1 Region of Waterloo Job Description Title: Corporate Performance Improvement Specialist Job Code: Department/Division: Human Resources & Citizen Service/Commissioner s Office Union: Management/Management Support Reports to: Manager, Corporate Performance Revised: January 10, 2018 General Purpose: Provides expertise, advice, and support to management and staff in performance measurement frameworks, project management, and continuous improvement activities. Leads/facilitates program/process reviews to identify issues and support the development and implementation of business improvements. Develops and promotes the awareness of and capacity for continuous improvement throughout the organization. Duties/Responsibilities: Leads corporate continuous quality improvement projects using Lean Six Sigma methodologies and practices. Analyzes and evaluates corporate wide business processes using input from management, staff, documentation/data, and research. Provides findings and makes recommendations to Manager for corporate-wide initiatives, in alignment with the Region s strategic direction. Acts as a consultant to Regional management regarding project planning, performance measures, and research and evaluation frameworks. Works with same to identify and scope improvement projects to optimize project return on investment and alignment to strategic and operational priorities. Promotes, facilitates, and supports the application of evidence-informed decision-making. Develops and facilitates training and development programs for staff, to support the use of research and evaluation frameworks, including the application of key indicators and visual boards to support program performance measurement and continuous quality improvement. Coaches and supports Green Belts and other Lean Six Sigma corporate practitioners in the use and implementation of Lean Six Sigma tools. Evaluates projects and recommends accreditation to Manager. Researches and analyzes best practices, processes, and technologies to identify potential issues and support project goals. Recommends solutions and improvements to clients. Provides expertise, coaching, and guidance to management and staff on the implementation of performance measures and continuous improvement activities (using Lean Six Sigma) as part of the organization s Management System (including alignment of performance measures, daily management practices, and continuous improvement activities). Participates and facilitates the Region s participation in Municipal Benchmarking Network (MBN) Canada. Liaises with internal contributors to support the Region s information reporting requirements. Develops reports and presentations for management and staff.

2 - 2 - Tracks and reports on continuous improvement activities and data for Manager. Has regular contact with Regional staff and management to identify and implement process improvements. Contacts vendors and consultants for product/service information. Exchanges information with other municipalities. Contacts MBN Canada for data requirements. Provides input into Section budget to Manager. Has a purchasing card for training resources/materials. Performs related duties as required. Knowledge, Skills & Abilities: Knowledge of continuous improvement and performance measurement frameworks, methodologies, principles, practices, and standards, normally acquired through a Bachelors degree in a related field (e.g., business, economics, commerce); plus progressively responsible related experience. Must be certified as a Lean Six Sigma Black Belt with skill in developing and delivering training programs (e.g., Yellow Belt, Green Belt, Waste Walk, 5S, Money Belt). Knowledge and ability to comply with corporate policies, procedures, related legislation, collective agreements, and industry standards. Ability to understand corporate-wide business operations, including legislative/statutory requirements, and evaluate client needs to improve strategic/operational planning, business processes, organizational design, and performance measurement. Ability to provide advice, guidance, and consultation to the corporation on performance measurement practices and frameworks to improve business practices and outcomes that is quantifiable and in alignment with strategic and operational objectives. Project management, organization, and problem solving skills to plan, conduct, coordinate and lead projects; adapt to changes; and synthesize large amounts of data. Human relations, communication, facilitation, and presentation skills to conduct presentations/training and communicate concepts/ideas clearly and concisely to all levels of staff; coach and develop Green Belts and other Lean Six Sigma practitioners; collaborate and facilitate project meetings and support daily process management practices (asking questions/probing for information related to work/business processes, identifying and supporting issue resolution); and participate as an effective team member. Ability to read and interpret technical reports, data sets, processes, and procedures. Ability to write correspondence, memos, reports, project plans, and training presentation materials/resources using clear, concise language. Computer skills with ability to use software such as Microsoft Office. Ability to learn new systems (e.g., financial, human resource information, inventory management). Ability to travel within and occasionally outside Waterloo Region.

3 - 3 - Ability to support and demonstrate the Region s values. Sensory/Mental/Physical Effort: Uses a computer approximately 60% of the time. Conducts training, coaching, and presentations, and attends meetings 40% of the time. Range of movement is occasionally required for moving audiovisual equipment and supplies weighing up to 20 lbs. Working Conditions: Works in a standard office. Travels regularly to attend meetings and conferences. Work is subject to deadlines and shifting priorities. Some contacts can be difficult/challenging in process reviews and adopting changes.
