OFFICIAL ADDRESS: Hydrography Research Laboratory Ground Floor, Labtek IX C, Jalan Ganesha 10 Bandung EXTENDED ABSTRACT: RISK OF FRESHWATER SECURITY ON PRAMUKA CORAL REEF ISLAND Poerbandono* Faculty of Earth Sciences and Technology, Institut Teknologi Bandung Extended Abstract Introduction Limited recharge, inadequate storage (water holding) capacity, and excessive pumping are factors affecting freshwater vulnerability of inhabited small islands (Watson et al 2000). With increasing exploitation of freshwater resource, intrusion of saline water may occur (Adeoti et al 2010). Schneider and Kruse (2005) suggest that development by human on small islands alters recharge pattern and thinning the freshwater lens. This study is aiming at understanding how human development has impact on emerging risk of freshwater security on a coral reef island. It is defined that risk of freshwater security is potential depletion of freshwater lens observed as lateral expansion of zones of brackish water or intrusion of saline water. Methods The study is located on Pramuka Island of Seribu Islands patch reef complexes, Southwest Java Sea, off Jakarta Bay, Indonesia. It is a 22.8 Ha cay (coral island) lying on Ha reef platform. Formulation of risk is proposed as function of hazard, vulnerability, and exposure. Based on proportionality between recharge 2

21 and rainfall on various percentage of vegetation cover (Murphy 1981), land cover is proposed as singular factor contributing to hazard. Factors contributing to vulnerability are determined according to DRASTIC approach (Aller et al 1987). It is proposed that exposure is contributed by land use and spatial vicinity to the adjacent coastline. Each represents freshwater extraction and potential expansion of brackish water. The output of calculation is presented as map that shows spatial distribution of risk levels. Salinity survey was carried out to collect sample of water from distributed dug wells throughout the island. Based on this, salinity distribution map presenting delineated boundary of permeation of brackish water is generated and used to verify the resulting map of risk level. The verification is intended to relate how risk map can be correlated to actual event of saline water intrusion. Based on existing land cover, direct runoff or infiltration from rainfall excess is estimated using SCS Curve Number method (Ponce and Hawkins 1996). On map of land cover from 2004, analogous estimation is applied in order to examine how runoff or infiltration from rainfall excess was. Difference in rainfall excesses between these two epochs is considered as proxy to the alteration of risk level. Results Risk map of saline water intrusion is generated based on formulation proposed in this study. This risk map corresponds reasonably well with field survey of island s salinity distribution. 69% of land parcels identified as located on high risk zones spatially matches areas with high salinity. Occupation of land cover by vegetation can be associated with lower salinity zones. Proxy to past risk level associated with 9% less of coverage of high density residential was 14% lower. Ganesa 10 Bandung, Indonesia EXTENDED ABSRACT Indonesia, as archipelago nation located in pacific ring of fire and between Australia-Asia faults, has amount of disaster prone areas. Therefore, it is important to promote risk reduction efforts before disaster will happen in the future. One of tools in disaster risk reduction is spatial planning. Several facts showed that recovery plan is still rare both in developing countries and even developed. Many aspects are still focus on map making, housing reconstruction, and damage and lossess assessment. On the other hand, there were issues that should be addressed, such as social impact of disaster and actors involvement in post disaster recovery. This research aims to identifiy factors related with post disaster recovery process and to build a post disaster recovery planning concept of physical, social, and economic. The existence of this study is very important because it provides following benefits; firstly, this research will directly contribute to body of knowledge of disaster management and planning which still do not have enough literature on post disaster recovery planning field. Secondly, this research offers a new model and concept that will be useful for the decision maker, especially in the prone identified areas. As a study case, this research took place in Pangalengan, Bandung District. Pangalengan Sub District had a quite high intensity of damage after West Java Earthquake on 2 nd September This selected study case becomes important and appropriate because this year is approximately 2 years after the earthquake event happened, which hopefully the recovery process have been implemented and have had many lessons learned there. This research used framework of physical, social, and economic for the analysis. Primary data was gathered from the combination of qualitative and quantitative method. In-depth interview with stakeholders related with recovery process, such as Government officers, Non-Governmental Organization (NGO) officers, and earthquake-victims and field observation was taken to monitor the recovery process achievement. Secondary data was gathered from newspapers, government s policy and NGOs activity report. 6. Disaster Recovery: Used or Mis-used Opportunities. II. TECHNICAL REPORT 1. Exploring Social and Economic Recovery of Community To understand social recovery process within Pangalengan community from the 2009 West Java earthquake event that had not been discovered before, our research applied qualitative survey by in-depth interview to the members of community, NGOs, and local governments who involved into the social recovery process in Pangalengan community. The rationale reason our research applied qualitative study because it shares a common flexibility and deep understanding about what is happening in a setting or how the participants perceive of their world. This research applied macro level approach where the information sources were based from mass media (online, local, and national newspaper), studio survey report which it conducted by undergraduate students of ITB Urban and Regional Planning program in Pangalengan Sub-District on April 2012, and governmental documents. Governmental documents include The Post-Earthquake Disaster Action Plan for Regional Rehabilitation and Reconstruction in West Java Province and Cilacap Districts in Central Java Province by Bappenas (2009) and Psychosocial and Economic Assistance for the 2009 West Java Earthquake Victims Report by IPB and BPBD of West Java. Micro approach data gathered through field observation and in-depth interview. On 1st March 2012, a preliminary observation of the area was conducted for understanding of the specific locality and social situation information after the earthquake event. In this preliminary observation, we interviewed a NGO official, village officials, and local community members. They were very helpful to discover early finding about social impact of Pangalengan community and their approach to recover from it. Their information was useful to set a semi-structured interview for the field work. Primary data collection method is conducted on 8-10 May 2012 through in-depth interviews and field observation. Our research explores the social impact of Pangalengan community that caused by the earthquake disaster. Further, we related the numerous social impacts within Pangalengan community based on at-risk group and their vulnerability characteristics. Purposive sampling technique was used to discover social impact 5

Ganesha 10 Bandung EXTENDED ABSTRACT : 5.1. Introduction The decline in Indonesian crude oil production since 2000 has become an increasingly strong motivation to explore various enhanced oil recovery (EOR) technologies to increase the productivity of old, declining oil wells. One of the most widely adopted EOR technology worldwide is the miscible gas flooding EOR (MGF-EOR). In this process, gas is injected into the reservoir at a pressure sufficiently high to create a multiple-contact miscibility of the injection gas in the trapped oil. The threshold pressure at which this complete miscibility is initiated is the defined as the minimum miscibility pressure or MMP, which is a function of temperature, and oil and gas composition. To date, the most widely used gas for MGF-EOR is CO2. This research is aimed at identifying opportunities to synergize two strategic national interest for Indonesia, namely the increase in oil and gas production and the reduction of greenhouse gases (GHG) emission, based on the use of flare gas as the injection gas. An earlier research funded by 2011 ITB Research Grant program has identified that the change from conventional CO2 injection to flare gas injection increases the minimum miscibility pressure to a potentially excessive level. Therefore, the proposed research shall further explore a number of alternative approaches to reduce MMP in flare gas injection, which are based on increasing the CO2 content of the injection gas Methodology This research employs the multiple mixing cells (MMC) computational model to estimate the MMP of flare gas - oil systems. In this model, the gas - oil contact is represented by a series of equilibrium mixing cells initially filled with oil (see Fig.1). The injection gas is introduced as a discrete pulse to the first cell, followed by a P,T-flash calculation to determine the equilibrium vapor-liquid compositions. Fluid in excess of the cell volume is transferred to the next cell, where a flash calculation is also performed. This sequential flash and fluid partitioning calculations are undertaken until the last cell is reached, and the next iteration of injection gas pulse is introduced. These iterative calculations produce tie line length vs. cell number plots as the raw data. From these plots, an n-1 number (where n is the number of system components) of key tie lines are identified. As the system pressure is increased, one of these key tie lines becomes critical, i.e. its length approaches zero. The threshold pressure at which this occurs is the MMP.

Key Results Figure 2 presents the key tie lines lengths against pressure for the injection of flare gas case. The complete substitution of CO2 by flare gas increases the MMP from 9.8 to 35.8 MPa, as obtained by the extrapolation of the crossover tie line. This threefold increase in MMP is due to the high critical pressure of the methane present in high concentration in the flare gas. Thus, an increase in CO2 content of the injection gas is explored by partial to total substitution of the flare gas by CO2-containing flue gas. Figure 2. Summary of the effect of flue gas addition on MMP Figure 3 presents an example of the results obtained in the injection of flare-flue gas mixtures (in this case a 50/50 %-mole mixture). The MMP is increased even further than when pure flare gas is used, namely 61.1 MPa. Figure 4 summarizes the impact of mixing flare gas with flue gas on the estimated MMP. The increasing MMP when the flue gas proportion in the injection gas is increased is due to the presence of high critical pressure N2 in the flue gas. The effect of MMP increase due to N2 is predominant compared to the expected decrease in MMP due to increased CO2 content Conclusions Combining flare gas with flue gas for MGF-EOR injection gas produces unacceptably high MMP. While flue gas does contain a substantial amount of CO2, the effect of high-critical pressure N2 predominates. The feasibility of using flare gas as an injection gas is contingent upon the availability of a relatively pure CO2 to reduce MMP.
