Phase I Environmental Site Assessment 475 Ontario Street South, Milton, Ontario 14 December 212 EXECUTIVE SUMMAR AMEC Environment & Infrastructure, a division of AMEC Americas Limited (AMEC) was retained by Hallawest Developments Inc. (Hallawest) to conduct a Phase I Environmental Site Assessment (ESA) of a residential property (the Site) to provide an evaluation of known and possible environmental issues at the Site in support of proposed redevelopment activities. This Phase I ESA was carried out in accordance with the Terms of Reference as provided in AMEC proposal/work agreement dated 19 August 211 as well as verbal authorization given by Mr. Bucci. This Phase I ESA was conducted in accordance with the Phase I ESA standard as defined by Ontario Regulation 153/4 Records of Site Condition, Part XV.1 of the Environmental Protection Act (EPA) (1), as amended by Ontario Regulation 511/9 (2), Ontario Regulation 245/1 (3) and Ontario Regulation 197/11 (4). This report also complies with the 23 CSA Phase I ESA Standard (5). According to historical records obtained by AMEC, including street directories and aerial photography, the Site was first developed in the 197s for residential purposes. Under the supervision of Jeff Carson, P.Eng., Qualified Person, Lisa Scolaro, B.Sc., CRSP, of AMEC conducted a Site reconnaissance on 16 October 212 from 9: am to 11: am to evaluate possible on-site issues, and to assess whether any surrounding land uses may have and/or are currently impacting the environmental condition of the Site. Mr. Matt Bikich of Royal LePage accompanied AMEC during the Site reconnaissance. On the day of the Site reconnaissance the weather was 6 C and sunny. AMEC returned to the Site on 22 October 212 to view the interior of the garage located at the Site. Mr. Matt Bikich of Royal LePage also accompanied AMEC during this Site reconnaissance. On the day of this Site reconnaissance the weather was 7 C and sunny. Ground cover conditions at the time of both of the Site reconnaissances were dry; however, areas were covered by vegetation on the north portion of the Site which may have limited AMEC s observations of the ground surface. Based on the Phase I ESA completed by AMEC on 16 October 212 and 22 October 212, there is evidence of potentially contaminating activities associated with the Site and its surrounding properties: # Area of Potential Concern Potentially Contaminating Activity Location Contaminant of Potential Concern Media Potentially Impacted Recommended Activities for Phase Two ESA APEC Ontario Street South (adjacent to the west of the Site) Heating fuel oil leak from former AST in garage on east side of 465 Ontario Street South West side of Site PHC (F1-F4) BTEX Soil Groundwater No report detailing the remediation at 465 Ontario Street South has been provided to AMEC. Based on the Phase I ESA completed by AMEC, a Phase II is recommended. In addition, to address potential operational / management issues, AMEC offers the following recommendations: Due to the presence of suspected ACMs within the Site building, including, but not limited to, vinyl sheet flooring, ceiling tiles, gypsum board joint compound, concrete block and brick mortar and roofing materials, a comprehensive asbestos survey is recommended as a component of a Designated Substance Survey in order to comply with Ontario Regulations 278/5 and 279/5 prior to any alteration, renovation or demolition. In addition, if ACM is present, an asbestos management plan is required for any confirmed friable ACM which is not abated or has not been tested to be deemed non asbestos. Furthermore, all confirmed non-friable ACMs must also be included in the asbestos management plan. The building owner must provide the DSS report to all contractors working on the Site. Subsequently, all contractors must furnish the DSS report to their subcontractors; and, Suspected lead containing paint is suspected to be present at the Site based on criteria outlined in the Canadian Hazardous Products Act Surface Coating Materials Regulation dated April 25 (revised in 21). As enforced by the MOL, all leadcontaining paint in poor condition must be removed by a qualified lead abatement contractor as outlined in the MOL Guideline titled The Control of Lead Exposures During the Removal of Lead on Construction Projects. The majority of painted surfaces at the Site were observed to be in good condition and therefore does not require any immediate action; Due to the presence of moist / wet conditions that may contribute to mould growth in the basement of the residence, a comprehensive mould assessment is recommended if the building continues to be utilized for residential purposes; and, Suspect PCBs in the form of fluorescent light ballasts may be present at the Site. In order to confirm or refute the presence of PCBs, a comparison of the equipment date code stamp with published reference lists and/or sampling is recommended. Project Number TP1117 Page ii

(Hallawest) to conduct a Phase I Environmental Site Assessment (ESA) of a residential property (the Site) to provide an evaluation of known and possible environmental issues at the Site in support of proposed redevelopment activities. At the time of the reconnaissance the Site was occupied residential tenants, as well as Grout Masters who rented the on-site detached garage for storage of supplies. Project Number TP1117 Page 1

Phase I Environmental Site Assessment 475 Ontario Street South, Milton, Ontario 14 December SCOPE OF INVESTIGATION This Phase I ESA was conducted in accordance with the Phase I ESA standard as defined by Ontario Regulation 153/4 Records of Site Condition, Part XV.1 of the Environmental Protection Act (EPA) (1), as amended by Ontario Regulation 511/9 (2), Ontario Regulation 245/1 (3) and Ontario Regulation 197/11 (4). This report also complies with the 23 CSA Phase I ESA Standard (5). This Phase I ESA was carried out in accordance with the Terms of Reference as provided in AMEC proposal/work agreement dated 19 August 211 as well as verbal authorization given by Mr. Bucci. The scope of work for the Phase I ESA consisted of the following tasks: Reviewing the historical occupancy of the Site and surrounding properties through the use of available archived and relevant (in AMEC s opinion) municipal and business directories, fire insurance plans (FIPs), historical topographical plans (if applicable) and aerial photographs to identify land uses that may have impacted the environmental condition of the Site; Contacting municipal and provincial agencies to determine the existence of records of environmental regulatory non-compliance, if any, and reviewing such records where available; AMEC utilized an ERIS Ecolog report ordered in September 211 for adjacent properties. Given the property use of the Site and surrounding properties it is not anticipated that a new ERIS report would alter the conclusions of this report; Reviewing available geologic maps, well records and utility maps for the Site vicinity; Conducting a walk-through visual assessment (i.e., Site reconnaissance) of the Site and building facilities in order to identify the presence of actual and/or potential environmental contaminants or concerns of significance; Conducting interviews with designated Site representative(s) as a resource for current and historical Site information, as well as to provide AMEC staff with unrestricted access to all areas of the Site and Site buildings (as required by O.Reg. 153/4); and Preparing a report of our findings. A search of land title and assessment rolls was not conducted as a part of this investigation. The occupancy and use of the Site from its first developed use is well documented in other historical records and a search of land ownership is unlikely to contribute any useful information regarding the environmental condition at the Site. In completing the scope of work, AMEC did not conduct any intrusive investigations, including sampling, analyses or monitoring. Project Number TP1117 Page 2

Phase I Environmental Site Assessment 475 Ontario Street South, Milton, Ontario 14 December RECORDS REVIEW 3.1 General Phase I Study Area Determination The default 25 m buffer from the Site boundaries was selected for the Phase I Study Area (Figure 1). Lands upgradient of the Site, beyond 25 m, were primarily residential lands and it is not anticipated that environmental impacts affecting the Site would result from these land uses. It should be noted that select database searches are conducted for a distance of approximately 1 km from the centroid of the Site (i.e. landfill and coal tar databases) First Developed Use Determination According to historical records obtained by AMEC, including street directories and aerial photography, the Site was first developed in the 197s for residential purposes Fire Insurance Plans and Property Underwriters Reports and Plans The Town of Milton was listed in the Catalogue of Canadian Fire Insurance Plans (7). AMEC contacted Risk Management Services (RMS) to inquire as to the availability of any fire insurance plans (FIPs), as well as Property Underwriter Reports and Plans for the Site. At the time of report preparation, a response from RMS had not yet been received Chain of Title A chain of title was not conducted as a part of this investigation. The occupancy of the Site since its first developed use is well documented in other historical records and a search of land ownership is unlikely to contribute any useful information regarding the environmental condition at the Site City Directories AMEC reviewed city directories, available at the Metropolitan Reference Library in Toronto, Ontario, for the years 1965, 197, 1975, 1981, 1986, 1991, 1996 and 21. The Site was not listed in the city directories reviewed. This property is located approximately 54 m northwest from the Site and not expected to represent an environmental concern. No Records of Site Condition (RSCs) have been filed for the Site or any of the surrounding properties. No historic monuments or buildings were present on Site or at the surrounding properties. As the Site is a residential property, it was not searchable as an industrial waste generator (cannot search by address, must search by generator name). One (1) single wall, 2,25 L UST installed in 1992 and utilized for gasoline was registered to this property. Due to the distance from the Site, this property is not expected to represent an environmental concern to the Site. The Site and surrounding properties were not listed as industrial waste receivers. Four (4) water wells were listed to the northwest, west, and east of the Site. These wells were installed in the 195s and 196s and utilized for domestic purposes. The soil stratigraphy associated with these wells consisted of approximately 15 m of clay over shale. A copy of the EcoLog ERIS report is included in Appendix E. 3.3 Physical Setting Sources Aerial Photographs Aerial photographs of the Phase I study area were obtained from the National Air Photo Library in Ottawa, Ontario, for the years 1959, 1969, 1974 and 1985, and from the Town of Milton Interactive Mapping website (maps.milton.ca) for the years 25 and 211. An interval of approximately 1 years between each aerial, subject to aerial availability and scale, was deemed sufficient to characterise changes at the Site during its history. During periods of rapid change at the Site and surrounding properties, an attempt was made to reduce the interval between aerials to gain a better understanding of the Site and the surrounding area. The following significant information concerning the Site and its surrounding properties was inferred from the aerial photographs reviewed: Date Site Surrounding Properties 1959 The Site consists of vacant land. North of the Site is an inferred tributary of Sixteen Mile Creek, followed by agricultural land uses. Agricultural land uses, along with a few inferred buildings are also present to the northwest and east. Project Number TP1117 Page 7

Phase I Environmental Site Assessment 475 Ontario Street South, Milton, Ontario 14 December 212 Date Site Surrounding Properties The Site continues to consist of vacant land. It appears that a building has been constructed on the south side of the Site. Due to the scale, little details are discernable on the aerial photograph. No significant changes from the 1974 aerial photograph are observed at the Site. No significant changes appear from the 1985 aerial photograph. A residential building is present on the south side of the Site, while a detached garage is located just to the north of the residential building. No significant changes from the 25 aerial photograph are observed at the Site. Agricultural land uses remain to the north, east and south of the Site. Further to the northwest of the Site what is inferred to be EC Drury School has been constructed. Inferred residential dwellings have also been constructed further to the west of the Site. A small increase in the amount of inferred residential dwellings is seen to the east of the Site, while lands to the south of the Site have been graded and streets have been constructed. A large increase in the amount of inferred residential dwellings is seen further to the west of the Site. Inferred residential dwellings have been constructed to the south and north of the Site. To the east, are inferred commercial buildings located on the northwest corner of Laurier Avenue and Ontario Street South. On the northwest corner of Laurier Avenue and Ontario Street South, a large, inferred commercial building has been constructed. Surrounding properties have not changed significantly from the 25 aerial photograph. Copies of the aerial photographs are presented in Appendix D Topography, Hydrology, Geology The Site lies at an approximate elevation of 195 m above sea level. The UTM coordinates of the centre of the Site are northing and easting. The topography across the Site is relatively flat, with a very minor slope towards the north-northeast. Figure 1 includes the Ontario Base Map of the Town of Milton, including the Phase I ESA study area (15). The overburden in the vicinity of the Site is interpreted to consist of glaciolacustrine deposits of silt, clay and minor amounts of sand (16). Bedrock in the area is anticipated to be consist of the Queenston Formation containing shale, limestone, dolostone and siltstone (17). The regional ground water flow direction, based on topographic features and knowledge gained from other sites in the area, is expected to be to the south towards Sixteen Mile Creek. Locally, however, the shallow ground water flow may be influenced by the presence of the Sixteen Mile Creek tributary located adjacent to the northeast of the Site, underground utility trenches, conduits, and structures, variations in soil type, and minor fluctuations in topography. Phase I Environmental Site Assessment 475 Ontario Street South, Milton, Ontario 14 December Water Bodies and Areas of Natural Significance Sixteen Mile Creek is located approximately 25 m south-southeast of the Site and flows southeast towards Lake Ontario. A tributary of Sixteen Mile Creek is also located adjacent to the northeast of the Site and flows southeast towards Sixteen Mile Creek. The Site includes land that is within 3 m of a water body which would classify it as a sensitive site under O.Reg. 153/4. As noted in Section 3.2, the Site and surrounding properties are not located within an Area of Natural Significance Well Records No water wells, test wells, disposal wells, oil wells or gas wells were observed at the Site by AMEC during the reconnaissance. AMEC was informed by the Site representatives that, to their knowledge, no wells are currently present at the Site, nor have any such wells ever been present at the Site in the past. MOE Well Records indicate that four (4) domestic water wells were drilled at the surrounding properties within the Phase I Study Area. The locations of these wells are illustrated in Section ii of the EcologERIS report in Appendix E. Further details are present in Section Site Operating Records This section only applies if the site is currently used in whole or in part for an industrial use other than aggregate extraction/quarrying or oil and gas production from well(s), as a garage, bulk liquid dispensing facility including gasoline outlets, or for the operation of dry cleaning equipment and the information is not publicly available or available through FOI. The Site is not currently used in whole, or in part, for an industrial use. Project Number TP1117 Page 9

Phase I Environmental Site Assessment 475 Ontario Street South, Milton, Ontario 14 December SITE RECONNAISSANCE 5.1 General Requirements Under the supervision of Jeff Carson, P.Eng., Qualified Person, Lisa Scolaro, B.Sc., CRSP, of AMEC conducted a Site reconnaissance on 16 October 212 from 9: am to 11: am to evaluate possible on-site issues, and to assess whether any surrounding land uses may have and/or are currently impacting the environmental condition of the Site. Mr. Matt Bikich of Royal LePage accompanied AMEC during the Site reconnaissance. On the day of the Site reconnaissance the weather was 6 C and sunny. AMEC returned to the Site on 22 October 212 to view the interior of the garage located at the Site. Mr. Matt Bikich of Royal LePage also accompanied AMEC during this Site reconnaissance. On the day of this Site reconnaissance the weather was 7 C and sunny. Ground cover conditions at the time of both of the Site reconnaissances were dry; however, areas were covered by vegetation on the north portion of the Site which may have limited AMEC s observations of the ground surface. AMEC did not access the roof of any of the buildings at the Site due to safety concerns. At the time of the reconnaissance the Site was occupied residential tenants, as well as Grout Masters who rented the on-site detached garage for storage of supplies. 5.2 Specific Observations at Phase One Property Site Description and Buildings The Site buildings covered approximately 1% of the total Site area. Discharged to the municipal sewer system along Ontario Street South. Three (3) small wooden/vinyl sheds were located on the Site, just to the southwest of the house. One (1) of the sheds contained a lawnmower and small jerry can of gasoline. The other two (2) sheds were utilized for storage purposes. AMEC observed that the majority of the Site exterior area outside of the Site building footprints was surfaced with grass and vegetation, with some landscaping, particularly in the immediate vicinity surrounding the house. An asphalt driveway was also present on the east side of the house Utility Easements According to the Site representatives no utility easements are present at the Site Drains, Pits and Sumps No floors drains or sump pits were observed in the Site buildings Tanks Aboveground Storage Tanks The Site representative advised AMEC that there are currently no ASTs at the Site, nor were any present historically. AMEC did not observe any ASTs on Site during the reconnaissance and there was no information from the historical review completed to indicate the former presence of ASTs. Phase I Environmental Site Assessment 475 Ontario Street South, Milton, Ontario 14 December Underground Storage Tanks The Site representative advised AMEC that USTs have never been present on Site and AMEC did not observe fill or vent pipes during the Site reconnaissance suggesting the current or former presence of USTs. Information obtained during the review of historical data and regulatory databases did not indicate the presence of USTs at the Site. The TSSA does not have any records of USTs registered to the Site Site Production and Manufacturing No large scale manufacturing takes place on Site Chemical Storage/Handling and Floor Condition Small quantities (i.e., 1 to 5 litres (L)) of janitorial cleaning and maintenance supplies were observed during the Site reconnaissance in the residential building and attached garage. In the detached garage, multiple small containers (smaller than 4 L) of ceramic tile cleaning supplies were observed throughout, while one small jerry can of gasoline was present in one of the sheds on the northwest side of the Site. The floors in the storage areas were observed to be generally in good physical condition (i.e., no cracking, pitting or staining) and no open floor drains were observed nearby. No other chemicals or hazardous materials were observed indoors or outdoors at the time of the Site reconnaissance. Based on the previously referenced observations, no significant environmental issues regarding chemical storage at the Site were identified. According to the Site representatives, the exterior portions of the Site are not salted during the winter months. AMEC was advised by the Site representative that neither pesticides nor herbicides are used or stored at the Site. AMEC did not observe any pesticides or herbicides stored at the Site during the reconnaissance Areas of Stained Soil or Pavement, or Stressed Vegetation AMEC conducted a walkover of the exterior of the Site and did not observe any areas of ground or pavement staining or stressed vegetation Spills The Site representative advised AMEC that no chemical spills have occurred at the Site. No evidence of chemical spills, accidental releases or significant staining was observed inside the Site buildings. According to information provided by the Site representative, the property adjacent to the west had an aboveground storage tank leak that was recently remediated. A small portion on the west portion of the Site was also impacted by this spill. According to the Site representative, the Site was cleaned up as part of the remediation at 465 Ontario Street South. No report detailing this remediation was provided to AMEC. Further details pertaining to this spill were documented in AMEC s prior report to Hallawest for 465 Ontario Street South. Phase I Environmental Site Assessment 475 Ontario Street South, Milton, Ontario 14 December Fill / Debris AMEC did not observe large amounts of debris or uncontrolled waste storage on-site at the time of the reconnaissance. Based on observations made at the time of the reconnaissance, the presence of significant amounts of fill material is inferred not to be present at the Site. The Site is generally graded even with the surrounding properties and has similar topographic characteristics to the surrounding properties. There was no evidence from the historical review to suggest that significant amounts of in-filling had occurred on Site Methane Methane is a colourless and odourless gas commonly formed by the decomposition of organic material, and is a large component of natural gas associated with waste disposal sites. Natural sources of methane include marshes, swamps, bogs, fens or coal and/or peat deposits. Potential methane risks include explosion hazards where methane enters closed spaces and concentrations exceed the lower explosive limit. A waste disposal site, closed in 1974, was located 83 m southwest of the Site, while a second waste disposal Site, closed in 195, was located 86 m west of the Site. Additionally, Brian Best Park Dump was listed as being present 43 m southwest of the Site. Based on the length of time the waste disposal sites have been closed, as well as their distance from the Site combined with clay/silt soils, methane gas is not inferred to be a significant environmental issue at the Site Radon Radon is a naturally occurring gas produced by Uranium-238 decay and tends to concentrate in formations of granite, sandstone, coal, phosphate and uranium deposits. It percolates through soil, where it may accumulate in basements of buildings. As the existence of radon is dependent upon geological factors, it is more of a regional concern than Site-specific. The location of the Site was evaluated against the locations of a soil radon gas study published by the Ontario Geological Survey (OGS ) (18). The Town of Milton and the location of the Site are not within the four main study areas investigated by the OGS. AMEC is not aware of other records of the presence or emission of radon gas in the immediate area of Milton. Based on this information, AMEC does not suspect radon gas to be a significant environmental issue at the Site Air Emissions and Odours AMEC did not observe the presence of air emission sources at the time of the reconnaissance that could possibly affect the environmental condition of the Site (i.e., building surfaces and/or surficial soils). The only air emission sources observed at the Site by AMEC were exhausts from the Site s general building ventilation, kitchen and washroom vents. No significant environmental issues regarding air emissions at the Site have been identified based on the nature of the emission sources observed during the reconnaissance. Phase I Environmental Site Assessment 475 Ontario Street South, Milton, Ontario 14 December Mould Moulds (also known as filamentous fungi) are present in the natural environment, indoors and outdoors. Mould growth can occur on building materials that are impacted by moisture and/or water. AMEC was advised by the Site representatives that a mould survey/assessment has not been conducted at the Site and that suspect visible mould growth is not known to be present at the Site. Evidence of conditions that may promote mould growth (e.g., moist and/or wet conditions) were observed in the basement of the residential building during the Site reconnaissance. The carpets in the two (2) bedrooms on the west side of the basement were observed to be slightly damp and a strong musty odour was observed. Observations were made only in readily accessible areas of the existing buildings (i.e., did not include concealed spaces such as behind walls or above ceilings) Designated Substances and Hazardous Building Materials There are eleven designated substances that are regulated by the Occupational Health & Safety Act (OHSA) OHSA, including asbestos, lead, mercury, silica, arsenic, acrylonitrile, benzene, coke oven emissions, ethylene oxide, isocyanates, and vinyl chloride. Given the nature of the Site building and property use, AMEC has focused on specific designated substances as described in the following subsections: Asbestos Asbestos refers to a group of naturally occurring fibrous mineral silicates that is known to have been used in over 3, products. Friable asbestos materials can be readily crumbled using hand pressure, separating asbestos fibres from the associated binding materials and is commonly seen in boiler and pipe insulation. Non-friable asbestos is associated with a binding agent that prevents the ready release of airborne fibres and is typically found in roofing tars, floor and drywall compound, plaster and pre-cast asbestos cement products commonly referred to as transite (e.g., roof drains and transite panels). AMEC was advised by the Site representative that an asbestos survey has not been conducted at the Site, and that asbestos-containing materials (ACMs) are not known to be present at the Site. Suspect ACMs observed as part of the Phase I ESA included, but are not limited to, vinyl sheet flooring, ceiling tiles, gypsum board joint compound, ceiling tile, concrete block and brick mortar and roofing materials. Suspected ACMs were observed to be in good condition. The presence of ACMs can only be verified through multiple samples and analysis of suspect material samples as outlined in O.Reg. 278/5 (19). ACMs must be addressed through the implementation of an appropriate management and/or abatement program to protect the health of persons working at the Site, as required under the OHSA and O.Reg. 278/5. ACMs in poor or deteriorated condition may be addressed through repair, encapsulation, enclosure or removal. Project Number TP1117 Page 15

Phase I Environmental Site Assessment 475 Ontario Street South, Milton, Ontario 14 December Lead Lead is a heavy metal typically found in metallic lead (used to make water distribution pipes, electrical batteries, lead solder, and electric cable sheathes); inorganic compounds (components of products such as insecticides, pigments, paints, and glass); and organic lead compounds (the most commonly known of which are tetramethyl lead and tetraethyl lead, used as antiknock additives to gasoline). Some of the interior walls of the Site building contained painted surfaces. Given the date of construction of the Site buildings (197s), it is likely that LCPs are present at the Site. Observations made at the time of the Site reconnaissance indicated that painted surfaces were in good physical condition (i.e., not peeling or flaking). The presence of LCPs can only be verified through sampling and analysis of suspect paint samples. If present, LCPs may be addressed through the implementation of an appropriate management or abatement plan to protect the health of those working at the Site. Where LCPs are in poor condition (i.e., peeling or flaking) they may be addressed through encapsulation or removal. Appropriate management plans are also required where maintenance, alteration, renovation, or demolition activities undertaken at a Site may disturb these materials Mercury Minor amounts of mercury are commonly found in a variety of building materials including mercury vapour lamps and thermostats and other electrical control switches. Mercury vapour is suspected to be present in fluorescent and high intensity discharge (HID) lamps. Mercury is suspected to be present in thermostats. Given the potential quantities of mercury present and their intended use, no potential concerns are expected Unidentified or Other Substances UFFI Urea formaldehyde foam insulation (UFFI) was typically made at a construction site from a mixture of urea-formaldehyde resin, a foaming agent, and compressed air. The mixture was injected as a thermal insulating material for difficult-to-reach cavities in walls of existing buildings in the 197 s. The urea and formaldehyde cured into insulating foam plastic. UFFI was discontinued in 198 after its ban in Canada under the HPA. AMEC was advised by the Site representative that he is not aware of the presence of UFFI at the Site. Visual indicators suggesting the possible presence of UFFI were not observed at the Site; however, wall cavities were not accessible during the time of the Site inspection Polychlorinated Biphenyls PCB-containing products (e.g., oil in light ballasts and liquid-filled transformers) were manufactured for use in applications where stable, fire-resistant, and heat-transfer properties were demanded between and Most PCBs were sold for use as dielectric fluids (insulating liquids) in electric transformers and capacitors. Phase I Environmental Site Assessment 475 Ontario Street South, Milton, Ontario 14 December 212 fluid, hydraulic fluid, dye carriers in carbonless copy paper, plasticizers in paints, adhesives, and caulking compounds. In Canada, PCBs were prohibited from being used in products, equipment, machinery, electrical transformers and capacitors that were manufactured or imported into the country after July 198. However, older equipment in use after this date may still contain PCBs if the equipment s fluid has not been changed, or if there was sufficient inventory of such equipment. Electrical service is supplied to the Site by overhead cables. transformers were not observed at the Site. Suspect PCB-containing Fluorescent light fixtures were observed throughout the Site buildings. Given the date of construction of the Site buildings (197s), the light ballasts at the Site may contain PCBs as the use of PCBs in light ballasts was not discontinued until the early 198s ODS Ozone depleting substances (ODSs) include any substances containing chlorofluorocarbon (CFC), hydrochlorofluorocarbon (HCFC), halon or any other material capable of destroying ozone in the atmosphere. ODSs have been used in rigid polyurethane foam and insulation, laminates, aerosols, air conditioners, fire extinguishers, cleaning solvents and the sterilization of medical equipment. Apart from the presence of residential-type refrigerators and a central air conditioning unit, no equipment was observed at the Site that could potentially contain ODSs. The Site representatives advised that ODSs are not stored at the Site. Furthermore, ODSs were not observed to be stored at the Site at the time of the reconnaissance Radioactive Materials The Canadian Nuclear Safety Commission (CNSC) is responsible for the management and licensing of radioactive materials, to ensure that the use of nuclear energy and materials do not pose undue risk to health, safety, security and the environment. Industrial equipment such as X-ray imagers, metal detection devices and measuring devices may contain radioactive materials and may be a hazard if used or stored improperly. Radioactive materials or equipment (labelled as such) were not observed at the Site and the Site is not registered with the CNSC. No testing for the presence of radioactive material was undertaken Animals and Pest Control Exposure to bird/bat droppings, rodent excreta and raccoon droppings can cause adverse health effects in humans. As a result, accumulation of this material should be kept to the lowest practical level. Project Number TP1117 Page 17

Phase I Environmental Site Assessment 475 Ontario Street South, Milton, Ontario 14 December 212 Visible bird/bat droppings, evidence of rodent excreta or raccoon droppings were not observed during the Site reconnaissance; however, observations were made only in readily accessible areas of the existing buildings (i.e., did not include concealed spaces such as behind walls or above ceilings). 5.3 Enhanced Investigation Property Observations Part VI, 22(1) of O.Reg 511/9 defines an enhanced investigation property as a property where (i) a listed potentially contaminating activity has occurred or is occurring, (ii) has or is being used for industrial purposes or (ii) that is being used or has been used, in whole or in part, as a garage, as a bulk liquid dispensing facility, including a gasoline outlet, or for the operation of dry cleaning equipment. The Site is not classified as an enhanced investigation property, as it has always been utilized for residential purposes and no potentially contaminating activity has been identified as having occurred at the Site. 5.4 Written Description of Investigation Copies of AMEC s Inspection and Interview notes are provided in Appendix A and were outlined throughout this Report. In summary, the Site Reconnaissance and related inquiries identified the following area of potential environmental concern: The property adjacent to the west had an aboveground storage tank leak that was recently remediated. A small portion on the west portion of the Site was also impacted by this spill. According to the Site representative, the Site was cleaned up as part of the remediation at 465 Ontario Street South. As no report detailing this remediation was provided to AMEC, the quality of the soil and groundwater in the area of impacted by the leak is unknown. Project Number TP1117 Page 18

As such, AMEC recommends the installation of boreholes and monitoring wells to address this concern. 6.3 Phase One Conceptual Site Model Figure 2 illustrates the existing layout of the Site and the surrounding properties Physical Setting Topography and Hydrogeology The Site lies at an approximate elevation of 195 m above sea level. The UTM coordinates of the centre of the Site are northing and easting. The topography across the Site is relatively flat, with a very minor slope towards the north-northeast. Phase I Environmental Site Assessment 475 Ontario Street South, Milton, Ontario 14 December 212 The overburden in the vicinity of the Site is interpreted to consist of glaciolacustrine deposits of silt, clay and minor amounts of sand (16). Bedrock in the area is anticipated to be consist of the Queenston Formation containing shale, limestone, dolostone and siltstone (17). The regional ground water flow direction, based on topographic features and knowledge gained from other sites in the area, is expected to be to the south towards Sixteen Mile Creek. Locally, however, the shallow ground water flow may be influenced by the presence of the Sixteen Mile Creek tributary located adjacent to the northeast of the Site, underground utility trenches, conduits, and structures, variations in soil type, and minor fluctuations in topography Water Bodies and Areas of Natural Significance Sixteen Mile Creek is located approximately 25 m south-southeast of the Site and flows southeast towards Lake Ontario. A tributary of Sixteen Mile Creek is also located adjacent to the northeast of the Site and flows southeast towards Sixteen Mile Creek. The Site includes land that is within 3 m of a water body which would classify it as a sensitive site under O.Reg. 153/4. As noted in Section 3.2, the Site and surrounding properties are not located within an Area of Natural Significance Site Structures and Preferential Pathways The storm and sanitary sewers are located across the south portion of the Site and likely drain in a southeast direction along Ontario Street South. Basements and other utilities buried at the Site (such as water and natural gas lines) may further influence the direction of groundwater flow at the Site Sources of Contamination As detailed above, the western portion of the Site has the potential to be impacted by the recent aboveground storage tank leak. Containments of concern include petroleum hydrocarbons Contaminant Migration Based on the inferred direction of ground water flow, and the location of the heating oil leak, the western side of the Site is of particular concern. Phase I Environmental Site Assessment 475 Ontario Street South, Milton, Ontario 14 December CONCLUSIONS AND RECOMMENDATIONS Based on the Phase I ESA completed by AMEC on 16 October 212 and 22 October 212, there is evidence of potentially contaminating activities associated with the Site and its surrounding properties: # Area of Potential Concern Potentially Contaminating Activity Location Contaminant of Potential Concern Media Potentially Impacted Recommended Activities for Phase Two ESA APEC Ontario Street South (adjacent to the west of the Site) Heating fuel oil leak from former AST in garage on east side of 465 Ontario Street South West side of Site PHC (F1-F4) BTEX Soil Groundwater No report detailing the remediation at 465 Ontario Street South has been provided to AMEC. As such, AMEC recommends the installation of boreholes and monitoring wells to address this concern. Based on the Phase I ESA completed by AMEC, a Phase II is recommended. In addition, to address potential operational / management issues, AMEC offers the following recommendations: Due to the presence of suspected ACMs within the Site building, including, but not limited to, vinyl sheet flooring, ceiling tiles, gypsum board joint compound, concrete block and brick mortar and roofing materials, a comprehensive asbestos survey is recommended as a component of a Designated Substance Survey in order to comply with Ontario Regulations 278/5 and 279/5 prior to any alteration, renovation or demolition. In addition, if ACM is present, an asbestos management plan is required for any confirmed friable ACM which is not abated or has not been tested to be deemed non asbestos. Furthermore, all confirmed non-friable ACMs must also be included in the asbestos management plan. The building owner must provide the DSS report to all contractors working on the Site. Subsequently, all contractors must furnish the DSS report to their subcontractors; Suspected lead containing paint is suspected to be present at the Site based on criteria outlined in the Canadian Hazardous Products Act Surface Coating Materials Regulation dated April 25 (revised in 21). As enforced by the MOL, all leadcontaining paint in poor condition must be removed by a qualified lead abatement contractor as outlined in the MOL Guideline titled The Control of Lead Exposures During the Removal of Lead on Construction Projects. The majority of painted surfaces at the Site were observed to be in good condition and therefore does not require any immediate action; Project Number TP1117 Page 22

This report was prepared for the exclusive use of Hallawest Developments Inc., and is intended to provide a Phase I Environmental Site Assessment (ESA) of the Site located at 475 Ontario Street South, Milton at the time of the Site visit.
