3 Introduction - characteristics of RA VI 3 /21 Geographical and climatological conditions of RA VI RA VI encompasses a very wide variety of climates / climate conditions and ecosystems from Mediterranean to Arctic Most countries of RA IV are strongly influenced by midelatitude perturbations and Atlantic ocean with a marked contrast between humid Northern and dry, water stressed, Southern regions Social conditions 50 members in RA VI Relatively small area with large population (approximately760 million) High population density in urban areas and certain sub-regions On average high level of economical development but with important sub-regional differences 50 Members
4 Designated Global Producing Centres Long Range Forecasting (GPC-LRF) 4 /21 RA VI contributes with a significant number of designated GPC-LRF (5 out of 13) to the implementation of the Climate Services Information System (CSIS)

14 14 /21 ERA4CS: European Research Area for Climate Services (I) ERA4CS Consortium is aiming to boost research for Climate Services (CS) CS are seen as driven by user demands. First activities started in 2016 with the launch of a large scale Joint Transnational Call for research proposals with cash and institutional funding from at least 18 countries and co-fund support of the European Commission ERA4CS is on the way to initiate a strong partnership between Joint Programming Initiative Climate and others key European and international initiatives (as Copernicus, KIC-Climate, JPIs, WMO/GFCS, Future Earth, Belmont Forum ) in order to work towards a common vision and a multiyear implementation strategy, including better co-alignment of national programs and activities up to 2020 and beyond

17 17 /21 C3S: COPERNICUS CLIMATE CHANGE SERVICE (I) C3S is still in the development phase and will combine observations of the climate system with the latest science to develop authoritative, quality-assured information about the past, current and future states of the climate in Europe and worldwide. This service will deliver substantial economic value to Europe by: informing policy development to protect citizens from climate-related hazards such as high-impact weather events improving planning of mitigation and adaptation practices for key human and societal activities promoting the development of new services for the benefit of society C3S will become a major contribution from the European Union to the WMO GFCS and its Climate Monitoring Architecture
18 18 /21 C3S: COPERNICUS CLIMATE CHANGE SERVICE (II) The wealth of climate information will be the basis for generating a wide variety of climate indicators aimed at supporting adaptation and mitigation policies in Europe in a number of sectors. These include, but are not limited to
19 European Flood Awareness System (EFAS) component of the Copernicus Emergency Management Service (Copernicus EMS) First operational European system monitoring and forecasting floods across Europe 19 /21 It provides complementary, flood early warning information up to 10 days in advance to its partners: National/Regional Hydrological Services European Response and Coordination Centre (ERCC) RAVI WG-CH follows up and coordinates with COPERNICUS/EFAS METEOALARM WMO South East Europe Flash Flood Guidance System
20 Some preliminary conclusions (I) 20 /21 Relative good implementation of GFCS in RA VI, although there is still room for improvement, in particular by elimination of sub-regional differences The designated RCC Network provides a substantial support for the GFCS deployment at national level Good access to WMO global and regional products Relatively good perceived quality of basic climate information Relatively good perceived quality of climate forecasting information although the limiting low predictability at seasonal scales (and beyond) over the region is an obstacle
21 Some preliminary conclusions (II) 21 /21 Satisfactory development of tailored products and services in support of decision-making for a variety of sectors. Need to strengthen user feedback and validation of end-uses COPERNICUS (C3S), ERA4CS (and other EU initiatives) are providing a very relevant support to GFCS in RA VI Need to expand this support to sub-regions outside of EU Many initiatives still in the research domain aiming to implement Climate Services in RAVI (EUPORIAS, MARCO, EU-MACS, Climateurope, MOSES, CLARITY, PUCS, etc.)
