2 The City of Denton The City of Denton is a unique community, blending its historic past with a dynamic and high growth environment, coupled with a diversity to give it economic viability and strength. Founded in 1857, Denton has grown from a small frontier town to a burgeoning urbanized area with an estimated population of 131,000. Denton is the county seat of and a major city in Denton County. The City s historic downtown is the heart of Denton; the square and surrounding streets are vibrant and busy both day and night as a gathering place for commerce, civic events, and entertainment. Located at the northern tip of a high growth area known as The Golden Triangle (formed by the Cities of Denton, Fort Worth, and Dallas), the City is a dynamic community whose rapid growth has affected its infrastructure as well as its culture. Denton is approximately 95 square miles in territory and strategically positioned approximately 37 miles northwest of Dallas and 35 miles northeast of Fort Worth. Located on the Interstate 35 corridor at the intersection of I-35E and I-35W, Denton is approximately 25 miles from DFW International Airport and 20 miles north of Alliance Airport. Since the nineteenth century, Denton has been a major higher education center. The City is home to two state universities - the University of North Texas and Texas Woman s University, with a combined enrollment in excess of 50,000 students. The City is also served by the North Central Texas College, the oldest two-year public college in Texas. Higher education is supported by the award-winning Denton Independent School District serving more than 27,000 students in a 180 square-mile district. While the amenities of the major metropolitan settings in Dallas and Fort Worth are only minutes away, a variety of performing arts, cultural, and entertainment opportunities are also found within the community. The City and its surrounding area offer theater, symphony orchestras, museums, intercollegiate athletics, and other cultural and recreational amenities. Denton also has 30 parks and over 300 acres of open space, plus eight recreational facilities. Golf courses and nearby lakes offer superior outdoor recreation.
3 City of Denton Government The City of Denton operates under the Council-Manager form of government. The Mayor and six-member Council are elected for two-year terms; four members are elected by District and the two remaining seats plus the Mayor are elected atlarge. The City Manager is appointed by the Council and serves as the Chief Executive Officer for the City, ensuring that the policies of the Council are implemented and that the entire community is being served. The City Manager prepares the budget for Council s consideration; recruits, hires, and supervises the local government staff; and serves as the Council s chief advisor. The City has a Fiscal Year (FY) overall operating and capital budget of $1.19 billion and has funding for 1,637.5 FTEs. Operating as a full-service municipality, Denton operates several major enterprise operations, including Airport, Electric, Water, Wastewater, Solid Waste, and Drainage, in addition to standard municipal governmental services. The City of Denton prides itself on citizen involvement, innovation, and efficient use of municipal resources. Municipal services and operations are guided by the City s strategic plan, which was created to ensure that the community realizes its vision and mission. In September of 2016, the City Council approved the City s FY Strategic Plan. 4 DENTON MUNICIPAL ELECTRIC DEPARTMENT Denton Municipal Electric (DME) is Denton s hometown electric provider and has been serving the greater Denton area since It is the 6th largest municipally owned utility in Texas with a 353-megawatt peak load. DME received the American Public Power Association s (APPA) Reliable Public Power Provider Award, which places it in the top 9% of municipally owned utilities in the U.S. for service reliability. DME s Average Service Availability Index (ASAI) has been 99.99% since DME has competitive, stable rates for business and industrial customers, with an option of long-term purchase power agreements to provide a predictable operating cost structure for qualifying companies. DME also provides an economic growth rider incentive to qualified new and expanding businesses in Denton. DME is a renewable energy leader, with 40% of its energy portfolio in renewable power. The City of Denton provides more wind power, per capita, than any U.S. city, and all DME customers receive 40% renewable energy at no additional cost. In 2016, the City Council approved the Renewable Denton Plan, an industry leading initiative to increase renewable power from 40% to 70% by DME has 197 positions authorized in the FY budget and is comprised of the following Divisions: Electric Administration; Power Supply Administration, which includes Electric Wholesale Power, Energy Management, and Energy Services; Administrative Services. which includes Safety & Training; and General Operations Administration, which includes Electric Operations & Maintenance, Electric Systems Operations, Electric Distribution, Electric Substations, Engineering, Electric Metering, and Electric Communications. The budgeted revenues for FY 2016/17 are $176.9 million and expenditures are $173.4 million. Further information about DME can be found at raa.careers/dme CANDIDATE PROFILE The City is seeking a strong, competent, and highly ethical professional with proven management, analytical, and problemsolving skills to be the General Manager of Electric Utilities. The ideal candidate will be managerially and technically wellgrounded and experienced in all aspects of the electric operations. In addition, the City prefers candidates with the following characteristics: Established leader experienced in directing large scale, diverse electric operations and staff who values transparency, flexible thinking, and the need to partner with the City Council, Public Utilities Board, and community; Experience with the coordination of major capital projects;
5 Flexible with the ability to multi-task in a dynamic and fastpaced environment; High-energy, self-starter with a strong work ethic; Ability to build and motivate a team to achieve results; Creative thinker to analyze and resolve problems or issues; Strong interpersonal skills with the ability to interact effectively with staff, elected officials, the public, and development community; Ability to grasp local culture and understand the needs of competing interests in order to negotiate acceptable solutions; Ability to conduct public meetings and confidently make presentations, including demonstrating awareness of and sensitivity to the audience and making adjustments to personal style accordingly; Skill to speak effectively in a variety of circumstances; possess the ability to maintain poise under stressful or challenging situations; Ability to write effectively in a variety of circumstances using appropriate tone and appearance for the situation and to present written recommendations in a cohesive manner; and High ethical standards, integrity, and honesty. Key responsibilities of this position include: Develop and recommend short and long-range strategic and operating plans and programs for electric utilities; initiate and/or direct studies as required to support planning efforts. Organize the demands and workflow of the Electric Utility Department; make major changes in structure, methods, procedures, and workflow to reflect changes in mission, operational demands and relationships among subordinate units, external competitors, and legislative requirements. Act on recommendations from subordinates; prepare and submit, with required documentation, the Capital Improvement Plan and the Annual Budget request for the electric utility. Coordinate all operations of the electric utilities; establish broad priorities and work sequences; allocate equipment, material, and manpower. Develop and/or approve subordinates recommendations regarding organizational expenditures, procedures, and guidelines; ensure full distribution, understanding, and integration of adopted procedures and guidelines within the electric utility. Approve work standards governing the quality and quantity of work produced in the electric utility operating units. Review accomplishments of subordinate units, primarily in terms of program goals. Monitor and recommend changes in the power cost and supply. Negotiate major contracts. Regularly assess the organizational make-up of the Department to ensure maximum efficiencies and management practices are evolving and effective. Determine training needs for subordinate divisions; approve training assignments. Perform a full range of supervisory duties over division managers including recruitment, selection, training, counseling, evaluating, discipline, and termination. Approve performance standards; ensure that subordinate division managers motivate subordinates to highest level of performance; conduct subordinate managers annual performance appraisals; reviews subordinate managers appraisals of employees. Review recommendations from subordinate managers; take action to promote, demote, transfer, or reclassify subordinate personnel; ensure that established personnel policies are carried out by subordinate managers; make salary recommendations. MAJOR ISSUES AND PRIORITIES Denton Energy Center A new 225 MW, 12-engine energy center is currently under construction. The General Manager (GM) will need to be skilled in project management to oversee the completion of the new energy center on time and within budget. The GM will also need to help establish an explanation and rationale for Council consideration regarding the use of the energy center and generator usage. Renewable Energy The GM will need to have the ability to develop a comprehensive strategy for City Council consideration on a future renewable energy portfolio, which increases the City s renewable profile in accordance with City Council goals. Energy Management Organization The Energy Management Organization (EMO) needs to be assessed on a regular basis to ensure performance savings and target ROI are achieved.
6 In addition, the GM must be a visible and accessible presence with the internal workforce in spite of the external demands of the job. It is also essential that the GM and DME management team ensure an ongoing flow of communications with the employee workforce that will facilitate positive morale, employee safety, and a productive work environment to remain at the forefront of DME s work agenda. MINIMUM QUALIFICATIONS Education: A Bachelor s degree in engineering, business administration, or related field. Experience: Seven years of professional experience in the electric or other utility industry or in top city management, which should include three years of supervisory experience. Capital Improvement Program The GM will be responsible for recommending, managing, and implementing an aggressive capital improvement program to enhance distribution system and power supply reliability. The ability to work openly with the community and provide the City Manager and City Council with well-balanced and reasoned options is of major importance. Organizational Integration Because DME operates as an Enterprise Fund and its activities are overseen by a Charter appointed Public Utilities Board, there has been a tendency for the electric utility to function in a highly independent mode. It is essential that emphasis be placed on integrating the DME Management Team and workforce with the entire City of Denton organization. While DME is a unique, technical operating arm of the City, specific direction and final decisionmaking authority rests with the City Manager s Office and the Mayor and City Council. The new GM will be called upon to strengthen communications and information sharing with the rest of the Executive Management Team and most specifically with the Deputy/Assistant City Managers, City Manager, and City Attorney s office. The GM must be qualified and regarded as the technical expert on electric utility matters but must conduct business in the context of overall City goals and strategic plans. This will require patience on the part of the GM while he/she educates, informs, and keeps non-technical personnel closely advised on critical issues affecting DME and the City of Denton. The GM must adopt a philosophy and approach to business that offers alternatives and clear explanations to the City Council and City Manager on the commitment of resources before implementing final conclusions/decisions. Leadership The GM will need to be a strong leader and mentor, ensuring that the right skills are in place or under development for existing and future staff. Ongoing training, enhanced educational opportunities, strong safety practices, and continued update of required certification programs must continue to be a high priority for the organization and the GM. Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job is considered qualifying. COMPENSATION The salary for the General Manager of Electric Utilities will be approximately $200,000 annually, depending upon qualifications, plus a $6,000 annual car allowance. A superior benefits package is also offered, including Texas Municipal Retirement System at the 7% employee contribution level with a 2-to-1 match by the City upon retirement. Other benefits include medical, dental, vision, life, and disability insurance as well as vacation, sick leave, holiday pay, and other highly competitive benefits.
