1 POSITION TITLE DIVISION DEPARTMENT REPORTS TO POSITION DESCRIPTION Compliance and Training Coordinator (Reconnect Program) Work and Learning Training Services Senior Manager Training Services REMUNERATION RANGE $63, $66, ORGANISATIONAL PURPOSE Established during the Great Depression, the Brotherhood of St Laurence was the vision and creation of Fr Gerard Tucker, a man who combined his Christian faith with a fierce determination to end social injustice. The BSL has developed into an independent organisation with strong Anglican and community links. Today, we continue to fight for an Australia free of poverty. At the Brotherhood of St Laurence, we are defined by the people that make up our organisation. With 600 employees and 900 volunteers across more than 50 sites, together we strive to help people experiencing disadvantage through research and policy and services and advocacy. As well as providing services and programs for families and elderly on low incomes, refugees, young people and the unemployed, we research the causes and effects of poverty and advocate national and local policy solutions for people who are disadvantaged. The BSL is currently focusing its work on strategies to alleviate and prevent poverty for those people most at risk at the four transition stages considered critical to their future well-being: the early years, the years from school to work, periods in and out of work and retirement and ageing. The Brotherhood Strategic Plan for has three key priorities which are supported by action plans for each of its Divisions and major programs. These are to: Orient our work so that we engage more with and strengthen the communities where we work so better reflecting local aspirations, and in doing so, help the broader community understand our work and become involved. Contribute to policy, service development and delivery that will strengthen communities, particularly those on the outskirts of major cities and in country areas, most at risk of poverty and disadvantage. Take steps to generate income from diverse sources to ensure our organisation remains strong. Each of these priorities is underpinned by well structured, researched and documented body of knowledge to support all elements of work within the Brotherhood. 2 DIVISION & DEPARTMENT PURPOSE The Work and Learning Division of the Brotherhood of St Laurence seeks to assist people to live and work independently through access to effective, high quality employment, training and support programs. The department also advocates for appropriate and innovative community responses to employment and related issues. Current programs in the Work and Learning Division include: Training Services incorporating a Registered Training Organisation (RTO), this service provides accredited training funded under the Victorian Training Guarantee (VTG) and pre accredited training delivered as Learn Local, funded by the Adult Community and Further Education (ACFE) Board. Training Services is also responsible for oversight and delivery of the new Reconnect program in Frankston, Hume and Whittlesea. Work and Learning Centres Work and Learning Centres (WLC) operate in four regional and one inner Melbourne location. Funded by the Victorian State Government and delivered in partnership with local delivery organistions, WLCs promote employment pathways and learning opportunities for disadvantaged people living in areas with high concentrations of public housing. Given the Chance Given the Chance brokers and provides traineeship, labour hire and work placement opportunities for jobseekers within the Brotherhood and with external host employers. ParentsNext This program works with parents in the City of Hume to help them to identify their education and employment goals, develop a pathway to achieve their goals and links them to activities and services, including training, in the local community. Reconnect Program The Reconnect Program works with young people (aged years) who are disconnected from education and training to help them to identify their education, training and employment goals and develop a plan to achieve their goals. It links them to training opportunities through Learn Local providers, RTOs and TAFEs as well as support and services in their local community. Delivery staff (Learning Support Officers and Relationship Coordinators) employed in the Reconnect Program are co-located with, and report through, the Brotherhood s Youth Transitions teams located in Broadmeadows (City of Hume) and Frankston (City of Frankston) and through the Multicultural Communities Team (MCT) located in Epping (City of Whittlesea). They connect with and complement other programs for young people in these areas including Transition to Work (TTW) in Broadmeadows and Frankston; and with ReSource in Whittlesea and Hume. The Reconnect program is funded to the Victorian Government and responsibility for its implementation, monitoring, reporting and achievement of outcomes is the responsibility of the Brotherhood of St Laurence s Registered Training Organisation (RTO). POSITION PURPOSE The Reconnect Compliance and Training Coordinator reports to the RTO Senior Manager. The positon is responsible for ensuring Learning Support Officers and Site Managers collect and report required information and data so that project KPIs for Reconnect can be properly monitored and reported to the Department including: Engagement and retention of learners; Page 2 of 7
3 Completion of Learning and Achievement plans; Participating in opportunities by learners; Learner outcomes/progression including to VET or employment; and Coordinating data and reporting across all sites. The position is also responsible for surveying participants and stakeholders (including employers) to ascertain project learning and other areas for improvement. The Reconnect Compliance and Training Coordinator will regularly liaise with site managers, Learning Support Officers and Relationship Coordinators to ensure program delivery and reporting is accurate and timely. They will provide a key connection between local trainers and the LSOs so that the needs of each student are properly communicated and acted on. They will be responsible for liaising with other training organisations, the RTO s own trainers, and the LSOs to obtain regular feedback and to ensure training delivery is high quality and meeting the needs of participating students. They are responsible for developing, maintaining and administering the systems, procedures and practices to support the successful implementation, ongoing compliance and continuous quality improvement for the Reconnect program. They will act as a point of advice and support to the Learning Support Officers and Site Managers on requirements associated with the enrolment and retention of participants in pre-accredited and accredited training delivery so that it meets the quality, regulatory and reporting standards and requirements of the Victorian Registration and Qualifications Authority (VRQA), the Department of Education and Training s Skills First and the Adult and Community and Further Education (ACFE) Board s Learn Local programs. The position will be responsible for coordinating RTO accredited and ACFE (Learn Local) preaccredited training delivered for Reconnect participants. This includes working with the Learning Support Officers to identify and respond to learner training needs, developing training calendars, assisting in the promotion and marketing of these to Reconnect participants and partner organisations and ensuring compliance with AQTF, VRQA, DET and ACFE standards and conditions of registration and funding guidelines. KEY RESPONSIBILITIES AND DUTIES 1. Teamwork and Accountability Work collaboratively within teams to achieve common goals and contribute towards continual improvement initiatives In collaboration with the manager, set goals and objectives to ensure outcomes are met Provide regular and constructive supervision and feedback to training staff/casual trainers in accordance with organsiational requirements Network with relevant internal and external organisations such as employers, industry, community agencies and other relevant training organisations Model the Brotherhood values and adhere to the Code of Ethical Behaviour in everyday work practices Maintain a safe work environment and ensure steps are taken to prevent unsafe work practices in accordance with Brotherhood policies and procedures Page 3 of 7

Development, implementation and maintenance of systems and procedures to support successful delivery of Reconnect Develop systems, policies, procedures and business practices, for management endorsement that ensure the Reconnect program meets the funding and quality requirements of the contract with the Department of Education and Training Ensure the implementation of Reconnect delivers a high quality program with documentation and systems that are compliant with AQTF standards, VRQA guidelines and funding body requirements Monitor VRQA, ASQA, ACFE/Learn Local and Skills First memos and bulletins relating to training services operations, funding contracts, conditions and standards of registration and provide advice and make recommendations for changes required to management and Reconnect staff where appropriate Develop, monitor and maintain processes for recording, tracking and regularly updating learner enrolment, participation and outcomes within the Reconnect program Regularly update, liaise with, and train (when necessary) Reconnect staff and trainers to ensure all activity including pre-accredited or accredited training undertaken as part of the Reconnect program is compliant, with Learning Support Officers and trainers accurately and fully completing and submitting required documentation including leaner assessments, Learning and Achievement Plans, program files, training and assessment strategies and/or A-Frames, delivery and assessment schedules, lessons plans and approved resources Regularly liaise with, train and update Learning Support Officers and their site managers so that all administrative and evidentiary requirements associated with Reconnect are fully compliant Regularly update learner documentation, templates and forms to ensure they meet funding, regulatory and compliance requirements Establish learner, employer and partner feedback systems and processes for Reconnect as a tool for program improvement, review and evaluation Establish, monitor and maintain processes for recording, tracking and regularly updating continuous improvement for the Reconnect program Assist in the coordination and implementation of training related policies and procedures 3. Reporting and Data Integrity Establish systems and processes to regularly and efficiently collect, monitor and report on KPIs for Reconnect Provide timely advice to the Senior Manager on any performance, evidentiary or other reporting issues Prepare project reports in accordance with Departmental requirements ensuring that Learning Support Officers provide timely and accurate information on learner enrolment, participation and outcomes Provide support to Learning Support Officers to ensure project and KPI reporting is accurate and supported by appropriate evidence Ensure data entered into the student monitoring system for Reconnect is accurate and timely, cross-checking data entries with documentation Page 4 of 7

Coordination of Training Services Develop, maintain and publish accurate training schedules for accredited and preaccredited training delivered by the RTO and accessed by Reconnect participants Work closely with Reconnect staff to analyze training and qualification requirements for Reconnect participants Research and consult with stakeholders and identify appropriate training programs and make recommendations to management about possible implementation Coordinate and manage trainers to ensure high quality training delivery for learners Source trainers with the right skills, qualifications and experience to deliver existing and new training programs Assist in the delivery of some training programs Monitor and evaluate training programs including ongoing analysis of training needs in line with BSL strategic directions and community requirements and advise management of any issues that arise, including opportunities for continuous improvement. 5. Quality Improvement and Compliance Regularly review training and assessment strategy (TAS) documents for each course being delivered to Reconnect participants in accordance with packaging rules, employability outcomes, funding guidelines and AQTF standards, VRQA guidelines and conditions of registration Implement systems to ensure RTO compliance for all new training programs, including participating in internal auditing processes to ensure ongoing compliance Develop and implement feedback systems and processes to ensure we obtain feedback from Reconnect participants, partner agencies, staff, trainers, and employers to improve the quality of the Reconnect program and any pre-accredited or accredited training delivered to learners as part of Reconnect Maintain monitoring systems to ensure that we are delivering current, relevant high quality training at all times Maintain copies of all learning resources, courseware, handouts, and any PowerPoint presentations used to deliver accredited or pre-accredited training Manage trainers to ensure they are using BSL Training and Assessment strategies, A- Frames and approved course resources to deliver accredited and pre-accredited training 6. Multi-Skilling The incumbent may be directed to carry out such duties as are within the level of the position and scope of the incumbent s competence and training as directed by the manager. 6 ORGANISATIONAL RELATIONSHIPS Internal Stakeholders External Stakeholders KEY SELECTION CRITERIA The position is an integral part of the Reconnect teams operating in Frankston, Hume and Whittlesea, and the RTO team responsible for the day to day operations of the Training Services Department. State Government departments relating to training. Local community agencies, Learn Local providers, Reconnect delivery partners, employers, and other relevant training and youth engagement networks. Demonstrated capability in developing and managing quality and compliance policies and systems to meet Skills First contract requirements, AQTF standards and VRQA registration requirements Experience in undertaking training and assessment within an RTO or similar environment Certificate IV in Training and Assessment Excellent interpersonal and communication skills with the ability to build effective relationships and liaise across all levels both internally, externally and with people from diverse backgrounds Demonstrated knowledge and competency in Microsoft Office Programs including Word, Excel and Outlook Demonstrated high level of competence in using VETtrack or other software to support compliance Ability to identify and resolve problems and make appropriate recommendations Well-developed organisational and time management skills with the ability to plan workload, prioritise and meet deadlines Understanding of and empathy with the values and ideals of the Brotherhood. MANDATORY EMPLOYMENT CRITERIA Specific work requirements include attendance at a variety of different work locations Proof of eligibility to work in Australia is required A satisfactory Police Check is required.
