The Park Ridge Municipal Code establishes a Director of Community Preservation and Development (CP&D). Currently the City has a Community Preservation and Development Manager. 2. Pursuant to the Zoning Ordinance, the Director of CP&D is the Zoning Administrator. The City does not presently have a Director of CP&D. In 2010 the City laid off a number of positions including the CP&D Director. As part of the layoffs, CP&D was restructured to be a division under the Administrative Services Department headed by the Deputy City Manager. The Deputy City Manager took over the duties of the Director of CP&D, as well as those of the Director of Economic Development, and a manager position was created within CP&D. Neither the Zoning Ordinance nor the Municipal Code has been modified to reflect the organizational changes of Ten of the Articles in the Code refer to the Director of CP&D. Key among those is Article 3. Chapter 13 of that Article is attached which sets forth the establishment of the CP&D Department and its Director's responsibilities. Key responsibilities of the Director of CP&D identified in different sections of the Code include: Responsible for the effective management and control of the community preservation and development activities of the City; Appoint and remove Department personnel; Establish operational practices within the Department; Initiate disciplinary action in the Department; Appoint Building Coordinator, Zoning Coordinator, Environmental Heath Officers with the advice and consent of the City Manager; Administer Subdivision regulations; Authority to approve Administrative Subdivisions and variations or exceptions with respect to parkway trees, sidewalks, and existing substandard streets and rights-of-way in Administrative Subdivisions; Act as the Zoning Administrator; and Approve new business licenses. 2 Agenda Cover Memorandum The CP&D Manager is performing the duties of the Director to ensure the business of CP&D has not been impacted. Discussion by the Council is necessary regarding re-establishing the Director of Community Preservation and Development position. As the current CP&D Manager is performing the duties of Director under the current job description, a change in job title is recommended. This was discussed at the August 27, 2012 COW meeting. Ald. Knight asked that the salary ranges for the Manager and Director of CP&D be presented to the Council at the next appropriate meeting. They are as follows: Title CP&D Manager CP&D Director Grade Minimum 72,174 96,722 Midpoint 86, ,065 Maximum 101, ,410 The Acting City Manager is not recommending a salary change at this time until the City completes a comprehensive compensation analysis. This was approved, 5-2, at the September 24 COW meeting. Recommendation: Change the job title of Jim Testin, Community Preservation and Development Manager, to Director of Community Preservation and Development. 3 Park Ridge Municipal Code ARTICLE3 OFFICERS AND ADMINISTRATORS CHAPTER13 DEPARTMENT OF COMMUNITY PRESERVATION AND DEVELOPMENT SECTION Establishment of Department Offices Created Director of Community Preservation and Development Building and Zoning Administrator Environmental Health Officer Community Development Administration Growth Management Code Enforcement ESTABLISHMENT OF DEPARTMENT There is hereby established an administrative department of the City which will be known as the Department of Community Preservation and Development OFFICE CREATED There are hereby created the offices of Director of Community Preservation and Development, Builcfulg Coordinator, Zoning Coordinator, and Environmental Health Coordinator. There are also created such positions as assistant directors, inspectors, planners, officers, technicians, ad.m.inistrative assistants and others as are provided in the annual budget approved by the City Council DIRECTOR OF COMMUNITY PRESERVATION AND DEVELOPMENT Upon vacancy of said office, the Director of Community Preservation and Development shall be appointed by the City Manager, with the advice and consent of the City Council, as set forth in
4 Park Ridge Municipal Code Section of this Code. Such appointment shall be based on demonstrated ability, knowledge and experience in the management of govenunent affairs related to City planning and community development. The Director shall be responsible to the City Manager for the effective management and control of the community preservation and development activities of the City. Supp 19 (tiecember, 1999XOrd , 2/ ) The Director of Community Preservation and Development shall have the following powers and responsibilities: A. To appoint and remove nonexempt personnel according to Civil Service Rules and Regulations; B. To appoint and remove persomel; C. To establish operational practices of the Department and to enforce rules and regulations; D. To delegate such responsibilities as may be deemed necessary; E. To investigate complaints made regarding the performance of the Department or activities of the persomel therein and to initiate remedial or disciplinary action. F. To pez:rorm the duties required by law and the ordinances an~ resolutions of the City Council; G. To perform all related administrative executive functions BUILDING COORDINATOR; ZONING ADMINISTRATOR; ENVIRONMENTAL HEALTH COORDINATOR The Building Coordinator, Zoning Coordinator and Environmental Health Coordinator shall be appointed by the Director with the advice and consent of the City Manager. The Building Coordinator shall have the duties and responsibilities prescribed for the "Building Official" in Article 15, Article 16, Article 18, and in any other applicable provision of this Code. The Zoning Coordinator shall have the duties and responsibilities prescribed for the "Zoning Administrator'' in the Zoning Ordinance of the City, in Article 19 of this Code, and in any other applicable provision of this Code. The Environmental Health Coordinator shall have the duties and responsibilities prescribed for the "Environmental Health Officef' in Article 5, Article 22, and in any other applicable provision of this Code ENVIRONMENTAL HEALTH OFFICER. Upon vacancy of said office, the Environmental Health Officer shall be appointed by the Director with the advice and consent of the City Manager. The Environmental Health Officer shall have the duties and responsibilities prescribed for the "Environmental Health Officer" in the Health Code, Article 5 of this Municipal Code.
5 Park Ridge Municipal Code COMMUNITY DEVELOPMENT ADMINISTRATION The Deparbnent of Community Preservation and Development shall provide general direction, coordination, supervision and control so as to preserve the existing character of Park Ridge as a high quality residential community. Supp 19 (December,!999) GROWTH MANAGEMENT The Department of Community Preservation and Development shall establish a planning process for fonnulating and evaluating community goals and objectives, and for determining the implications of public decisions and private development CODE ENFORCEMENT The Department of Community Preservation and Development shall have the following regulatory enforcement responsibilities: A. Enforce the Building Code of the City; B. Enforce the Zoning Ordinance of the City; C. Enforce Health, Sanitation, Nuisance Control and Property Maintenance Ordinances and Regulations.

Conducts regular staff meetings to review progress, accomplishments, budgets, strategies, and plans for the department. Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
