The Beverly Hills Library is located in the Civic Center Complex and is a focal point of the community. More than 50,000 individuals have library cards and public support for literary endeavors, charity events, and the arts are strongly supported by residents. Spanning only 5.7 square miles, this exclusive community is bordered by the cities of Los Angeles and West Hollywood. Nighttime population is approximately 35,350 yet swells to an estimated daytime population of over 200,000. Incorporated in 1914, Beverly Hills was known first as a residential enclave for Hollywood celebrities. Beverly Hills is renowned for its distinct environment, in part due to its master plan created in 1906 by one of the nation s most respected urban planners and landscape architects, Wilbur Cook. The sophisticated design of the City and its impressive neighborhoods, handsome shopping districts, and tree-lined streets remain a model of successful urban planning. Today, the City continues to contribute regionally with important retail, entertainment, financial, and professional centers serving the growing greater Los Angeles and Southern California markets. The City has a rich history with the entertainment industry. Beverly Hills is home to agents, producers, and film libraries, as well as talent agencies, entertainment, technology firms, and advertising companies. The Academy of Motion Picture Arts & Sciences is headquartered in Beverly Hills and the west coast branch of the Paley Center for Media (formerly the Museum of Television & Radio) is also located in the City. The exclusive Rodeo Drive and its trendy shops and restaurants continue to draw customers and invite frequent celebrity sightings. Even in today's competitive marketplace and with the recent downturn in the economy, Beverly Hills continues to serve as an economic catalyst. The City also benefits from high-end car sales, luxury hotels, financial services, and medical businesses. Additionally, the community is well served by the renowned Cedars-Sinai Medical Center, located in the adjacent City of Los Angeles. The City Organization As a General Law City, Beverly Hills is governed by five City Councilmembers elected for overlapping four-year terms. Every odd-numbered year either two or three members are elected at-large to serve four-year terms. Each March the Council chooses one of its members as Mayor and one as Vice Mayor, with both positions rotating each year. The Mayor is the presiding officer at meetings and the Council s ceremonial representative at public events. The community also elects a City Treasurer, who serves a four-year term. The City Council appoints the City Manager, City Attorney, and City Clerk. The annual general fund budget for Fiscal Year 2016/2017 is approximately $208.3 million. The City also operates several enterprise operations including Water, Wastewater, Storm Drain, Parking, and Refuse/Recycling Utility Funds. Current bond rating from all three rating agencies for the City of Beverly Hills is a coveted AAA. The AAA bond rating reflects Beverly Hills strong, diverse, and mature economic base, a tax structure that captures much of the city s economic activity, solid financial reserves, thorough financial management, and an affordable debt burden that amortizes swiftly. The City s reserves remain high with strong policies in place to continue to maintain sufficient and prudent ratios. As a local government agency, the City of Beverly Hills has a long-standing reputation for providing superior customer service to residents, businesses, and visitors. This characteristic, combined with outstanding staff in all departments, has been a hallmark of success for this high performance organization. The municipal government (approximately 1,080 full-time and part-time employees) provides the highest quality safety services, recreational, municipal services, and physical environment.

3 Pictures provided by the Beverly Hills Conference and Visitor's Bureau The Administrative Services Department / Finance Division The Administrative Services Department provides a variety of services to other City departments and to the public that includes finance/accounting, budget and revenue, human resources, and risk management. Finance is a Division within the Administrative Services Department and includes general accounting, payroll, accounts payable and receivable, and purchasing. To view the organization structure, refer to the chart included on the insert of this brochure. The Position The Assistant Director of Administrative Services/Finance (Assistant Director) reports directly to the Director of Administrative Services/CFO (CFO) and has frequent interaction with the other Department staff as needed. The Assistant Director oversees a staff of approximately 12 in the Finance Division responsible for delivering the full range of division services. A major role for the Assistant Director is to ensure that the City's financial processes run effectively and funds are collected, kept, and used in accordance to established governmental financial standards and approved City standards, policy and objectives. In addition, key responsibilities of the position will require the Assistant Director to: Develop and recommend short- and long-term strategic fiscal plans to meet the City's financial goals and objectives; promote and maintain effective financial management practices. Develop and direct the implementation of goals, objectives, policies, procedures, and work standards for the Division; review recommendations and actions of staff and resolve Division issues and concerns. Provide administrative leadership and direct the accounts payable and receivable functions ensuring the timely payment of goods and services as well as the efficient billing process. Oversee the overall function of the City's accounting system and ensure compliance with generally accepted accounting principles, fiscal procedures, and other appropriate standards. Oversee and review major financial transactions and monitor the appropriate expenditure of funds. Direct the development and implementation of accounting processes for capital improvement projects (CIP) and manage the cost account process for each department working on CIP projects. Provide guidance and direction to staff in the management of the purchasing function; direct the development and implementation of purchasing procedures and policies and ensure compliance with federal and state agency purchasing guidelines. Analyze cash flows to ensure City is able to meet all budgetary and financial obligations. Review and evaluate programs, systems, and forms and develop strategies to facilitate and improve the flow of work and the delivery of service. Make presentations to the City Council, boards and commissions, professional organizations, and community groups. In addition, this position serves as a resource and provides technical advice to City departments and other officials on finance-related policies, strategies, projects, and programs. The Ideal Candidate Candidates for this position must be exceptional leaders, capable of planning and directing the full range of finance and accounting related services within a very unique, sophisticated, and fast-paced culture. He or she must be capable of managing highly complex issues in the context of an overall management team as well as be action and solution oriented with the ability to provide alternatives and options to the CFO and other City leadership. As one of the key administrators of the City s finances, the top candidate will work closely with the CFO to formulate and implement City-wide fiscal policies. Exceptional oral/public speaking and written communication skills are essential as the Assistant Director will often be called upon to make public presentations before committees, council, and management staff. A penchant for clarity and conciseness is needed to ensure that concepts are easily understood. This position requires a person with a high energy level, capable of operating with significant independence and initiative, yet open to direction from the CFO. A hands-on approach and willingness to lead by example are also required. Knowledge of current trends, issues, and legislative matters that affect and influence services related to a municipal environment is also important in this position including the ability to monitor and implement GASB pronouncements and assess the current, pending, and future fiscal impacts on the organization.

4 In summary, the Assistant Director of Administrative Services/Finance will have a strong commitment to and track record of working cooperatively with other managers as well as department directors on a City-wide basis. At the same time, the Assistant Director will inspire staff through entrepreneurial efforts bringing vision and creativity to this organization widely known for best-practices in local government. Qualifying Education and Experience Education A Bachelor s degree in finance, accounting, economics, public or business administration, or a closely related field. A Master s degree in finance, accounting, economics, public or business administration, or a closely related field, is desirable. Experience Five years of experience in fiscal management, municipal accounting, or closely related experience including at least two years of experience at a management or policy-making level with supervisory responsibility for management and professional staff. Certifications Certification as a Certified Public Accountant (CPA) and/ or Certified Public Finance Officer (CPFO) is desirable. The Compensation The annual salary range for the Assistant Director of Administrative Services/Finance is $158,616 to $214,596. The City offers an excellent benefit package including: CalPERS Retirement: 2.5%@55 for Classic Members and 2%@62 for New Members as defined by PEPRA. Employees are responsible for paying the employee portion of the CalPERS retirement contribution. The City does not participate in Social Security except for the mandated Medicare portion. Medical, dental, and vision insurance for employees and dependents is offered through the City s Cafeteria Plan with a City contribution of $2,100/month with the option to receive taxable cash up to $600/ month. Management Incentive Pay in the amount of $400/month. City contribution of $1,375/month to a tax-deferred Retiree Health Savings (RHS) account. $300,000 term life insurance policy. Generous vacation, sick leave, and administrative leave package. Modest City contribution to a deferred compensation program; additional employee contribution option. Pay for performance per the terms of the Executive Compensation Plan. Flexible spending tax deferred program for medical and dependent care.
