Flood Monitoring WG - Activities Report - Kazuhiko FUKAMI (ICHARM) & Hiroaki KAI (JAXA) March 13, rd JPT Meeting, Singapore

Edited by PWRI with data from CREDO Disaster with death toll of more than 10 or victims of more than 100 Number of disasters by flood or storm is large and it is increasing.

Edited by PWRI with data from CREDO Water-related disasters in Asian region accounts for one third of world s total water-related disasters. The number is also increasing.

Can early warning work to reduce human loss? Reduction is Difficult through Early Warning 30% Earthquake Volcano Human loss by natural disasters in the world Earthquake &Volcano 30% Flood 49% Reduction is possible through Early Warning 70% Others 6% Wind Storm 15% thousands people killed by by disaster every year Flood Wind Storm Sedimentation Source: World Watch 2001

Priority in actions to mitigate disasters January, 2005 UN World Conference on Disaster Reduction (Kobe) Hyogo Framework for Action : -Building the Resilience of Nations and Communities to Disasters- 1) Ensure that disaster risk reduction is a national and a local priority with a strong institutional basis for implementation. 2) Identify, assess and monitor disaster risks and enhance early warning. 3) Use knowledge, innovation and education to build a culture of safety and resilience at all levels. 4) Reduce the underlying risk factors. 5) Strengthen disaster preparedness for effective response at all levels.

Objective of Flood Monitoring WG in Sentinel Asia (draft) To contribute to the mitigation of flood disasters in Asia through: utilizing satellite, GIS and information network technologies as much as possible, enhancing the development of the basis for sharing information on flood risks and disasters among national and international organization in relation to flood management, and realizing the above concepts on the Sentinel Asia network system

Sentinel-Asia Flood WG (as of 2 nd JPTM, June 2006) Member CSIRO, CCOP, NDRCC, LAPAN, IDI, AIT, DWIDP, NDCC, NAMRIA, DWR, RID, NSD, NDWI, NDMO, GISTDA, DDPM, ICHARM, UNESCAP, JAXA (Total 28 participants from 19 organizations) Objective of WG Develop an action plan for the Sentinel-Asia applications for flood

Activities of Flood WG June 28, 2006: 1st Flood WG at 2nd JPTM, Bangkok Launch of Flood WG, Discussions on the concept of Flood WG August 24, 2006: Coordination meeting among IFNet, Keio Univ., ICHARM and JAXA at IDI, Tokyo Implementation plan of GFAS (Global Flood Alert System) on Digital Asia March 14, 2007: 2nd Flood WG at 3rd JPTM, Singapore Discussions on action plan

Other relevant meetings September 26-28, 2006: Capacity Building in Asia "Earth Observations in the Service of Water Management, Bangkok January 9-10, nd Asian Water Cycle Symposium (AWCS), Tokyo January 11-12, 2007 GEOSS Symposium on Integrated Observation for Sustainable Development in the Asia-Pacific Region (GEOSS AP Symposium), Tokyo

Outcome of 1 st Flood WG (1) - Presentations - 4 Presentations for thoughts Dartmouth Univ. Flood Alert System (DFAS) (in operation) Dr. Held (CSIRO) Global Flood Alert System (GFAS) (on test run) Mr.Umeda (IFNet, IDI) IFnet pilot project proposal Mr. Fukami (ICHARM) AIT flood mini-project (Nepal) Dr. Hazuika (AIT)

Global Flood Alert System (GFAS)

A prototype river monitoring system is available for Asia Sentinel. Dartmouth s Surface Water Watch uses the AMSR-E microwave measurements over selected river reaches to measure river discharge. White dots show other reaches soon to be added.

Typical Rapid Response Inundation Map, using MODIS data

Outcome of 1 st Flood WG (2) - Identification of potential pilot activities (1/2) - Global satellite-based daily rainfall map & heavy rainfall identification (1 st phase) IFNet (International Flood Network) has already realized the above routine system on the basis of NASA-3B42RT = GFAS (Global Flood Alert System) Global flood identification using AMSR-E and/or MODIS (1 st phase) Dartmouth Flood Observatory has already realized the above routine system, so-called Surface Water Watch on the basis of AMSR-E Mini-projects for five countries, user testing and evaluation system (1 st phase -) JAXA and AIT has already implemented a few mini-projects in relation to flood disaster mangagement using satellite and GIS database. They would be useful for flood forecasting and warning, and flood control planning.

Outcome of 1 st Flood WG (3) - Identification of potential pilot activities (2/2)- Rapid response with high-resolution satellite data to monitor flood disaster JAXA, ADRC and member countries/organizations Global satellite-based hourly rainfall mapping (2 nd phase) JAXA and ICHARM/PWRI are planning to jointly develop the prototype system based on the JST-CREST GSMaP led by Prof. Okamoto (Osaka Prefectural Univ.) Next-phase GFAS (2 nd phase) Flood forecasting and inundation mapping using the above satellite-based rainfall products using IFAS (Integrated Flood Analysis System, ICHARM) Pilot demonstration in a river watershed Parallel exploration of assimilating river-and rain-gauge observation from WMO

Outcome of 1 st Flood WG (4) -Discussions - Global warning vs Local warning Long/plain river vs Short/steep river Needs for Higher resolution precipitation data Accurate estimation of aerial precipitation Near real time data Higher resolution DEM Climate statistics Impact on land slides Validation Integration with in-situ observation (rain, river level) Socio-economic data (population at risk; vulnerability) Communication with users Hazard map generation and preventive measures Met service and Hydro service participating Other systems like WMO s severe weather warning system, Mekong river flood prediction system Dam operations for flood control

Outcome of 1 st Flood WG (5) - Draft Action Plan (Guiding Principles) - To build upon existing capability To integrate flood components with Sentinel Asia User driven To organize the WG activities (probably two meetings, depending on goal setting) Visible outcome by the end of 2007

Proposed pilot activities Global Flood Alert System (GFAS by IFNet) and Next GFAS Surface Water Watch with AMSR-E & MODIS (by Dartmouth Flood Observatory) Rapid-response flood disaster monitoring with high-res. satellite data Mini-projects for five countries, user testing and evaluation system Goal setting (by end of 2007) Research node and user node feedback on the approach of IFNet- GFAS and Dartmouth Flood observatory Any of FASs integration with Sentinel Asia (Overlay with maps, satellite images) User testing and evaluation of prototype system, and feedback
