1 The invites you to consider the position of Assistant Library Director. NOLS is a junior taxing district organized under the laws of Washington State and serving all of Clallam County, Washington. It includes the Main Library and Administrative headquarters in Port Angeles, branches in Clallam Bay, Forks and Sequim, an Outreach program, an active Volunteer Program, and a variety of web-based services. NOLS staff consists of 51 FTE, the annual circulation for 2015 was 890,117 items, and the 2016 budget is approximately $4 million. Each of the four NOLS libraries enjoys the support of a Friends of the Library group. The North Olympic Library Foundation provides additional support for systemwide and beyond-library-walls projects. About the Position. The Assistant Library Director provides support to the Library Director in administering the library system and serves as the Library Director in the Director s absence. The AD has primary oversight responsibility for various assigned library departments, services, projects, initiatives, and committees, and participates in strategic planning and project implementation. This leadership position exercises considerable independent judgment and works under minimal supervision. Primary leadership responsibilities presently assigned to NOLS Assistant Director include oversight and strategic development of the Volunteer, Outreach, and Staff Training programs. Job duties include but are not limited to: Provides leadership and administrative oversight of assigned library departments and directs and coordinates designated systemwide projects, services, initiatives, and committees; Manages or oversees designated administrative operations, and provides back up to Library Director in overseeing all administrative operations; Serves as acting Library Director in the Director s absence; Participates in labor relations and contract negotiations; 1

2 Assists Director in development and administration of the Library s annual operating and capital budgets, and generates expense projections; Assists Director in financial planning and administration of the Library s fiscal processes, procedures, and policies; Researches and analyzes current legislation, legal decisions, and auditor direction, and recommends procedures and policies consistent with federal, state and local laws; Actively promotes the Library in the community and furthers the Library s commitment to community engagement and partnerships activities; Prepares and oversees implementation of work plans for assigned departments and committees; Prepares and oversees expenditure of budgets for assigned departments and committees; Hires, manages and supervises staff, and directs their schedules and work activities, provides staff orientation and training; counsels employees and addresses performance issues as needed, develops and conducts performance evaluations, works with staff to develop and accomplish annual work plans, conducts disciplinary action when required; Provides leadership to, and actively participates in, the Library s management team; Develops and leads strategic plans to meet changing and future library needs, and provides leadership in identifying, exploring, planning, implementing and evaluating new services and programs; Collects and analyzes statistics and other data, makes recommendations and prepares reports as required; Stays abreast of trends and best practices in public administration, librarianship, and library technology, and participates in continuing education as appropriate; and Performs related duties as required. Minimum Qualifications: Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. Typical education and experience would be: Masters of Library/Information Science degree (Washington State Librarian s Certificate required if MLS) OR Master s in Public Administration or equivalent; At least 5 years of management or administrative experience in a public library or comparable public sector agency; At least 3 years of increasingly responsible supervisory experience; At least 2 years work experience in a public library setting. The ideal candidate will have the following combination of experience, knowledge and skills: Strong interest in applying administrative skills in a public library setting; Thorough knowledge of public library services, systems, procedures, technologies and practices; 2

3 Extensive knowledge of modern principles, methods and practices of public administration; Knowledge of effective managerial practices and methods; Knowledge of governmental budgeting and financial principles and practices; Experience with strategic planning, financial management, personnel management; and management of organizational change; Demonstrated ability to lead; Demonstrated ability to establish and maintain effective working relationships; Strong written and verbal communication skills; Strong research, analysis, problem solving, and evaluation skills; Thorough knowledge of workplace computer applications and equipment; strong facility with MS Office programs required; Outstanding customer service attitude. Also of particular interest in this recruitment are candidates who have knowledge, skills, and experience related to the following administrative assignments and responsibilities: Risk management; Policy development and administration; Public records management; Capital project management. Salary, benefits, and schedule. The salary range for this position is $61,476 74,724 per year (Range M8). Appointment may be made at any step, dependent on experience and qualifications. This is a full time (37.5hpw) management position. The schedule for this position includes evenings and weekends. This management position is exempt from FLSA and from union membership. The primary work location is the Administrative Offices located in the Port Angeles Main Library. Work location may be reassigned at any time according to the needs of the Library. Working conditions: Duties are generally performed indoors. Evening and weekend hours are occasionally required. Work is performed extensively at a computer work station with periods of prolonged sitting or standing. Work requires frequent interaction with co-workers and with the public. Environment includes normal range of noise, dust and other distractions, working around standard office equipment and specialized library equipment. Facilities are smoke-free; smoking is prohibited in all Library facilities and vehicles. Performance of the essential duties of this position require sufficient physical ability to work in an office setting and operate office and library equipment, including the following: CONTINUOUS sitting; upward and downward flexion of neck; fine finger dexterity and light to moderate finger pressure to manipulate keyboard, equipment controls and other office equipment; pinch grasp to manipulate writing utensils. FREQUENT side-to-side turning of neck; walking, standing, bending and stooping, pushing/pulling, twisting at waist; moderate wrist torque to twist equipment knobs and dials; lifting objects weighing up to 20 lbs. from below waist to above shoulders and transporting distances up to 50 yards. OCCASIONAL squatting, kneeling; reaching above and at shoulder height, lifting objects weighing lbs. from below waist to above shoulders and transporting distances up to 50 feet. Ability to push, pull, load, unload, and maneuver heavy book carts. Ability to work a varied schedule (including evenings and Saturdays); Ability to travel between library locations using personal car, library vehicle, or public transportation. About Clallam County. Clallam County has a population of about 60,000 people. It is located on the Olympic Peninsula of Washington. It consists of 2,670 square miles and stretches across the northern tier of the Peninsula from Cape Flattery, the westernmost point on the continental United States to Discovery Bay. It is bounded on the north by the Strait of Juan de Fuca and on the south by the Olympic Mountains. The county includes miles of unspoiled coastline, spectacular mountains and much of Olympic National Park, vast forests including temperate rain forests, and acres of farmland, including Sequim s famous lavender fields. Recreational opportunities abound, including hiking, camping, bicycling, birding, kayaking, golf and cross country skiing. Native American tribes include the Jamestown S Klallam Tribe, the Lower 4

5 Elwha Tribe, the Quileute Tribe and the Makah Tribe. The Seattle metropolitan area is approximately three hours away. The charming city of Victoria, British Columbia is a short ferry ride from Port Angeles. About Port Angeles. Port Angeles is situated between the Olympic Mountains and the Strait of Juan de Fuca. The county seat for Clallam County, it has a population of about 18,000 people and is the largest city on the Olympic Peninsula. Port Angeles is home to Peninsula College, which offers two- and four-year degree opportunities as well as non-credit adult learning classes. The city enjoys a vibrant artists community and live music scene. The average annual precipitation total is approximately 25 inches, compared to Seattle's 38 inches. Temperatures are heavily modified by the maritime location, with winter lows rarely below 30 degrees, and summer highs rarely above 80 degrees. Port Angeles receives about 4 inches of snow each year, but it rarely stays on the ground for long. Application Procedure.
