillor Wookey - Stevenson: THAT: Report ES relating to the Third Avenue Extension - Final Design be received for information; and further, THAT: Council refer this project to the 2016 capital budget approval process as per the project detail sheet. BUSINESS CONCLUDED CORPORATE GOVERNANCE AND ADMINISTRATION 2016 Borrowing Limits - Appendix D Motion by Councillor Stevenson - Burgess: THAT: Report TR relating to 2016 Borrowing Limits be received for information; and further, THAT: Council approve the preparation of a by-law to establish the 2016 Borrowing Limits. Interim Tax Levy Appendix E Motion by Councillor Wookey - Burgess: THAT: Report TR relating to the 2016 Interim Tax Levy be received for information; and further, THAT: Council approve the preparation of a by-law to establish the 2016 Interim Tax Levy. 4 the 4th meeting of the 136th Council - 4 Infrastructure and Civic Operations Corporate Governance and Administration Motion by Councillor Clarke - Burgess: THAT: The recommendations, directions and actions of Council in Committee of the Whole as recorded in the minutes of this date be confirmed, ratified and adopted. REPORTS OF COMMITTEES PETITIONS AND COMMUNICATIONS County of Elgin Provincial Funding for Elgin St. Thomas Board of Public Health A copy of a letter addressed to the Elgin St. Thomas Board of Public Health was received from Bernie Wiehle, Warden, County of Elgin requesting that the Board return a three percent levy increase for The members discussed the fact that the Elgin St. Thomas Board of Public Health received notification of a retroactive provincial funding decrease. Township of Oro Medonte - Municipal Freedom of Information and Protection of Privacy Act Fees - Request to Endorse a Resolution A request to endorse a resolution was received from H.S. Hughes, Mayor, Township of Oro Medonte requesting that the Province increase fees for requesting access to records under the Municipal Freedom of Information and Protection of Privacy Act. Township of Killaloe, Hagarty and Richards - Physician Recruitment Incentives - Request to Endorse a Resolution A request to endorse a resolution was received from the Township of Killaloe, Hagarty and Richards requesting that the Province reinstate incentives for physicians to practice in rural areas. City of Kingston - Basic Income Guarantee - Request to Endorse a Resolution The members discussed the concept of a Basic Income Guarantee, after which the following resolution was presented. Motion by Councillor Stevenson - Clarke: THAT: The Council of the City of St. Thomas endorse the resolution requesting that provincial and federal governments develop a basic income guarantee for all Canadians; and further, THAT: A copy of this resolution be sent to Prime Minister Justin Trudeau, Karen Vecchio, MP, Elgin-Middlesex-London, Premier Kathleen Wynne, and Jeff Yurek, MPP, Elgin-Middlesex- London. Stewardship Ontario Municipal Blue Box Recycling Third Quarter Payment A letter was received from David Pearce, Managing Director, Stewardship Ontario regarding the third 2015 quarterly payment for the Municipal Blue Box Recycling Program. The Smart Growth for Our Communities Act, 2015 A letter was received from Kate Manson-Smith, Assistant Deputy Minister, Ministry of Municipal Affairs and Housing regarding the effect of amendments contained in the Smart Growth for Our Communities Act, 2015 on the Development Charges and Planning Acts.
5 the 4th meeting of the 136th Council - 5 Canadian Cancer Society - Letter of Thanks A letter was received from Krista Kankula, Community Fundraising Specialist, Canadian Cancer Society thanking participants of the Heroes for Hope - Guns and Hoses hockey game for a $4, donation to be used for prostate cancer research. Goodwill Ontario Great Lakes Refugee Settlement Assistance A letter was received from Michelle Quintyn, President and CEO, Goodwill Ontario Great Lakes offering assistance with organizing goods donated for refugees. Ministry of Agriculture, Food and Rural Affairs 2015 Rural Roadmap: The Path Forward for Ontario A letter was received from Arthur Potts, Parliamentary Assistant, Ministry of Agriculture, Food, and Rural Affairs regarding the 2015 Rural Roadmap report available at Honours and Awards Committee - Nominations Councillor Wookey reminded the members about the submission of nominations to the Honours and Awards Committee and that nomination forms were available at the City Clerk s office, the Parks and Recreation office, and on the City s website. Light the Night - Pinafore Park Councillor Rymal advised the members of the successful Light the Night event at Pinafore Park on New Year s Eve. Heritage Conservation District - Request for Funding Councillor Rymal suggested that should Council choose not to allocate the full funding amount of $75,000 towards the cost of a study relating to a Heritage Conservation District, that a lesser amount could be used to generate involvement in the downtown area. Railway Strategies The members discussed the importance of railway groups working together. Healthy Kids Community Challenge - Outdoor Ice Rink The members discussed the fact that the Northside Neighbourhood Hub would not be developing an ice rink this year and that the activity requires a significant number of volunteers to manage and maintain an outdoor ice rink. St. Thomas Sports Spectacular Event - January 21, 2016 Councillor Clarke advised that tickets were available for the St. Thomas Sports Spectacular Event taking place on January 21st, 2016 with proceeds to the Association for Community Living and Special Olympics. Snow Angel Project Mayor Jackson reminded the members that anyone willing to help those who are unable to shovel their sidewalks or driveways and anyone needing assistance should contact the Mayor s office. She further advised that the project would welcome secondary school students who have not yet completed their volunteer hours.
6 the 4th meeting of the 136th Council - 6 BY-LAWS Motion by Councillor Tinlin - Stevenson: THAT: Leave be granted to bring in the following by-laws: 1. A by-law to confirm the proceedings of the Council meeting held on the 11th day of January, A by-law to amend By-Law , being a by-law to provide rules governing the Order and Proceedings of the Council. (recognize Reference Committees and various housekeeping changes) 3. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and John Maddox, JGM Consulting. (Integrity Commissioner) 4. A by-law to adopt an Interim Tax Levy. 5. A by-law to authorize borrowing from time to time to meet current expenditures during the fiscal year ending December 31, A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and Cyril J Demeyere Limited (Engineering services - design and contract administration - Manor and Wellington project $77,050 excluding HST) 7. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and Mateja Testa. (Facade Grant - $9,640 - Community Improvement Plan Talbot Street) First and Second Readings Motion by Councillor Tinlin - Stevenson: THAT: The by-laws be now read a first time, referred to Council in Committee of the Whole and read a second time. Councillor Burgess was appointed Chairman of Council in Committee of the Whole and conducted the second reading of the by-laws. On motion duly moved and seconded, the Chairman was ordered to report on the passing of the by-laws. The Chairman reported as ordered and the Mayor resumed the Chair. Third Reading Motion by Councillor Tinlin - Stevenson: THAT: The report of Council in Committee of the Whole on the following by-laws be received and adopted, the same be read a third time, engrossed, signed by the Mayor and Clerk, sealed and numbered. 1. A by-law to confirm the proceedings of the Council meeting held on the 11th day of January, (B/L ) 2. NOTICES OF MOTION CLOSED SESSION Motion by Councillor Burgess - Rymal: THAT: This meeting be closed to deal with two matters of potential litigation, a proposed or pending disposition of land, two matters protected under the Municipal Freedom of Information and Protection of Privacy Act, and two personal matters about identifiable individuals at 6:45 p.m. OPEN SESSION Motion by Councillor Rymal - Burgess: THAT: We do now rise from Closed Session.
