1 Edmonton Catholic Schools is now accepting applications for the position of Health and Safety Specialist (New Position) Edmonton Catholic Schools is a large urban school district whose mission is to provide a Catholic education that inspires students to learn and that prepares them to live fully and to serve God in one another. The District is comprised of over 42,000 students and 5,000 employees in 96 schools and other sites. Edmonton Catholic Schools requires an Health and Safety Specialist to participate in the delivery of the Health and Safety Program (OHS) throughout the District. The incumbent helps to drive safety performance and to ensure compliance with Alberta OHS legislation and the District s program. The focus of the work is to continuously enhance the safety culture throughout the District with the incumbent researching, developing, and making recommendations about the health and safety program. A strong presence in schools and sites is extremely important; as such, the incumbent conducts worksite inspections to ensure compliance. Where site conditions are not within regulatory standards, the incumbent works with the OHS advisors, managers and administration to mitigate risks and to facilitate a safe and healthy work environment. Where necessary, the incumbent issues compliance orders. Where there is imminent danger to workers, the incumbent may be required to stop work processes at the worksite and ensure controls are instituted. This is a permanent, full-time, 12 months/year, Out of Scope, Level 5 position with a salary range of $67, $84, to commence as soon as possible. Qualifications: Degree or diploma in Health and Safety, plus five years directly related experience; Designation with the Board of Canada Registered Safety Professionals (BCRSP) is preferred; Knowledge of OHS Act, Regulation and Code, Operational Procedures, WCB Regulations, Standards and Legislation; Knowledge of safety hazards, engineering controls, chemical and biological hazards and their controls, noise exposure and controls, dust exposure in a wide variety of industries and controls measures; Strong written and oral communication skills and the ability to communicate highly technical information to a varied group of stakeholders; Excellent organizational and time management skills and the ability to work within tight timelines; Travel throughout the city of Edmonton is required; Must be a Canadian Citizen or Permanent Resident. The job participates in the delivery of the Health and Safety Program (OHS) throughout district. The incumbent helps to drive safety performance and to ensure compliance with Alberta OHS legislation and the district s program. The focus of the work is to continuously enhance the safety culture throughout the district with the incumbent researching, developing, and making recommendations about the health and safety program. A strong presence in schools and sites is extremely important; as such, the incumbent conducts worksite inspections to ensure compliance. Where site conditions are not within regulatory standards, the incumbent works with the OHS Advisors, managers and administration to mitigate risks and to facilitate a safe and healthy work environment. Where necessary, the incumbent issues compliance orders. The incumbent also recommends corrective actions required to enable the district to achieve a safe workplace that protects employees from recognized hazards thereby demonstrating due diligence. OHS program administration Work with the OHS Advisors to ensure site compliance with OHS regulations Maintain records and electronic program files Assist in the development of program procedures and documents Determine if adequate health and safety procedures are present and document uncontrolled hazards. Implement and provide ideas for improvement to ensure compliance with regulations Conduct orientation meetings with new workers, subcontractors and employees Develop training programs for the district as required 2. Certificate of Recognition (COR) Assist with developing a process to ensure the district maintains its compliance with legislation and bylaw requirements Work with schools and department staff to ensure compliance with COR and Provide advice and guidance to address concerns Reinforce the district s responsibility to ensure staff are aware and involved in attaining and maintaining an effective health and safety management system Advise and interpret health and safety legislation Create, update and maintain documentation as required by legislation 3. Perform a walkthrough of a worksite to determine whether health and safety hazards have been identified and controlled Complete documentation following an internal audit 4. WCB Incident reporting and injury tracking Compile statistics, reports, and analytical data for tracking and trending purposes Communicate with sites on trends, lagging and leading indicators Creates, maintains and communicates accurate statistical data reports and analysis on injury trends 5. Training and development Coordinate, organize and deliver training for district staff Develop and provide technical assistance with safe work procedures and codes of practice Identify deficiencies in current training or OHS management system. Conduct a gap analysis and make recommendations on training needs Design, develop and deliver instructional and training materials related to a range of OHS topics and issues Plan and deliver seminars on the OHS Act, Regulations and Code Participate in the development of Workplace Health and Safety Regional Implementation Plans Provide health and safety information through various methods Conduct ergonomic assessments as required and collaborate with the EHS Advisor 6. Joint Health and Safety Committee Participate in safety committee meetings. Prepare and coordinate documentation for the meeting including canvassing schools/worksites for discussion items and topics Record and distribute meeting notes Encourage employees to identify OHS concerns Facilitate the problem-solving process and recommend solutions to address concerns 7. Professional development Maintain knowledge in area of expertise through professional development activities Conduct literature and internet searches to remain current Maintain professional designation PROBLEM SOLVING: Describe difficult or challenging situations the position is typically expected to solve; the degree of originality of the solutions; assistance available; and any problems or decisions that must be referred to a supervisor for resolution or approval The incumbent is required to demonstrate problem solving skills and anticipate potential employee relations concerns. The incumbent uses considerable judgment in selecting the techniques and course of action to be taken when determining the advice and direction to be given to district staff. The incumbent can enter and inspect worksites to ensure compliance with the OHS Act, Regulations and Code. The inspection may include sampling of products, conducting tests, photographing and examining documents. The incumbent can interview and take statements from persons at the worksite. When there is reason to believe a site is dangerous, order an immediate work stoppage, or require corrective action. ORGANIZATIONAL DATA: Identify any measurable areas upon which the job has either direct or indirect impact. Measures that may be included are: number of staff supervised, annual operating budget, number and size of projects, clients served or any other significant values. Include examples that indicate the size of the job. Attach a complete Organization Chart that includes supervisor, peers, direct reports and staff. The incumbent assists with inspecting and investigating district worksites for purposes of determining if employers, contractors, owners and suppliers are maintaining worksites and equipment/products in a healthy and safe manner. 4 As a specialist, the incumbent has to exercise balanced judgment in stating whether site conditions observed at the time of inspection were healthy and safe for workers, and the particular reasons for that assessment. This job requires strategic analysis, program communication, and flexibility. The work is performed within the framework of department policies, procedures, operational and implementation plans and relevant legislation. The incumbent has to work with clients in a courteous and friendly manner, providing guidance on health and safety matters. There is potential for significant impact on WCB premiums.
