21 GAO on the FBPTA Program GSA met requirements; the Act as written makes compliance voluntary GSA should develop a legislative proposal to: Identify an agency to monitor and enforce implementation of the Act; Define reporting requirements for progress on implementation; Define agency responsibilities for professional development; and Create an interagency group to further government-wide collaboration on implementation of the Act. GSA submitting suggestions through FY18 budget process 21
