The District of Summerland has an excellent opportunity for a highly skilled Engineering Technician or Engineering Technician II. Under the direction of the Manager of Works, this position will provide technical support and infrastructure capacity analysis, reviews design submissions, develops conceptual designs of engineering services, prepares technical reports, performs inspections of technical engineering projects, and assists in establishing policies, procedures, and strategies related to operational functions of the Works and Utilities Department. The successful candidate will have strong organizational and interpersonal skills, communicate effectively both verbally and in writing, will have considerable experience with AutoCAD, GIS and related software, and will have thorough knowledge of civil engineering principles, terminology, practices and techniques. Required training and experience include: Senior Secondary School education supplemented by a Diploma in Civil Engineering Technology from a recongnized Institue of Technology Minimum two years related municipal engineering experience for an Engineering Technician or minimum seven years for Engineering Technician II Eligibility for membership as an Applied Science Technologist with ASTTBC Valid BC Driver s Licence Class 5 This is a regular full-time Canadian Union of Public Employees (CUPE) position with a bi-weekly salary range of $2, $2, (depending on experience) and a competitive benefits package. 2 THE CORPORATION OF THE DISTRICT OF SUMMERLAND JOB DESCRIPTION Engineering Technician NATURE AND SCOPE OF WORK Pay Grade: 13 Inside The engineering technician performs inspection of technical engineering projects, design administrative work of a complex nature under the limited supervision of the Works Superintendent. Work involves design and inspection of construction of roads, curbs, gutters, sidewalks, parking lots, sanitary and storm sewers, water lines, and small structures: identifying deficiencies, discussing changes and approving or rejecting work; assisting in the preparation of cost estimates and assisting with the preparation of contracts and detailed specifications; the answering of telephone and in-person inquiries from the public and other District departments, providing information and assistance; the preparation of miscellaneous drawings and sketches related to design work and performing survey work as required. DUTIES: 1. Inspect and monitor construction of all municipal service construction such as storm sewers, sanitary sewers, water mains, curb and gutter, sidewalks and roads to ensure design requirements and specifications are being adhered to and implemented. 2. Carry out field survey, transfer surveyed field data to engineering drawings, records and maps, prepare detailed design plan/profile drawings of proposed infrastructures services, preparation off contract documents and specifications, preparing, calling and checking of tenders, analyzing and tabulating bids; receiving and releasing of bonding documents; construction inspection, contract administration supervising consultants and contractors; authorizing progress payments. 3. Prepare preliminary annual capital works budgets including estimation of construction costs, operational costs; prepare cost estimates for long term capital plan for submission to and approval by council; maintain construction cost records and unit prices. 4. Review engineered construction drawings and assist in reviewing subdivision and development applications to ensure compliance with applicable bylaws. 5. Prepare conceptual drawings for special projects for illustrative purposes. 6. Monitor stream flows and take water sample collections throughout the watershed. 7. Liaise with internal and external contacts such as staff, professional engineers,

3 consultants, contractors, attend related meetings and draft correspondence. REQUIRED SKILLS AND KNOWLEDGE 1. Necessary knowledge of engineering design, surveying, mathematics, specifications, drafting principles, practices, procedures and techniques relating to land development, surveying, planning, processing, construction and municipal engineering work. 2. Necessary knowledge of municipal bylaws, regulations, engineering standards, policies and procedures relative to all aspects of land servicing. Necessary knowledge of design methods, practices and materials used in Public Works, subdivisions and land development. 3. The ability to communicate effectively, verbally and in writing to exercise considerable courtesy, tact and diplomacy in dealing with other municipal employees, external agencies and the public and to provide technical information on engineering requirements, bylaws, procedures and related matters. 4. Necessary knowledge of municipal budgetary practices and procedures and ability to prepare cost estimates and a variety of preliminary budgets. 5. Necessary knowledge of project management practices including preparation of contract documents and related material and the ability to plan, develop and administer engineering projects. 6. Necessary knowledge of computer software applications including but not limited to AutoCAD, Microsoft Office Suite, GIS, etc. 7. Ability to be accurate and efficient. 8. Senior Secondary School education supplemented by completion of two year program in civil engineering technology and a minimum of five years related municipal engineering experience. 9. Eligibility for membership as an Applied Science Technologist with ASTTBC. 10. Valid BC Driver's License Class 5.
