At present, JSLPS is implementing various programmes in more than 140 blocks spread over all districts of Jharkhand. JSLPS is the nodal implementing agency for national programmes - DAY-NRLM. It is also implementing JICA funded micro drip irrigation project in Jharkhand. The new National Rural Livelihoods Mission will reach down to the household level to support the formation of institutions of the poor and the aggregation of those institutions beyond the community level. The institutions and their aggregate federations will form an institutional platform from the self help group to the district with the scope and scale to leverage resources from the public and private sector and to interact favorably with markets. These platforms create an ecosystem for innovation where the poor work together and with external agents to identify problems and design solutions. They create the collective space for the poor who have been reduced to living hand to mouth to save, build assets, adopt new livelihoods, and see new opportunities for themselves and their families. The platforms also provide the organization of consumers and producers that help the private sector see the poor for what they are one of the largest, most vibrant untapped markets for commerce. JSLPS, under the aegis of Rural Development Department, Government of Jharkhand is an autonomous society registered under the Societies Registration Act, It is mandated to promote livelihoods amongst disadvantaged communities across the state to reduce the rural poverty. Over the years, the Society has brought in innovative strategies and interventions for the promotion of livelihoods of rural poor in Jharkhand. JSLPS is the nodal agency for implementation of Deen Dayal Antyoday Yojana National Rural Livelihood Mission (DAY-NRLM) in the state. S/he will also oversee the entire procurement process including coordination with experts for technical evaluation, conducting financial evaluation, negotiation with preferred bidders etc. S/he will assist SPM Procurement in prioritizing, assigning, supervising and reviewing procurement work within organization. S/he will work with the District and Block team on procurement related matter and provide training to the staff on Procurement issues. Post : 1 (UR-1) Qualification The person should be a Chartered Accountant or B.Tech. Or having 2 years full time regular Post Graduate Degree in Commerce or Economics. Experience: 6 years of relevant work experience in Government/development project. Should have sound concept of World Bank procurement policy. 4 JSLPS-JDs for various FTE Positions (Ref. advertisement 2 nd phase) 4 Programme : DAY NRLM, State Level FTE Positions Program Executive Support (COO & CEO) Completes a broad variety of administrative tasks for the COO & CEO including: managing An extremely active calendar of appointments; composing and preparing correspondence that is sometimes confidential; arranging complex and detailed travel plans, itineraries, and agendas; and compiling documents for travelrelated meetings. Communicates on behalf of the COO and CEO, with project staff, govt. officials, stakeholders, vendors, donors, and others, on matters related to COO/CEO's programmatic Initiatives. Prioritizes, and follows up of issues and concerns addressed to the COO/CEO. Provides a bridge for smooth communication between the project units and various line departments; demonstrating leadership to maintain credibility, trust and support with senior Management staff. Works closely and effectively with the CEO/COO to keep him/her well informed of upcoming commitments and responsibilities, following up appropriately. Successfully completes critical aspects of deliverables with a hands-on approach, including drafting acknowledgement letters, personal correspondence, and other tasks that facilitate the COO/CEO's ability to effectively lead the Organization. Participates as an adjunct member of the Executive Team including assisting in scheduling meetings and attending all meetings and preparing minutes of the meeting Assists in coordinating the agenda of senior management team meetings and off-sites, and all staff meetings Post : 1 (UR-1) Qualification : The person should have 2 years full time regular Post Graduate degree in any discipline. Experience : S/he should have minimum 4 years of relevant post qualification work experience of working with large scale programme/ rural development programme/ livelihoods programme with proven grassroots and managerial exposure of programme. 5 JSLPS-JDs for various FTE Positions (Ref. advertisement 2 nd phase) 5 Programme : DAY NRLM, State Level FTE Positions Program Executive - IT & MIS (MKSP) The person will support thematic lead/deputy lead (SPM/PM) in executing assigned responsibilities. s/he will be responsible for tracking & maintaining training data in MIS system database, supporting for data compilation report generation under MKSP domain, conducting need assessment based on the survey and data analysis, collecting relevant data/information, compiling report or generation the same for analysis of training quality etc. S/he will be responsible for preparation of monthly, quarterly and annual report for senior management. S/he will be also responsible for overseeing effective organisations of various events being conducted by the concerned domain, coordinate for field visits and help in conducting reviews and monitoring. Being based in the headquarters, s/he will be responsible for coordination with other units of JSLPS. Post : 1 (ST-1) Qualification The person should be holding full time regular master degree or diploma in Computer Application or B. Tech/B.E in computer science, from a recognized University/institute. Experience: S/he should have 2 years of postqualification work experience in handling MIS/Software development preferably from development sector. Programme : DAY NRLM, StoreKeeper State Level FTE Position Post : 1 (UR-1) Qualification Based at state level, he/she would responsible for handling stores, keeping records, managing supplies of office equipment s/materials and dealing with purchase of office materials, maintaining systematic record for all official equipment s/materials, updating store records of all districts and block units as required at SPMU level, managing IEC/ communication materials and facilitate smooth supply to field units and assisting thematic team in organizing related events/visits/meetings by supplying required materials in time. 6 JSLPS-JDs for various FTE Positions (Ref. advertisement 2 nd phase) 6 District Manager -Financial Inclusion Post : 12 (UR-7, SC- 3, BC I- 2) The person will be the head of the programme at District Unit of JSLPS. S/he will be responsible for successful implementation of all programmes being implemented by JSLPS at district level. S/he has to manage a multidisciplinary team at district level and supporting all block units working in the district. The person will be responsible for planning; budgeting: execution and monitoring of all activities and guide the team and block units to deliver quality results on time. S/he will have to manage partnerships at district level and ensure effective relationship with district administration, bankers, other line departments, research/academic institutions. The person will be responsible for rolling out of all organizational policies and systems across the district. S/he has to execute all other responsibilities as assigned by CEO/COO or SPM JSLPS. Duty Location: District Headquarters Reporting : Chief Operating Officer, JSLPS Qualification : The person should have two years full time regular PG Degree or Diploma in Rural Development/Rural Management /Social Work /Agriculture and allied (10+2+4) from a recognized University/Institute. Experience: S/he should have minimum 4 years of relevant post qualification work experience of working with Financial Inclusion programme in large scale poverty reduction/ rural development /livelihoods programme /project run by Government /reputed NGOs/CSR initiatives. Overseeing all planned activities related to financial management and ensures its timely execution across the district. 2. Mentoring and guidance to Block Unit functional in the district in effective Financial Management. 3. Ensuring timely conduct of thematic training and other relevant capacity building intervention for other staffs at district level and all those working in with block unit. 4. Ensuring smooth functioning of all financial and administrative systems at District Unit and in concerning Block units. 5. Managing and monitoring of flow of Project funds. Financial reporting to the State unit and coordinating with auditors. 6. Maintaining all financial due diligence and complying with statutory requirements. 7. On time payment of office related expenses and supervising regular updating of books of records. Person should have 2 years full-time regular post graduation degree or diploma in Commerce /Business Administration or Management with finance specialization /CA (inter) /ICWAI (Inter) from a recognized University /Institute or CA (inter) /ICWAI (inter). Experience : S/he should have minimum 4 years of post-qualification relevant work experience in financial management work including budgeting, developing financial system in Government /semi government/banking institutions /reputed financial firms /livelihoods or poverty reduction project/reputed non-government organizations. Overseeing all planned activities related to M&E and MIS and ensure its quality execution across the district. 2. Mentoring and guidance to Block Unit functional in the district in effective usage of MIS services following M&E protocols. 3. Ensuring timely conduct of thematic training and other relevant capacity building intervention for other staffs at district level and all those working in with block unit. 4. Prepare all monitoring reports. 5. Regular updating of MIS etc. 6. Documentation of learning and dissemination of feedback at block/ field level. 7. Maintaining database and update of relevant programme information in MIS on regular basis. The person should be holding 2 years full time regular master degree or 2 years full time Diploma in Computer Application or B.Tech /B.E in computer science, from a recognized University/institute. Experience: S/he should have 2 years of postqualification work experience in handling MIS and M&E activities preferably in development sector. Candidates having required educational degree or diploma through correspondence stream may also apply. District Accounts Officer Post: 8( UR-3, ST 3, SC 1, BC I 1) The person should be working under the guidance of District Finance Manager and District Programme Manager and responsible for the followings. 1. Ensuring smooth functioning of all accounting & Audit systems at District Unit and concerning Block units. 2. Managing and monitoring of accounting system. 3. Periodic financial reporting to the State unit and coordinating with internal auditors. 4. Providing guidance and training to Block and district level accountants in proper book keeping & accounting. 5. Following due diligence of financial management system and building a transparent accounting systems at district and block level. 6. Ensuring regular keeping of accounts and books of records. 7. Assisting DM-Finance and DPM in complying with statutory requirement, timely payment and required financial reporting. The person should have 2 years full-time Post graduation degree or diploma in Commerce or above. Person having CA (inter)/icwai (Inter) qualification may also apply. Experience: S/he should have minimum 2 years of post-qualification relevant experience in managing accounts, audit system, budgeting and book keeping in Government/semi government agency/banking institutions/reputed financial firms/reputed non-government organisations. District Accountant Post : 4 (ST -1, SC- 3) The person should be working under the guidance of District Finance Manager and District Programme Manager and responsible for the followings. 1. Looking after all accounts related work, 2. Checking of bills/vouchers, 3. Smooth disbursal payments against bills/vouchers, 4. Vet. Department to implant Coordination at all level for smooth functioning of the producer groups h) Prepare effective training modules for different stake holder just like Community Livestock Manger, Aajeeviak Pashu Sakhi. i) Coordination with DMMU, BMMU & SMMU for effective plan & implementation. Essential: Graduate Degree in vetenary science or equivalent, with at least 4 years of post-qualification work experience in the relevant areas (small ruminant/livestock intervention support). 12 JSLPS-JDs for various FTE Positions (Ref. advertisement 2 nd phase) 12 District Coordinator SD (Consultant) Post : 3 The District Coordinators will be recruited on contractual basis to provide the required management and implementation support for all the activities related to Social Development interventions in the district who will work under the direct administrative supervision of the District Program Manager. For all sorts of technical reasons s/he would seek guidance from the PM/SPM-SD for the SD functioning and therefore achievement of district level targets. Specific tasks of the District Coordinators will, inter alia, include the following: a) To develop annual action plan, monthly action plan in coordination and consultation with the other officials of DMMU as well as BMMU b) Monitoring and Coordination with the agency hired for mass awareness on Social Development c) To provide support to preparation of the Social Development planned program that has to be functioned properly within the stipulated timeframe. d) To support and supervise timely implementation of all planned activities and to cover all blocks selected at the district. e) To make regular on hand holding support to CBOs and BMMU officials as well as communities on SD issues f) To periodically assess capacity building needs of district and block level to staffs and functionaries and organize and facilitate relevant trainings in coordination with the SMMU g) To ensure timely allocation of budgets to the blocks and maintain database of funds received and allocated to the blocks under the Social Development. h) To maintain all financial records and documents under the project and provide necessary assistance to the Audit as and when required and periodically submits at SMMU. i) To prepare and submit the financial as monthly reports in the prescribed format to the SMMU every month j) To coordinate with the related line departments at the district level for facilitating convergent / multi-sect oral activities under the project; k) To facilitate engagement with the civil society organizations for their planning and support for project implementation Essential: Post Graduate Degree/Post Graduate Diploma in Rural Management/Social Work/Education /Public Health/ Nutrition/Human Rights/Development Studies or other relevant subjects.
