Indeed, strategic choice, population ecology, and agency theory make competing predictions about discretion s effect on performance. In part, this reflects our lack of a framework for understanding discretion and its antecedents. My work addresses these issues. First, using secondary, multi-level survey responses from R&D units, I have integrated strategy and psychology literatures to explain the antecedents of managerial discretion. Second, with the same data, I analyze when and how discretion influences performance. Finally, I supplement these findings with an interview study examining the qualities and tactics of managerial discretion. These studies clarify conflicting theoretical accounts, deepen our understanding of discretion, and contribute to a multilevel theory of discretion in organizations.
