1 Region of Waterloo Job Description Title: Transit Scheduler Job Code: Department/Division: Transportation & Environmental Services/Transit Services Union: anagement/anagement Support Reports to: Supervisor, Transit Scheduling Revised: September, 2010 General Purpose: Designs and implements vehicle schedules for peak buses and bus operator work schedules for an integrated urban transit network. Creates public schedule-related information for transit services. Duties/Responsibilities: Collaborates in the annual service planning and implementation process. Evaluates and implements minor service level, route, and schedule adjustments. Ensures schedule integrity, operational feasibility, and customer convenience for schedule changes. Provides costing of proposed service changes. Develops cost-effective and efficient public transit vehicle schedules based on route design, service standards, route connections, and customer needs. Adjusts schedules, vehicles, and staff allocation based on fluctuating ridership. Creates daily and weekly operator work schedules to support transit service operations. Determines additional service hours associated with new/changed services. Schedules days off and vacation relief operators to ensure service/vehicle coverage. Evaluates, monitors, and implements vehicle and operator scheduling techniques to improve productivity and effectiveness. Develops and maintains customer schedule information for automated customer information systems. Creates and maintains public timetables, scheduling systems, and other schedule and service information. Updates divisional staff, including marketing and communications. Participates on union-management committees regarding transit services scheduling and bus operator work assignment issues. Responds to all bus operator inquiries regarding scheduling and shifts. Provides input to contract negotiations regarding the operational feasibility and costs of proposals. Creates reports for management, bus operators, and other staff communicating service and schedule information. Responds to feedback from customers and other community stakeholders, and initiates service and schedule improvements where feasible to improve service, including student travel.

2 -2- Liaises with local school boards and transportation representatives regarding the planning and implementation of student transportation and to address safety concerns. Assists Senior Transit Scheduler in the preparation and monitoring of the bus operator wage budget (approximately $12). Forecasts budgetary impacts related to service changes and staffing (e.g., absenteeism, pay premiums). Prepares and administers the Passenger Information budget (approximately $50,000). Prepares statistics/reports for Finance and other departments, as required. Collaborates and exchanges information with Councillors and representatives from area municipalities when designing and implementing new services. Contacts consultants, suppliers, transit agencies, local businesses, industries, and institutions for input/information for service plan development and decision making. Performs other related duties, as required. Knowledge, Skills, & Abilities: Knowledge of concepts and issues relating to transit planning and operations normally acquired through a university or college degree in a related field (e.g., Geography, Planning, Environmental Studies), plus transit-specific training and skill development in scheduling, runcutting, and rostering normally acquired through related scheduling experience, plus training programs offered by the Canadian Urban Transit Association (CUTA). Knowledge of and ability to comply with policies, procedure, collective agreements, and related legislation (e.g., Employment Standards Act, Highway Traffic Act). Knowledge of Division and standard industry practices related to the creation of transit operator work assignments in a unionized environment. Research, math, organizational, problem-solving, and analytical skills to collect, analyze, and interpret information regarding the operational feasibility and costs of changes to transit schedules, routes, and operator work rules and conditions; balance variables/considerations to develop scheduling solutions; and perform calculations, accounting, and budgeting. Human relations and communication skills to respond to inquiries, requests, and complaints from staff and the public (using diplomacy and tact); conduct staff workshops, public meetings, and information sessions; facilitate scheduling committees and other consultative meetings; and participate as an effective team member. Ability to read and interpret reports, studies, statistical data, industry publications, and software documentation. Ability to write reports, directives, and information notices. Computer skills with the ability to use scheduling and transit operating systems; icrosoft Office, InDesign, and Adobe Acrobat.

3 -3- Ability to travel within and outside Waterloo Region. Ability to support and demonstrate the Region s values. Sensory/ental/Physical Effort: Uses a computer and attends meetings approximately 80% of the time. Occasionally lifts and carries materials weighing up to 22lbs. Working Conditions: Works in a standard office. Travels to assess and monitor routes, school specials, and transit infrastructure; visit transit facilities and attend public meetings; and perform on-site inspections and on-board route surveys. Work is subject to deadlines, interruptions, and critical service needs. Some contacts are upset and emotional.
