5 Priority in actions to mitigate disasters January, 2005 UN World Conference on Disaster Reduction (Kobe) Hyogo Framework for Action : -Building the Resilience of Nations and Communities to Disasters- 1) Ensure that disaster risk reduction is a national and a local priority with a strong institutional basis for implementation. 2) Identify, assess and monitor disaster risks and enhance early warning. 3) Use knowledge, innovation and education to build a culture of safety and resilience at all levels. 4) Reduce the underlying risk factors. 5) Strengthen disaster preparedness for effective response at all levels.
6 Objective of Flood Monitoring WG in Sentinel Asia (draft) To contribute to the mitigation of flood disasters in Asia through: utilizing satellite, GIS and information network technologies as much as possible, enhancing the development of the basis for sharing information on flood risks and disasters among national and international organization in relation to flood management, and realizing the above concepts on the Sentinel Asia network system

11 Global Flood Alert System (GFAS)
12 A prototype river monitoring system is available for Asia Sentinel. Dartmouth s Surface Water Watch uses the AMSR-E microwave measurements over selected river reaches to measure river discharge. White dots show other reaches soon to be added.

14 Outcome of 1 st Flood WG (2) - Identification of potential pilot activities (1/2) - Global satellite-based daily rainfall map & heavy rainfall identification (1 st phase) IFNet (International Flood Network) has already realized the above routine system on the basis of NASA-3B42RT = GFAS (Global Flood Alert System) Global flood identification using AMSR-E and/or MODIS (1 st phase) Dartmouth Flood Observatory has already realized the above routine system, so-called Surface Water Watch on the basis of AMSR-E Mini-projects for five countries, user testing and evaluation system (1 st phase -) JAXA and AIT has already implemented a few mini-projects in relation to flood disaster mangagement using satellite and GIS database. They would be useful for flood forecasting and warning, and flood control planning.
15 Outcome of 1 st Flood WG (3) - Identification of potential pilot activities (2/2)- Rapid response with high-resolution satellite data to monitor flood disaster JAXA, ADRC and member countries/organizations Global satellite-based hourly rainfall mapping (2 nd phase) JAXA and ICHARM/PWRI are planning to jointly develop the prototype system based on the JST-CREST GSMaP led by Prof. Okamoto (Osaka Prefectural Univ.) Next-phase GFAS (2 nd phase) Flood forecasting and inundation mapping using the above satellite-based rainfall products using IFAS (Integrated Flood Analysis System, ICHARM) Pilot demonstration in a river watershed Parallel exploration of assimilating river-and rain-gauge observation from WMO
