3 Intrductin Petrleum Labur Market Infrmatin (PetrLMI), a divisin f Energy Safety Canada, is seeking the services f a Writer and Cpy Editr t write, draft and/r cpy-edit materials n career and labur market infrmatin during select perids between January 2019 and August This Request fr Qualificatins (RFQ) is designed t prvide detailed infrmatin that will enable yur firm t respnd specifically t the cnsulting requirements fr the prject, including: scpe, bjectives, prject activities and key respnsibilities. RFQ submissins will be accepted frm single business entities r frm a cnsrtium f firms. Hwever, if the successful prpnent is a cnsrtium f firms r cnsultants, the lead firm must be identified in the submissin. RFQ respnses/prpsals are due by 11:59 a.m. MST n January 4, Abut PetrLMI The Petrleum Labur Market Infrmatin (PetrLMI) divisin f Energy Safety Canada (a merger f Enfrm and Oil Sands Safety Assciatin) serves a unique rle as a leading resurce fr labur market and ccupatinal infrmatin and resurces fr Canada s il and gas industry. PetrLMI s mandate is t cllabrate with industry, gvernment, educatrs and training agencies t supprt and advance the develpment f a sustainable, skilled and prductive wrkfrce in the upstream and midstream sectrs f the il and gas industry. PetrLMI specializes in prviding labur market data and insights, as well as ccupatinal tls and ther resurces fr wrkfrce and career planning. PetrLMI generates the fllwing labur market and ccupatinal tls and resurces: Labur Market Outlks: Using a prprietary labur market mdelling system, these utlks are prduced annually and prvide analysis and insight regarding lnger-term emplyment requirements, hiring prjectins and labur supply fr Canada s il and gas industry. Wrkfrce Trends and Insights: Using data cllected frm industry and ther surces, these reprts explre current r shrt-term wrkfrce cnditins and trends within the industry. These culd include changing ccupatins due t new technlgies, wrkfrce demgraphics and ptential supply pls, labur market statistics, etc. Career prfiling: With the bjective f reducing barriers t emplyment, PetrLMI develps prfiles f current and future ccupatins within the il and gas industry that include wrking envirnment, educatin, skills and training requirements, as well as specialized tls t map career paths and measure transferability f skills and qualificatins. With the supprt f industry, PetrLMI has develped the Careers in Oil + Gas website t prvide its resurces and key industry infrmatin t thse in wrkfrce r labur market prgram planning r fr thse wh are planning and pursuing careers in the il and gas industry. Prject Backgrund, Objectives and Scpe PetrLMI is surcing cnsultants in rder t create a Standing Offer List f qualified Writers and Cpy Editrs t be cntracted fr ne r mre prjects as required cmmencing January 2019 thrugh August The Standing Offer List will be reviewed n an annual basis and updated if necessary with subsequent RFQ prcesses. The fllwing activities may be required: Updates and revisins t existing 100 ccupatinal snapshts (example f a current snapsht: Cmpse 35 new ccupatinal snapshts (full prfiles t be researched and written separately) Write and/r cpy-edit blg psts, articles, editrials, reprts and press releases Key PetrLMI cmmitments between Octber 2018 and August 2020 include: Update existing ccupatinal snapshts (100 ccupatins) Create 35 new ccupatinal snapshts Cpy edit tw labur market utlk reprts (each reprt typically includes the reprt, fact sheet and press release, see example: Cpy edit three wrkfrce trends reprts (each reprt typically includes the reprt, fact sheet and press release, see example: Cmpse blgs, editrials and articles as needed Nte: Every PetrLMI prduct is available in English and French, hwever, the translatin will be handled by an apprved translatr. PetrLMI maintains dcument standards and a branding guide that must be fllwed fr all materials. Cpies f these dcuments will be prvided t all successful cnsultants. The estimated ttal value f wrk amng these prject(s), and amng selected cnsultant(s), during the timeline utlined will be apprximately $50,000 plus GST. As ther related prject wrk is identified, this amunt may be adjusted. 3

Firms selected t present t r be interviewed by the Selectin Cmmittee will be ntified f the lgistics by PetrLMI. Participatin in the presentatins/interviews will be the sle financial respnsibility f the cnsultant(s) and will nt be reimbursed frm the prject budget. Qualified cnsultants will be sent a cnfirmatin letter frm PetrLMI. Cnsultants will be cntacted as needed t discuss and agree n prpsed prject activities, wrk plans and budgets fr specific prjects. A cntract will be negtiated fr the wrk utlined in each prject. RFQ Requirements and Evaluatin Criteria Respnses submitted t PetrLMI shuld nt exceed 15 pages in length. The fllwing are elements required in the respnse: A summary f qualificatins, ensuring that minimum requirements are met: Relevant pst-secndary educatin, preferably a university degree Minimum 5-10 years experience in cmmunicatins, marketing, writing and/r cpy editing Experience wrking with teams and cmmittees in a cllabrative manner Experience and understanding f the energy industry and its ccupatins Experience in creative writing t reach a diverse audience and prvide a clear understanding f cmplex infrmatin Bilingualism (English and French) is an asset 4

6 Identificatin f any ptential risks that yur team may fresee in carrying ut these activities and ways t mitigate them. Identificatin f measures that will be taken by yur team t ensure the highest level f quality in the prductin f reprts, dcuments, crrespndence and cmmunicatin with PetrLMI. Experience with Canada s Oil and Gas Industry 15% 3. Experience Undertaking Similar Prjects 30% 4. Cnsultant Hurly Rate and High-Level Wrk Plan * 15% 5. PetrLMI may reject any and all RFQ respnses withut further questins r redress frm any respndents. PetrLMI reserves the right t accept r reject RFQ submissins in whle r in part, t discuss different r additinal terms t thse included in the RFQ r in any fficial submissin, r t amend r mdify any term in this RFQ. Additinal Infrmatin Cntracts may be either fixed fee fr accepted cmpleted deliverables r an hurly rate. The type f cntract required will be determined by PetrLMI. The successful bidder will be required t adhere t the fllwing cntractual requirements. 5

ASSIGNMENT AND SUBCONTRACTING Prpsals must be submitted under ne lead Cnsultant if subcntractrs are being included. Identificatin f the prject lead: If the submissin is frm a cnsrtium f firms r cnsultants, the submissin must identify the lead firm and the prject lead frm that firm. It must als detail hw the cnsrtium will perate. In the case that the successful bidder is a cnsrtium f firms r cnsultants, PetrLMI will enter int a cntract with the lead firm/cnsultant nly. Written request t, and permissin frm, PetrLMI are required fr substitutins f key prject team members. INTELLECTUAL PROPERTY AND COPYRIGHTS Ownership f any wrk, infrmatin, recrds r materials develped r prduced under the cntract shall becme the sle prperty f PetrLMI. CANADIAN LABOUR AND MATERIALS The cntractr shall use Canadian labur and materials in the perfrmance f the wrk t the extent they are prcurable. 6
