1 UNIVRSITY OF LINCOLN JOB DSCRIPTION JOB TITL DPARTMNT LOCATION Assistant Cost Manager states and Campus Services Brayford Campus JOB NUMBR F5155 GRAD 6 DAT February 2017 RPORTS TO Senior Cost Manager CONTXT The University of Lincoln state extends to over 125,000m2 across a multi-campus site, including city centre buildings of iconic distinction, park land and student accommodation. The states Department includes the following areas: states - Capital Projects, Space Planning and Strategy, Maintenance, Property Management, nvironmental and Sustainability and states Compliance The University has a substantial Capital Plan which entails the completion of a number of multimillion pound Projects with a Programme of Works and Pipeline of Works for Capital and Revenue Projects as such a position has become vacant for an Assistant Cost Manager to support the Senior Cost Manager and Capital Projects team and play a key role in the successful delivery of projects. JOB PURPOS The Assistant Cost Manager role is located in the states Department within the Capital Projects Team and will provide Cost Management, Technical and Administrative support to the Team in order to ensure the smooth and efficient running of all Projects. Assisting the Senior Cost Manager and provide specialist advice within the states Department playing a key role in all stages of Projects which require forward planning. Assisting the Senior Cost Manager to provide an in-house cost management service on projects, and evaluate proposals and the resources required for construction related projects, associated works and services of any value. To contribute to option appraisals and risk analysis providing procurement and contractual advice. Assisting the Senior Cost Manager to prepare outline cost plans and estimates to contribute to the selection of preferred solutions and establishment of budgets. Page 1 of 6

2 KY RSPONSIBILITIS Cost Management Prepare and contribute to cost plans at various project stages. Provide a cost management service on allocated projects, including risk analysis and monitoring. Provide effective cost advice and contribute appropriately to the design process, including production of option appraisals, life cycle costing and cost benefit analysis as appropriate. Contribute to the cost recording / budget monitoring system for Projects of all types and contribute to monthly reporting. Prepare, check and agree interim valuations, variations, final accounts, determination of other contractual entitlements and agree with suppliers and colleagues as appropriate. Organise and maintain estimating, tendering, cost management and related records and information both manually and electronically. Utilising the University Finance system to monitor, manage and audit project spend. Work alongside Senior Cost Manager and contribute to the management and reporting of budgets for each Project. Procurement Advise on procurement options and contractual approach, liaising with colleagues in the Procurement team as appropriate. Assist in the establishment of a number of Framework Agreements for consultants and contractors. Conduct the tender process for framework and contract procurement in line with the OJU Regulations and public tendering requirements. Maintain records on the performance of contractors and assist in the quarterly process of contractor and consultant evaluation. Preparation of tender documentation for the procurement of consultants, contractors and other suppliers and services. Communicating and Reporting Regular liaison with User Representatives, Project Managers, Consultants, Contractors and Suppliers to gather and disseminate information as appropriate. Preparing and contributing to Progress Reports for use by Project Teams and wider circulation such as states and Technology Steering Group, Project Steering Groups and Senior Management Team. 3 Compliance with Statutory and University Regulations Contribute in identifying all Statutory obligations and ensure that they are met. nsure that Project Management Procedures and Departmental Quality Standards are met with particular focus on reports issued to external Departments. Other Responsibilities ngage in appropriate training programmes within the University. Actively follow and promote University policies. Participate in the staff performance and development review scheme. Some work may be carried out in a potentially hazardous environment, requiring the use of appropriate equipment, protective clothing and procedures.
