1 JOB SCRIPTION POST: RSPONSIBL TO: RCRUITMNT & PANL MANAGR OPRATIONS MANAGR Overall purpose: To provide a flexible, effective and strategically planned Foster Carer Recruitment and Panel management service in line with statutory and agency requirements. Core Tasks 1. To manage and supervise Key Assets Recruitment and Panel staff including PR and Marketing Officer, administrators and assessing social workers, where appropriate. 2. To manage recruitment and Panel budgets as deemed appropriate by the State irector and irector. 3. To provide professional advice as required relating to Child Protection Act 1999 (QL), Child Protection Regulation 2011 (QL), Statement of Commitment 2000 (QL) and Key Assets Fostering Panel and approvals Procedures. 4. nsure Recruitment and Panel staff input information on to the database as per Key Assets state and national requirements. 5. To liaise with the epartment of Communities (Placement Service Units) regarding the assessment and approval of foster carers. 6. To ensure compliance with child protection procedures. 7. nsure that the protection of children and the promotion of their welfare is given absolute priority in all activities and that critical incidents/allegations are recorded, investigated and acted upon appropriately and in keeping with Key Assets and relevant local authority child protection procedures. Recruitment 1. Through consultation with Area Team Managers, Placements Manager, Assistant State irectors, State irector and other key personnel, organise plan and manage a recruitment strategy that meets individual needs of the area teams in order to meet placement targets set by the regional business plan. 2. Liaise with the Core Assets Group Marketing Manager to ensure Key Assets meets the corporate requirements at local, national and International level. 3. Undertake responsibility for ensuring promotional events, recruitment campaigns open days etc. are serviced. nsuring efficient and effective use of promotional equipment. September 2015 Page 1

2 4. Co-ordinate the xpressions of Interest system to ensure efficient service delivery to potential carers. 5. Liaise with area teams to track initial enquiries to allocation to assessors. 6. To organise pre-approval training for Foster Carers, keeping a record of who has attended. 7. Oversee assessment and Foster Carer Review and Renewal of approvals process ensuring agency conforms to statutory and procedural requirements. 8. To evaluate the output of the recruitment strategy on a monthly basis and to ensure statistical data collated to inform key personnel and business planning. This should include:- a) Specific recruitment b) Initial enquiry stats c) Advertising and Promotional events d) Carer and customer surveys (as appropriate) Panel & Approval of foster carers 1. To liaise with other Managers and staff to implement:- a) Information vents b) Training needs analysis for Carers at appointment and review. c) Review/Training for assessors d) Training for Panel members 2. In consultation with Manager for Social Work Services interview assessors, monitor, review and set targets for completion of assessments ensuring effective co-working with the area team. 3. nsure that the Fostering Panel meets company requirements through rigorous process and review of Panel membership. 4. In conjunction with the Administrative service, ensure Panel is serviced with set dates diarised annually with clear targets set for carer registration and approvals (all types) indicated. 5. valuate process, output and outcomes regularly and produce statistical information to evidence targets obtained. 6. Maintain quality control of all assessment and reviews. 7. Liaise with the epartment of Communities regarding the approval of foster carers once they have been registered with Key Assets Fostering. 8. Attend epartment of Communities fostering approvals panels with the Assessing Social Worker. September 2015 Page 2

3 9. Undertake other duties as may be requested of the post holder that is commensurate with their level of responsibility and skills. Additional uties 1. The post holder will be expected to participate in the out of hours support to foster carers 2. The post holder will be expected to undertake training and development deemed necessary for the pursuance of this post. 3. The post holder will be expected to ensure that Health and Safety is observed in the course of employment. 4. The post holder will be expected to ensure to comply with qual Opportunities Policy and Procedure in all employment practices. 5. The post holder will be expected to comply with the no smoking policy in place. It is the nature of work of Key Assets that tasks and responsibilities are, in many circumstances, unpredictable and varied. All staff are, therefore, expected to work in a flexible way when the occasion arises where tasks are not specifically covered in the Job escription have to be undertaken.
