1 LGU Urban Water and Sanitation Project (LGUUWSP2) Seeks to assist water utilities to improve their operational efficiency and accountability to consumers, facilitate private sector participation, and leverage financial flows into the water and sanitation sector. This is the second-phase of a $280 million four-phase program for investments in water supply and sanitation utilities, which are currently being managed by municipalities or Local Government Units (LGUs). The project design adopts a participatory process that determines service levels and tariffs. It also provides incentives for outsourcing operations and maintenance responsibilities for constructed facilities through lease contracts with private operators. By the time the fourth phase of the program is implemented, around 250 municipalities with 800,000 residents will receive reliable, affordable and sustainable water and sanitation services. 2 Manila Second Sewerage Project (MSSP) Helps the Government improve the quality of sanitation services and enable two concessionaires in the Metro Manila Area, namely the Manila Water Company in the east and Maynilad Water Services in the west, to radically expand their septage management program and establish the conditions needed for medium-term low-cost improvement of sewerage services in Metro Manila, and to reduce pollution in Metro Manila waterways and Manila Bay. Its components are: 1) Construction of a septage treatment plant in Dagat Dagatan, Caloocan, with a capacity of about 200 m3 per day; 2) Upgrading of the Manila Central Sewerage System, including the repair of defective piping, equipment, works and pumping stations; minimizing the entry of rainwater into the system; and the construction of about 10,000 new sewer service connections in the West Service Area; 3) Upgrading of the Ayala sewerage system including the repair of the pumping station and its tanks to provide mechanical treatment of sewage and septage and the repair of pipes, equipment and works; 4) Strengthening of the laboratories through the provision of specialized instruments, equipment, furniture and materials; 5) Strengthening of technical capabilities to operate and maintain sewerage systems though the provision of vehicles, machinery and tools; 6) Strengthening of technical capabilities in construction supervision and development of septage treatment experiments through the provision of consultants services and relevant software; 7) Strengthening of MWSS in project and financial management in relation to project implementation; 8) Planning and implementation of sewerage projects in the East Service Area, including the construction and rehabilitation of community sanitation facilities and final disposal of effluent, rehabilitation of the Karangalan Lift Station (KLS) and rehabilitation and expansion of municipal sewerage systems in the regions in Taguig. The project consists of two components, funded by two loans. The first loan finances the Public Performance Assessment (PPA) component comprising of technical assistance designed to pilot- and field-test a privatized public performance assessment system. Independent auditors monitor, evaluate, and publicly report the performance of two concessionaires, which have been awarded contracts to manage Metro Manila s water supply and sanitation infrastructure. The second loan finances the Sewerage, Sanitation, and Drainage component for the construction of sewerage, sanitation, and drainage infrastructure in participating LGUs. 4 Ozone Depletion Substance Phase Out-Montreal Protocol Project (ODSSP) Enables the Government to phase out the remaining consumption of Ozone Depleting Substances (ODS) in accordance with the phase-out schedule stipulated by the Montreal Protocol on Substances that Deplete the Ozone layer. In the first phase of the Project, nine investment projects in the manufacturing sector were implemented and completed. These investment projects phased out a total of Ozone Depleting Potential (ODP) Tons of ODS. Non-investment projects undertaken included the Workshop on the Phase Out and alternatives to CTC technology, Financial Intermediary Technical Assistance for Institutional Strengthening and DENR Technical Assistance for Institutional Strengthening. The next phase of the project is embodied in the Philippine National CFC Phase-Out Plan, which has been approved by the Excom of the Montreal Protocol. The Plan will phase-out the remaining consumption of ChloroFluoroCarbons (CFC) during To achieve this target, a series of investment, non-investment, technical assistance and related support activities will be undertaken. 5 Laguna de Bay Institutional Strengthening and Community Participation (LISCOP) Project Aims to reduce pollution and improve the environmental quality of Laguna de Bay. 6 Local Government Finance and Development Project (LOGOFIND) Expands and upgrades the basic infrastructure, services and facilities of participating LGUs and strengthens their capabilities in municipal governance, investment planning, revenue generation, and project development and implementation. It also enhances capabilities at the national level in providing technical support and long-term financing to local governments through the Municipal Development Fund (MDF). Collaboration with NGOs: NGOs were part of the participatory process in project development. They are currently involved in community improvement sub-projects in such areas as planning, organizing, implementation, and monitoring and evaluation. In addition, NGOs can assist in assessing the capacitybuilding needs of LGUs as well as in the identification of the gaps in services and facilities.
