1 San Joaquin County Probation Department is seeking an Assistant Chief Probation Officer MISSION STATEMENT The San Joaquin County Probation Department, as an integral part of the Justice System, provides safe custodial care for juveniles and upholds public safety by providing prevention, investigation, and supervision services for offenders. We are committed to excellence, professionalism, and integrity as we serve our community. One of Probation's primary goals is to provide evidence based interventions to our clients to assist them in adopting prosocial behaviors, resulting in reduced recidivism, thereby increasing public safety and reducing victimization. 2 SAN JOAQUIN COUNTY A land of beauty, recreation and natural riches-from the waters of the Delta to the vines of the wine, San Joaquin County has it all. San Joaquin County boasts seven cities and some of the finest opportunities in the state for boating, fishing, camping, history-gathering, or just plain fun in the sun. Each city, as well as the unincorporated county areas, offers a unique opportunity to enjoy natural California beauty and nature, or music, arts and culture. ARTS, CULTURE AND RECREATION The arts and culture provide a much-needed respite from everyday worries and the Haggin Museum, San Joaquin County Historical Museum, and Stockton Children's Museum are popular spots. The Stockton Symphony, San Joaquin County Ballet, and Stockton Civic Theater provide important experiences for children and adults. The multi-cultural community offers a diversity of views and opinions in its arts and culture, providing a wealth of knowledge about past and present on canvas and stage. Over 75 languages are spoken within the region and there is richness in the blending of cultures and ways that creates an air of celebration about individual customs, foods and cultures. South from Ripon with the Almond Blossom Festival to the north and Lodi with the Grape Festival and Harvest Faire, opportunities for family gatherings and fun recreation abound. San Joaquin County government provides nine community parks for boating, camping, and picnicking, swimming and organized sports. Annual family events include the Asparagus Festival, attended by thousands of fun-seekers from the county and beyond, held at Weber Point located in downtown Stockton. Individual cities and communities provide a host of other opportunities, from Lodi Lake Park and Nature Area to the Woodbridge Ecological Reserve. The countyowned and operated Micke Grove Park offers a zoo, rides and an historical museum to delight both children and adults. The San Joaquin Delta is one of the area's best kept secrets and offers some of the best boating in the state with more than 1,000 miles of waterways stretching from the Stockton Harbor to north of Sacramento and offering access to the San Francisco Bay. AGRICULTURE The county is one of the most agriculturally rich regions in California and is the number one producer, statewide, of asparagus. Twenty-four thousand acres of county farmland are dedicated to production of this crop. In recent years, the leading crop in the county has been wine grapes, and wineries and vineyards have sprung up from Stockton to Lodi. The region is fast becoming known as one of California's leading premium wine districts. Because of its agricultural heritage, the county offers vast areas of open space and easy access to a world of adventure with nature. EDUCATION From preschool to higher education, the county has it covered with an abundant array of opportunities to learn and grow. The University of the Pacific, California State University, Stanislaus - Stockton Center, Humphreys College and School of Law, National University and the San Joaquin Delta Community College offer a wide variety of choices for educational opportunities. The county s 17 school districts provide families with a wide choice for children's educational development. Homes and apartments are plentiful and the median home price in Stockton is still affordable when compared to other nearby areas. Affordable, comfortable housing is available in most sections of the county and new homes abound in both the south and north area, with historic homes found mostly in central Stockton and downtown Lodi. 3 A s s i s t a n t C h i e f P r o b a t i o n O f f i c e r PROBATION DEPARTMENT TYPICAL DUTIES The Probation Department is comprised of over 300 full-time allocated positions with a budget of over $43 million. The department has four functional divisions: Juvenile Probation, Adult Probation, AB109- Administrative Services, and Juvenile Detention. The Juvenile Justice Center is a 180 bed facility with a 45-bed Camp program. Since , the Probation Department has implemented evidence-based practices through all of its divisions in order to prioritize services and provide targeted interventions to clients in an effort to reduce recidivism. The agency works in collaboration with various providers to assist in implementing evidencebased practices. For more information about the department, please visit: THE POSITION The Assistant Chief is responsible for carrying out the following duties: Confers with the Chief Probation Officer regarding department and countywide policies, plans and procedures; recommends course of action in assigned areas of responsibility. Participates in meetings with judges and administrators of other public and private agencies. Participates in the development, management and interpretation of department policies, practices and procedures. Participates in development, management and review of Department budget. Directs and participates in a variety of studies or projects, including studies resulting in recommendation regarding departmental policies, organization, services, new positions, capital improvements, longrange planning, operations, community outreach, and Board referrals and reports. Makes presentations to policy makers and other public and private agencies Prepares a variety of detailed and comprehensive reports and correspondence. Trains, evaluates and exercises administrative control over subordinate staff. Manages major Probation Department projects or activities as assigned. The Assistant Chief reports to the Chief Probation Officer and is responsible for directing and coordinating departmental activities, and staff, and functions as a direct extension of the Chief Probation Officer. An ideal candidate for the position believes in the principles of effective intervention and will be able to implement these principles throughout the agency. In addition, the Assistant Chief must be able to manage and oversee a variety of projects, be solution-oriented, and innovative. The Assistant Chief should be inclusive, maintain professionalism exemplify integrity, and be dedicated to the mission of the agency.

4 A s s i s t a n t C h i e f P r o b a t i o n O f f i c e r DESIRABLE QUALIFICATIONS Education: Graduation from an accredited college or university with a major in corrections, criminal justice, public or business administration, social or behavioral sciences, or a closely related field. And Either Experience Pattern I Experience: Four years of experience in probation, parole or corrections, three years of which must be at a level equivalent to a Division Chief (management level experience) in San Joaquin County. Or Experience Pattern II Experience: Four years of management level experience in fiscal, personnel, administrative and/or analytical work in a criminal justice environment, some of which must have included responsibility for major program planning, budgeting and implementation. Substitution: A Master s Degree from an accredited college in a relevant major may be substituted for one year of experience. License: Possession of a valid California driver s license. Unused monies are included in salary. The entire cafeteria amount is considered earnings and is added to the base salary when calculating retirement benefits. A 2% employer contribution to the County s 457 Deferred Compensation Plan. Vacation cash-out up to 8 days annually (valued from $3,376 to $4,103).
