1 Mnthly Status Reprt April 2017 Santa Susana Field Labratry Mnthly Status Reprt April 2017 This mnthly update is t infrm the cmmunity abut Santa Susana Field Labratry (SSFL) investigatin and cleanup activities that ccurred in April 2017 as well as thse that are planned fr May 2017 under the Califrnia Department f Txic Substances Cntrl s (DTSC) versight. A prject verview fr The Being Cmpany (Being), United States Department f Energy (DOE) and Natinal Aernautics and Space Administratin (NASA) SSFL areas is included at the end f this reprt. 1 SSFL ACTIVITIES COMPLETED DURING APRIL 2017 DTSC CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA) DTSC s CEQA cntractr, Envirnmental Science Assciates (ESA), is gathering infrmatin t develp a Prgrammatic Envirnmental Impact Reprt (PEIR) fr the SSFL prject. DTSC anticipates that their draft PEIR will be available fr public review in mid SITE WIDE AIR MONITORING PLAN Being, DOE and NASA submitted a jint Baseline Air Mnitring Wrk Plan in April 2016 t evaluate baseline cncentratins f dust, vlatile rganic cmpunds, and radinuclides in the vicinity f SSFL prir t cmmencing cleanup activities. This data will be used t evaluate what, if any, impacts t air quality are caused by cleanup activities. DTSC released cmments n the Baseline Air Mnitring Wrk Plan t Being, DOE, and NASA n December 9, On March 9, DTSC received respnses t the cmments. The cmments have been reslved and Being, DOE and NASA are preparing the revised dcument. NASA SOILS: NASA submitted a revised Sil Data Summary Reprt t DTSC n February 22, This dcument is a revisin t an earlier draft dcument (dated May 2015) reviewed and cmmented n by DTSC in bth March and July, The reprt summarizes the results f sil samples cllected t define the extent f chemical cntaminatin at NASA-administered sites at SSFL. DTSC reviewing the dcument. GROUNDWATER: NASA is preparing reprts fr the fur majr grundwater areas which were investigated between 2013 and 2016, (the Frmer Liquid Oxygen (LOX) Plant Area, the Expended Launch Vehicle (ELV)-Building 204 Area, and the frmer Alfa-Brav and Cca-Delta Test Stand Areas). The results f these investigatins will be reprted in mid-2017, and will cntribute t the site-wide SSFL Grundwater Remedial Investigatin effrt. Page 1 f 15

2 Mnthly Status Reprt April 2017 DEMOLITION: Remval f inactive infrastructure and supprt equipment utside the engine test stands cntinued under NASA s Phase 2 demlitin prgram. Pre-demlitin and prject scping cntinued n NASA s Phase 3 prgram, under which ancillary structures and supprt buildings at the Alfa, Brav, and Cca areas will be remved. Strm water Pllutin Preventin Plan (SWPPP) measures are being maintained and mnitred at the active NASA demlitin sites ver the rainy seasn. NASA demlitin activities at SSFL are cnducted under Ventura Cunty authrity. PERMITTING: In June 2016, NASA submitted a draft pst-clsure permit renewal applicatin fr the Area II Surface Impundments. DTSC is currently reviewing the Area II Surface Impundment pst-clsure permit applicatin fr technical cmpleteness. The effect f recent legislative changes t pst-clsure permit requirements under Califrnia Cde f Regulatins Title 22, Article 6 are als being evaluated as part f the review. The pst-clsure requirements fr the Area II Surface Impundments are regulated by DTSC under RCRA laws and regulatins because the impundments are frmer hazardus waste facilities. The required cleanup levels fr the impacted sil and grundwater will cntinue t be dictated by the 2010 Administrative Order n Cnsent fr Remedial Actin (AOC). DOE SOILS: In 2012, US Envirnmental Prtectin Agency (US EPA), in crdinatin with DTSC and DOE, cmpleted sampling effrts t define the nature and extent f Area IV radilgic cntaminatin. In crdinatin with DTSC, DOE cmpleted the Phase 3 Sil Chemical Data Gap Investigatin sampling in subareas lcated thrughut Area IV and the Nrthern Buffer Zne (NBZ). On December 29, 2016, DOE submitted a Draft Chemical Data Summary Reprt (CDSR). The AOC required submittal f this dcument t summarize the entirety f the chemical data cllectin effrts and define the vertical and hrizntal extent f cntaminatin abve backgrund fr Area IV. The CDSR ntes that, given the significant amunt f sil data cllected fr Area IV and the Nrthern Buffer Zne (ver 8,100 sil samples with analysis fr up t 290 individual chemicals in sme f the samples), a data evaluatin prcess is necessary. As such, ne was prpsed fr identifying chemicals f interest fr sil cleanup (i.e., chemicals f ptential cncern [COPCs] that truly identify cntaminatin abve their respective Lk-Up Table value). COPCs were identified as chemicals which have been detectedand were further screened using site-specific criteria fr identificatin as chemicals f cncern (COCs), which may require a cleanup actin. The CDSR presents data plts, based n the COCs, t illustrate the hrizntal and vertical extent f cntaminatin f sils within Area IV and the Nrthern Buffer Zne. The AOC mentins the use f COCs, as the Cnfirmatin Sampling Prtcl in the AOC refers t the use f COCs when cmparing cnfirmatin sample data t the DTSC-apprved Lk-Up Table cleanup levels. The CDSR is currently under review by DTSC. On January 6, 2017, DOE issued a Draft Envirnmental Impact Statement (DEIS) that analyzes the ptential envirnmental impacts f alternatives fr cnducting cleanup activities in Area IV f the Santa Susana Field Labratry and the adjining Nrthern Buffer Zne. Remediatin is needed t clean up residual chemicals and radinuclides frm histrical peratins in Area IV, in cmpliance with Page 2 f 15

The alternatives analyzed in the DEIS invlve the remediatin f sil and grundwater, the dispsitin f remaining DOE facilities and supprt buildings, and the dispsal f all resulting waste at existing licensed r permitted facilities in rder t prtect public health and safety and the envirnment. The DEIS is available at In a letter dated April 13, 2017, DTSC prvided the fllwing cmments t DOE regarding their DEIS: 1. The DEIS did nt nly include alternatives that describe hw DOE will cmply with the AOC; 2. The DEIS did nt prvide sufficient infrmatin r analysis fr DTSC t determine if any f the DEIS alternatives wuld cmply with the AOC; 3. While the DEIS described challenges t implementing the AOC, it did nt describe ptins fr ptentially vercming these challenges, nr did it describe a prcess t identify ptential ptins fr acquiring clean backfill sil; 4. The DEIS assumed habitat fr prtected plants and animals is exempted frm cleanup, but did nt explain hw DOE prpses t utilize the AOC s prcess f cnferring with state and federal agencies n site-specific decisins t prtect habitat; 5. The DEIS prpsed t rely n the natural prcesses f degradatin (mnitred natural attenuatin) t reduce levels f certain cntaminants, which may take decades and therefre vilate the AOC s prhibitin n leaving cntaminatin where it is fund. The DEIS did nt examine ways t accelerate the natural degradatin prcess; and 6. The DEIS assumed trucks wuld use 2019 air pllutin cntrl technlgy ver the estimated 15- year timeline fr the cleanup. This did nt accunt fr the use f imprved air pllutin cntrl technlgies ver time, which in turn undercuts the analysis needed fr the prject s ptential air pllutin impacts. REMEDIATION PLANNING: The AOC requires the DOE t cnduct sil treatability testing t develp data fr assessing treatment f sils in place r n-site that culd achieve the AOC cleanup gals. Data cllected during the sil treatability studies culd be used t evaluate nsite sil treatment technlgies that culd ptentially reduce the vlume f cntaminated sil t be excavated and transprted frm Area IV. The treatability studies addressed sil partitining, mercury valence state in sil, biremediatin, phytremediatin, and natural attenuatin, as well as residual fuel hydrcarbn characterizatin methds. The Sils Treatability Investigatin Grup (STIG) meeting dcuments and the sil treatability studies study plans, evaluatin reprts and Summary Reprt have been upladed t the DTSC-SSFL DOE Sil Treatability Studies web page. The Sil Treatability Studies Summary Reprt (CDM Smith, September 2015), which is als psted n the DTSC-SSFL web site, prvides a summary fr each f the studies and their findings. The findings frm the sil treatability studies are being used fr remediatin planning. Attachment B (Agreement in Principle) and Attachment C (Cnfirmatin Prtcl) f the 2010 AOC state if an nsite r ffsite surce f backfill sils that achieves all lk-up table values cannt be reasnably fund, then DTSC, DOE and USEPA shall enter a cnsultatin prcess and DTSC shall determine the best available surce f backfill. In a letter dated December 21, 2016 t DTSC, DOE nted that, based n an evaluatin f sil frm three ptential brrw sites and fill sil frm tw lcal hme imprvement stres, nne f the sils tested frm these sites achieved lk-up table values, thus the sils d nt qualify as backfill usable by DOE in Area IV f SSFL. Based n these findings, DOE requested Page 3 f 15

4 Mnthly Status Reprt April 2017 initiatin f the cnsultatin prcess between the three agencies t determine the best available surce f backfill. DTSC is currently reviewing this request and will crdinate with DOE regarding next steps t address this issue. GROUNDWATER: DOE has cmpleted its field investigatin as described in the DTSC-apprved Final RCRA Facility Investigatin (RFI) Grundwater Wrk Plan, Prtin f Area IV under DOE Respnsibility (CDM Smith, Nvember 9, 2015). The Wrk Plan presents the results and recmmendatins f DOE s grundwater data gap evaluatin with respect t DOE s 2007 Cnsent Order respnsibilities. The findings frm the RFI grundwater investigatin will be presented in a future SSFL Grundwater RFI Reprt. In late Nvember 2015, DOE submitted an Implementatin Plan that addresses Grundwater Interim Measures fr the impacted grundwater lcatin within the Area IV Frmer Sdium Dispsal Facility (FSDF). The FSDF has been identified as a surce area fr trichlrethylene (TCE) cntaminatin in grundwater. The scpe f wrk fr the Implementatin Plan includes aquifer prperty testing, extended aquifer pumping, treatment f extracted grundwater, and discharge f treated water at the FSDF site. Additinally, the plan prpses treating and discharging the extracted grundwater in Area IV instead f cnnecting t the Grundwater Interim Measure cnveyance and treatment system. DTSC apprved the aquifer test prtin f the plan (Appendix A), t allw cllectin f data regarding aquifer prperties t further refine the scpe f wrk. Infrmatin btained during the field effrts shws site cnditins have changed in the vicinity f FSDF, as water levels have drpped and the shallw well within the perched zne (RS-54) that histrically shwed elevated cncentratins f trichlrethene (TCE) in grundwater is dry. The histrical presence f elevated cncentratins f TCE in well RS-54 was the basis fr including the lcatin in the grundwater interim measures. On June 9, 2016, DOE submitted a letter summarizing their findings, and indicating their intent t suspend plans fr implementing the interim measure until the perched grundwater is re-saturated and grundwater cncentratins rise t levels that warrant interim measure. Because grundwater beneath the FSDF was deeper, and ther nearby mnitring wells did nt exhibit elevated cncentratins f TCE, DTSC and DOE evaluated a revised apprach t GWIM implementatin in Area IV. Given the recent rains, DTSC will be evaluating grundwater levels and cnditins at and near FSDF, as data becmes available. DTSC has reviewed and cmmented n DOE s submittal Draft White Paper n Thermal Remediatin Technlgies fr Treatment f Chlrinated Slvents. This dcument was submitted because in-situ thermal remediatin has been identified as a ptentially applicable remedy t address mass remval f chlrinated slvents and ther cntaminants f cncern in grundwater. BUILDING DEMOLITION: The DOE Standard Operating Prcedure fr Demlitin f Facilities in Area IV describes DOE s prtcls and prcedures fr demlitin decisins related t DOE buildings in Area IV. DOE s Area IV demlitin activities are cnducted under DOE and Ventura Cunty authrity. Page 4 f 15

5 Mnthly Status Reprt April 2017 PERMITTING: DOE is currently addressing DTSC s cmments regarding Hazardus Waste Management Facility (HWMF) and Radiactive Materials Handling Facility (RMHF) clsure plans. Once cmments are adequately addressed, DTSC will issue a frmal public ntice and invite public review and cmments as well as hld a public meeting t further describe the clsure prcess. The clsure plans will nt receive final apprval until bth DTSC s PEIR and DOE s Envirnmental Impact Statement (EIS) are cmpleted and certified. Clsure f the RMHF and HWMF buildings themselves is regulated by DTSC under RCRA laws and regulatins, as bth are regulated under the hazardus waste facilities prgram. The sils beneath the RMHF and HWMF will be investigated and remediated in accrdance with the AOC. BOEING Being is finishing sils investigatin wrk in Area I, Area III, and the suthern buffer zne. Being s surficial media characterizatin wrk is divided int units identified as Being RFI Subareas: 1A Nrth, 1A Central, 1A Suth 1B Nrth, 1B Suthwest, 1B Sutheast 5/9 Nrth, 5/9 Suth, and Grup 10 SURFICIAL MEDIA INVESTIGATION: Being is using the Data Quality Objectives (DQOs) prcess and standard perating prcedures fr planning and cnducting sampling wrk t cmplete the characterizatin f surficial media. The purpse f the current phase f surficial media investigatin wrk is t cllect sufficient data t fill data gaps that were identified in the 2007 and 2008 Grup RFI Reprts. All f the first rund wrk plans were presented t the public, with the first public meeting held n March 13, 2013 and the last held n December 12, The secnd rund surficial media data gap sampling wrk plans have all been apprved by DTSC. Sampling is nw substantially cmplete. All Being sites are in the data evaluatin and reprting wrk phases. Subarea 5/9 Suth - Systems Testing Lab (STL-IV), Cmpund A, Sewage Treatment Plant (STP)-3, and Envirnmental Effects Labratry (EEL), and areas nt assciated with RFI sites in Subarea 5/9 Suth DTSC frwarded cmments n the draft RFI Data Summary and Findings Reprts t Being n August 23, Being submitted respnses t DTSC cmments n December 16, DTSC has reviewed the respnses t DTSC cmments and received the updated respnses t cmments and revised RFI Data Summary Reprt n April 27, DTSC is reviewing the Reprt. DTSC anticipates receiving the reprt in December Frmer Shting Range The Frmer Shting Range is nt part f Subarea 1A Nrth but the site infrmatin is included here as the Frmer Shting Range is lcated n the Muntains Recreatin Cnservancy Authrity, Sage Ranch prperty which is adjacent t Subarea 1A Nrth and sme sil data verlap between the Frmer Shting Range area and Subarea 1A Nrth. The wrk is being cnducted under an apprved wrk plan and addendum. Field wrk t investigate sils t define the extent f lead sht and clay pigens as well as characterize the sil fr lead, arsenic, antimny, and plynuclear armatic hydrcarbn cncentratins began in late September and was cmpleted n January 18, Labratry analysis fr sil sampling is cmplete. Being released a statement t cmmunity members regarding the status f the sampling results, the need fr remediatin, and the clsure and re-ruting f a prtin f the trail. The Draft Frmer Rcketdyne-Atmics Internatinal Rifle and Pistl Club Shting Range Investigatin Area Data Summary Reprt and Findings Reprt was submitted t DTSC n April 11, DTSC prvided cmments n the reprt t Being n May 5, Subarea 1B Suthwest - Area I Burn Pit, CTL-V, and areas nt assciated with RFI sites in Subarea 1B Suthwest Data gap sampling is cmplete. Preparatin f the summary reprts is nging. DTSC anticipates receiving the reprt in December Risk Assessment Risk Assessments were included in the tw draft RFI Data Summary and Findings Reprts submitted t date (Subareas 5/9 Suth and 1A Central). Based n DTSC review cmments and changes in risk assessment input parameters by the USEPA, the risk assessment prcess will need t underg sme changes. The changes t the prcess are t be submitted fr DTSC review and apprval thugh an addendum t the Standardized Risk Assessment Methdlgy (SRAM-2). It is anticipated this prcess will take sme time t wrk thrugh. T ensure cntinued prgress is ccurring with the RFI Reprts, DTSC requested Being remve the risk assessments frm the RFI Reprts and submit them under separate cver. GROUNDWATER: Faults DTSC is currently reviewing a draft technical memrandum evaluating faults. Grundwater Flw Mdel. On April 26, DTSC met with Being t discuss Being s effrt t update the 3D Grundwater Flw Mdel. Being grundwater characterizatin wrk in Area IV Seven wells were installed by Being in Area IV; evaluatin f the hydrlgic data is nging. BUILDING DEMOLITION: The Superir Curt f Califrnia, Cunty f Sacrament, cntinues t evaluate the nging litigatin ver the demlitin f Being buildings in SSFL Area IV. Per the December 11, 2013, temprary injunctin, DTSC will nt issue crrespndence regarding the matter until the curt issues a decisin. A curt hearing n the matter is tentatively scheduled fr late PERMITTING: In Octber 2015, Being submitted a draft pst-clsure permit renewal applicatin fr the Areas I and III Surface Impundments and a separate Clsure Plan fr the Thermal Treatment Facility. DTSC is currently reviewing the Areas I and III Surface Impundment pst-clsure permit applicatin fr Page 7 f 15

8 Mnthly Status Reprt April 2017 technical adequacy. DTSC has temprarily suspended review f the Clsure Plan fr the Thermal Treatment Facility pending nging discussin f risk assessment requirements. The pst-clsure requirements fr the Area I and III Surface Impundments and clsure requirements fr the Thermal Treatment Facility are regulated by DTSC under RCRA laws and regulatins because bth are frmer hazardus waste facilities. The required cleanup levels fr the impacted sil and grundwater will cntinue t be dictated by the 2007 Cnsent Order. On May 24, 2016, DTSC cnducted a Site Cmpliance Inspectin at the Area I and III Surface Impundments. A reprt summarizing the findings f this inspectin dated July 21, 2016 was issued in Octber SITEWIDE GROUNDWATER CHARACTERIZATION AND CLEANUP The SSFL grundwater characterizatin and cleanup prgram is being cnducted by the three respnsible parties; Being, DOE and NASA. The grundwater characterizatin and cleanup prgram cnsists f: Investigatin and characterizatin f grundwater cntaminatin; Grundwater mnitring; Grundwater interim measures; and Treatment f cntaminated grundwater with permitted discharge frm the Grundwater Extractin and Treatment System. GROUNDWATER REMEDIAL INVESTIGATION (GWRI) Data gaps were identified in the 2009 GWRI Reprt by the RPs. DTSC als identified additinal data gaps that were presented in the GWRI cmments. The data gap wrk has been divided int six categries: Data gaps identified in the Remedial Investigatin (RI) Reprt; Surce Zne Characterizatin; Characterizatin f seeps and springs; Characterizatin f faults; Grundwater flw mdel; and Cntaminant transprt mdeling. STATUS OF GWRI DATA GAP WORK Wrk t fill the surce zne data gaps is being addressed in the data gap wrk plans. Data gaps identified in the 2009 Grundwater RI Reprt by the RPs Field wrk and sampling t fill data gaps identified in sectin f the draft RI Reprt is cmplete. Surce Zne Characterizatin Surce zne characterizatin wrk is being cnducted by Being, DOE and NASA under their respective surficial media characterizatin prgrams. Drilling and investigatin field wrk is substantially cmplete, data evaluatin is nging. Seeps and Springs Installatin f the seventeen well clusters fr seep characterizatin is cmplete. A selectin f wells has been added t the grundwater mnitring prgram. The University f Guelph submitted a reprt summarizing the seeps investigatin t DTSC. Page 8 f 15

9 Mnthly Status Reprt April 2017 Faults Characterizatin and study f faults are being cnducted by Being, DOE and NASA under their respective grundwater characterizatin prgrams. Being s technical memrandum and the sitewide RFI reprt fr grundwater will present an integrated cncept f faults at the site. Grundwater flw mdel The cnditinally apprved, grundwater flw mdel wrk plan presents an apprach fr a muntain scale grundwater flw mdel. Wrk frm the fault studies and data frm mnitring wells installed since 2009 will be used t supplement the grundwater flw mdel. DTSC, Being, DOE and NASA are cnsidering applying the revised mdel at the remedy design stage f the prject. Cntaminant transprt mdeling Being, DOE and NASA are develping an apprach fr cntaminant transprt mdeling. SITEWIDE GROUNDWATER TREATABILITY STUDIES Treatability studies are being cnducted n several technlgies t be evaluated in the feasibility study. The treatability studies address bth sil/bedrck and grundwater cntaminatin. Treatability studies can be either field studies r labratry studies. Fur grundwater labratry studies are being cnducted: Chemical xidatin using ptassium permanganate; Thermal heating f rck cre; DOE develped a white paper study f thermal heating f fractured bedrck and submitted it t DTSC in April DTSC has reviewed and cmmented n this paper. Micrbial characterizatin and Bi-Stimulatin f rck cre, pre water; Testing at university research labratries is cmplete. A summary reprt will be submitted in Tw field studies are being cnducted: In-situ chemical xidatin (ISCO) using ptassium permanganate; Being develped a summary reprt fr ISCO and submitted it t DTSC n June 14, DTSC is reviewing the reprt. Bedrck vapr extractin (BVE); Cnducted at NASA s frmer Brav test area in late NASA has submitted the Technical Memrandum: Results frm Brav Bedrck Vapr Extractin Treatability Study dated Nvember 2015 t DTSC., and DTSC has reviewed and cmmented n the reprt. 10 Mnthly Status Reprt April 2017 GROUNDWATER MONITORING Grundwater mnitring reprts are submitted quarterly, with the furth submittal being an annual reprt. DTSC reviews the quarterly reprts fr cmpleteness and cmpliance but may nt issue written cmments n the specific quarterly reprt if significant issues are nt present. If cmpliance issues arise during review f the quarterly grundwater mnitring reprts, DTSC directs the Respnsible Parties t take actin t cmply, and fllws up t ensure cmpliance is achieved and maintained. The annual reprts present the results f the previus year s mnitring and underg a mre thrugh review. DTSC received the 2016 Annual Reprts fr DOE, NASA and Being grundwater mnitring activities n March 9, April 25 and March 1, 2017 respectively. DTSC is currently reviewing the reprts. GROUNDWATER INTERIM MEASURES (GWIM) The GWIM prject includes the peratin f furteen grundwater extractin wells. The water will be pumped t the existing Grundwater Extractin Treatment System (GETS) fr treatment. The GETS effluent will be discharge under an NPDES discharge permit frm the Ls Angeles Reginal Water Quality Cntrl Bard. GWIM and GETS infrastructure is cmplete and start-up will cmmence when a permit that allws fr cntinuus discharge is secured. Being is finalizing discharge requirements with the LARWQCB that will regulate injectin f GETS effluent t WS-5. The cnditins f the current NPDES permit d nt allw fr cntinuus discharge f treated water created by GWIM peratins. As mentined abve, DTSC and DOE are evaluating a revised apprach t GWIM implementatin at RS-54A in Area IV. OPERATION OF WS-9A WS-9A did nt pump in Nvember, WS-9A, lcated in the suthwest crner f Area II, nrth f the suthern buffer zne, is n a pumping prgram t lwer the grundwater elevatin near seep SP-890 with a gal f reducing the amunt f Trichlrethene (TCE) cntaminatin in grundwater in the immediate area. When perating, grundwater extracted frm WS-9A is pumped t the GETS. Except fr intermittent testing in December 2012 and January 2013, WS-9A has nt been pumping since Nvember The water levels in the seep areas dwnstream f WS-9A are being mnitred. If seepage ccurs, it is mechanically cllected. Pumping at WS-9A will resume when the GWIM is restarted. The extractin f water at the well will be ptimized t perfrm the intended functin at as lw a rate as practical. GROUNDWATER RFI REPORT Wrking t a reprt frmat apprved by DTSC in January, 2017, Being, DOE, and NASA are preparing individual reprt sectins fr their specific grundwater characterizatin activities. The individual sectins will be part f single sitewide reprt deliverable. DTSC anticipates reprt sectin reviews t begin in mid FEASIBILITY STUDY / CORRECTIVE MEASURES STUDY DTSC has cnditinally apprved the Feasibility Study wrk plan. Cleanup f sitewide grundwater and surficial media in Being areas will be regulated under Chapter 6.5 f Divisin 20 f the Health and Safety Cde (Califrnia Hazardus Waste Cntrl Law and the Resurce Cnservatin and Recvery Act authrizatins). On April 21, 2017 a newspaper ad annuncing the SSFL Bi Annual Cmmunity Update Meeting was published in the Simi Valley Acrn. On April 25, 2017 a newspaper ad annuncing the SSFL Bi Annual Cmmunity Update Meeting was published in the Ventura Cunty Star. DOE and DTSC will cntinue t evaluate data generated frm recent grundwater investigatin activities. DTSC will cntinue t review the draft Chemical Data Summary Reprt. 13 Mnthly Status Reprt April PROJECT OVERVIEW The SSFL is lcated 30 miles nrthwest f dwntwn Ls Angeles in sutheastern Ventura Cunty, near the crest f the Simi Hills at the western brder f the San Fernand Valley. A frmer rcket engine test and nuclear research facility, the 2,849-acre field labratry is currently the fcus f a cmprehensive envirnmental investigatin and cleanup prgram, cnducted by Being, DOE and NASA, and verseen by DTSC. Being wns and perates Area I, with the exceptin f the apprximately 41 acre frmer Liquid Oxygen (LOX) Plant area, and all f Areas III and IV. Areas I and III are perated by Being. Being als wns the apprximately 1,143 acre suthern buffer zne and 182 acre NBZ. NASA is respnsible fr cleanup and administratin f Area II and the frmer LOX Plant, but it is wned by the federal gvernment. Being wns and perates Area IV but DOE is respnsible fr cleanup f sils in Area IV and the NBZ. Area IV is a 290-acre area lcated in the nrthwestern sectin f the site. DOE wns facilities n a 90-acre site within Area IV. Area IV includes the Energy Technlgy Engineering Center (ETEC) facility where nuclear research, develpment, and testing began in the 1950 s. Page 13 f 15

14 Mnthly Status Reprt April 2017 The Area IV radilgical sil sampling effrt, cnducted by the US EPA, was cmpleted in The US EPA apprached the investigatin by splitting the Area IV and NBZ investigatin int histrical site assessment (HSA) subareas. The chemical sil sampling effrts fllwed the same HSA subarea designatins. DOE and DTSC participated in Area IV and NBZ c-lcated sil sampling fr chemical cntaminants. DOE cmpleted the chemical sil characterizatin sampling in The sampling included three phases, as specified in the December 2010 AOC, signed by DTSC and DOE: Phase 1 - c-lcated sampling fr chemical analysis at US EPA s first phase f radilgical sampling lcatins in Area IV and the NBZ. Phase 2 - sampling at randmly selected sampling lcatins, and Phase 3 - identify the lcatins at the Site where insufficient chemical data exists (chemical data gaps) and sample as apprpriate. In 2012, the US EPA, in crdinatin with DTSC and DOE, cmpleted its secnd rund f sampling effrts t define the nature and extent f radilgic cntaminatin in Area IV. US EPA s rund tw sampling lcatins were based upn the validated sampling results they received frm their Phase 1 sampling. Nt all f US EPA s Rund 2 sample lcatins were sampled fr chemical cntaminants in 2012 and chemical data gap investigatin lcatins may have been required where n radilgical sampling was needed. In , the ratinale and selectin f chemical data gap investigatin sampling lcatins fr Area IV were prvided, discussed with the cmmunity, and implemented. The Area IV chemical data gap sampling is nw cmplete. The radinuclide and chemical results frm these investigatins are being used fr remediatin planning. A Draft Chemical Data Summary Reprt was submitted t DTSC n December 29, DOE Draft Envirnmental Impact Statement was issued t the public n January 6, DOE has cmpleted investigatins f grundwater surce areas at DOE sites in Area IV, with the gal f characterizing the nature and extent f cntaminant releases at these areas fr grundwater remedial planning. DOE s findings will be presented in a site-wide RCRA Facility Investigatin Reprt, which is anticipated t be submitted in NASA NASA has cncluded chemical data gap investigatins f sil and surficial media characterizatin at the 41.7-acre NASA administered prtin f Area I (the frmer LOX Plant), and 404-acre Area II. NASA Area II was used primarily fr rcket engine testing and includes the Alfa, Brav, Cca, frmer Delta Test Stands and supprt structures. Under the terms f the December 2010 AOC, NASA implemented six Field Sampling Plans (FSPs) t cmplete the AOC sil investigatins. Page 14 f 15

NASA is cnducting extensive investigatins f five majr grundwater surce areas at Area I LOX Plant and Area II, with the gal f characterizing the nature and extent f cntaminant releases at these areas fr grundwater remedial planning. Since 2013, Being has been implementing wrk plans and wrk plan addenda prepared t address data gaps identified in the RFI Reprts submitted t date. DTSC anticipates these activities will cmplete the sil characterizatin f the Being sites in Being sites are lcated in Reprting Grups 1A, 1B, 5, 9 and 10. Being has rerganized the sites in subgrups identified as Being RFI Grups: 1A Nrth, 1A Central, 1A Suth 1B Nrth, 1B Suthwest, 1B Sutheast 5/9 Nrth, 5/9 Suth, and Grup 10 The prpsed sampling is substantially cmplete, and Being has begun submitting data summary reprts fr DTSC review.
