Integrated tool for empowering public authorities in the development of sustainable plans for low carbon heating and cooling STEFANO BARBERIS RINA Consulting SpA

PROJECT IN A GLANCE Mapping and Planning of Low Carbon Scenarios for Heating and Cooling

PLANHEAT DRIVERS 75% of the European citizens will live in urban areas in 2020 (increase to 84% by 2050) Directive 2012/27/EU aims to a comprehensive assessment of the potential for high efficiency CHP and DHC in order to define strategies for the decarbonisation of H&C systems. Municipalities and other public bodies are encouraged to adopt sustainable energy efficiency plans with clear objectives However, public bodies face the lack of appropriate easy-to-use tools to support them in the definition, simulation and evaluation of their local plans, particularly about H&C

PROJECT OBJECTIVES The main objective of PLANHEAT is to develop and validate through real use-cases an integrated georeferenced easy to-use tool for the mapping, planning and simulation of H&C systems at local level. The tool will support local authorities in selecting, simulating and comparing alternative low carbon and economically sustainable scenarios for heating and cooling (from a panel of advanced technologies) that could balance the forecasted demand.

THE CONSORTIUM D Appolonia (ITA) Project Coordinator Technische Universiteit Delft (NL) University of Zagabria (HR) Leader for training activities National Observatory of Athens (GR) VITO (BE) Leader for mapping module development TECNALIA (ESP) Regional Environmental Center For Central & Eastern Europe (HU) Euro-Heat and Power (BE) Leader for dissemination activities GEONARDO (HU) Artelys (FR) Leader for software integration activities VALIDATION CITIES PARTNERS Stad Antwerpen (BE) Comune di Lecce (IT) Velika Gorica Grad (HR)

THE IMPORTANCE OF CITY MAPPING Chapter 1 Introduction to mapping process Why mapping? mapping results; general approach; energy demand and potentials; temperatures, technologies Chapter 2 Mapping data specifications What to map? General form of mapping data; crucial data for mapping demand; crucial data for mapping renewable potentials Chapter 3 Available databases Issues on finding data; available databases; additional sources of information 11

INTRODUCTION TO THE MAPPING PROCESS Many renewable or waste energy sources are locally available, to potentially supply heating or cooling demand of buildings. Yet, these types of energy must be: in the right amount in the right form and quality (at the right temperature) at the right time at the right place District heating and cooling networks can match the supply and demand in a spatial way

WHY IS MAPPING NEEDED? To make an optimal match, information is needed on supply and demand on: Amount Location Temperature Time For different strategies the PLANHEAT tool can now calculate : energy transmission losses in the network the extra energy demand for (heat)pumps dimensions of the components costs (estimate) With high resolution mapping, optimal thermal distribution networks can be planned

WHAT WILL THE FINAL RESULT OF THE MAPPING PROCESS BE? Maps on city and district level with information including heating and cooling demand fffjgjgjsadgfjakgd PLANHEAT - MAPPING 14

WHAT IS THE FINAL RESULT OF THE MAPPING PROCESS? Data on city and district level with information including heating and cooling demand fffjgjgjsadgfjakgd PLANHEAT - MAPPING Summary of demand map per district per type 15

WHAT IS THE FINAL RESULT OF THE MAPPING PROCESS? Maps on city and district level with information including and renewable potentials fffjgjgjsadgfjakgd PLANHEAT - MAPPING Also models and key figures available to map potential supply 16

WHAT IS THE FINAL RESULT OF THE MAPPING PROCESS? Data on city and district level with information including reusable and renewable potentials fffjgjgjsadgfjakgd Summary of potential map per district per source type Sorted on priority PLANHEAT - MAPPING The resulting potential maps can be summarized into a table to help in prioritizing technologies at the level of districts 17

GENERAL APPROACH TO THE MAPPING PROCESS Define the purpose of the mapping process Define the needed data in order to create maps Search for available databases and acquire need data, if the data isn t publicly available, use default values or use the modelling approach. It is valuable to have more than one source of the information in order to make comparison which could indicate possible data error Use the gathered data as the input data in order to create needed maps

ENERGY SUPPLY POTENTIAL WILL BE MAPPED BY PLANHEAT Solar thermal on roofs Geothermal energy Biomass Waste heat from - Electricity production (CHP) - Industrial processes - city sewage, public transportation, data centres etc. Shallow underground Groundwater Surface water

BIOMASS - FORESTRY

around city name1 name2 name3 : district names Run performs: a Calculate on all nodes all output maps are computed this table is computed 21

AVAILABLE DATABASES FOR MAPPING important publicly available databases used by PLANHEAT : OpenStreetMap - topography CORINE - land use and land coverage e.g. urban, agricultural, forest areas etc. GeoDH Europe - geothermal potentials Tabula - building typologies by country EUROSTAT - European statistics More publicly available databases that may be used for the tool are presented in the course guide of the training-module 1 and are presented in the public deliverable D1.6. All public databases used by PLANHEAT will be adapted for the PLANHEAT toolkit. No conversion of any kind is required from users of the tool.

PLANHEAT MAPPING DATA SPECIFICATIONS PLANHEAT has 2 different approaches to map H&C demand A Top-down approach Data on energy consumption must be available Provides maps at city scale Annual output Relatively simple A Bottom-up approach Other types of data must be available Provides maps at district scale Allows for H&C curves per hour Estimates future demand Output can be used in PLANHEAT simulation module More elaborate approach

MAPPING THE DEMAND TOP-DOWN APPROACH Input data required using the top-down approach: Final aggregated energy consumptions for heating and cooling e.g. total gas/oil use in the city per sector - residential and commercial Geospatial indicators to distribute the aggregated consumption over space e.g. land use maps population density maps building characteristics

WHICH DATA IS CRUCIAL FOR MAPPING H&C DEMAND TOP-DOWN? Required data by users following the top-down approach are: Boundary of the area vector map of the desired area in a cadaster map of the city Final energy consumption per sector for the area of interest From municipality/ city and/or energy companies A geo-spatial indicator map indicating the use or sector of each building (e.g. residential, health care, office/ residential, commercial, industrial) Required for dis-aggregation of final energy consumption originating from cadaster maps

WHICH DATA IS CRUCIAL FOR MAPPING H&C DEMAND TOP-DOWN? publicly available sets or types of data used by PLANHEAT upgradable by user with city information: A map of land use showing land use zones originating from CORINE A map of population / employee density Or a map of gross residential / commercial floor area Representing residential or commercial density Using CORINE or high resolution local data
