1 DESCRIPTION OF ASSIGNMENT Preamble: The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with coworkers, host agencies and local communities. In all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. 1. Type of Assignment: International UN University Volunteer 2. Organizational Context/Project: UNDP partners with people at all levels of society to help build nations that can withstand crisis, and drive and sustain the kind of growth that improves the quality of life for everyone. On the ground in 177 countries and territories, we offer global perspective and local insight to help empower lives and build resilient nations. Since 2009, UNDP has been consistently assisting the Government of Indonesia (GoI) through technical, advisory, and coordination supports on the area of Development Effectiveness. The UNDP Indonesia has also been supporting Indonesia s role in international fora such as the GPEDC (Global Partnership for Effective Development Cooperation), the G20, and the enhancement of knowledge sharing and technical cooperation between Indonesia and the Global South. In the area of South-South and Triangular Cooperation (SSTC), UNDP has been the key supporter for the advancement of Indonesia SSTC through the National Coordination Team for South-South and Triangular Cooperation (NCT-SSTC), as well as running the NCT-SSTC s joint secretariat ( ). The CO has also been supporting the establishment of SSTC single agency as the sole partner trusted by Ministry of Foreign Affairs (MoFA) through the provision of advisory and technical assistances as well as networking of emerging South-South Cooperation (SSC) providers through its network. GoI and UNDP reiterated the commitment to support SSTC activities as stipulated in the GoI-UNDP Partnership Framework Agreement signed in In 2017, UNDP will continue supporting the MoFA in developing Indonesia s SSC strategic plan and directions, provide advisory services, and brokering knowledge and experience exchanges. The UN University Volunteer will be interacting with the UNDP Indonesia country office team working on SSTC and GF as well as the key UNDP partners in these areas. The incumbent will support the team in coordination work with Ministry of Home Affairs, Ministry of Foreign Affair, Papua Governments, Papua Barat Governments, and the Ministry of National Development Planning (Bappenas). The UN University Volunteer will be technically supervised and guided by a Senior Adviser SSTC-GF and will be collaborating with other programme team who are working on substantive issue related with SSTC and GF. 10. Description of tasks: Under the direct supervision of Senior Adviser SSTC-GF (South-South and Triangular Cooperation-Government Financing), the UN University Volunteer will undertake the following tasks: Assisting the SSTC-GF Unit with research and studies that would enrich the concepts of SSTC and GF; Supporting the Unit in writing terms of references, reports, minutes, and other documentation as necessary; Assisting the Unit in networking with UN bodies dealing with SSC, including preparatory works for any potential collaborations; Supporting the Unit in development of proposals, seeking for resource mobilization opportunities; Assisting in knowledge management.

3 Furthermore, UN University Volunteers are required to: Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day); Be acquainted with and build on traditional and/or local forms of volunteerism in the host country; Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.; Assist with the UNV Buddy Programme for newly-arrived UN University Volunteers; Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. 11. Results/Expected Outputs: Sound research assistance provided and lesson learned are developed to enhance the concepts of SSTC and GF as required by the Unit; Quality and timely support provided in drafting terms of references, reports, minutes, and other documentation as necessary; Effective and smooth support provided for coordination meetings with UN bodies dealing with SSC; Effective administrative support provided to the Unit in development of proposals for resource mobilization; Documentation assistance for substantive materials preparation provided in support of SSTC-GF activities throughout the assignment; Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment; A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed. 12. Qualifications/Requirements (including competencies, values and skills): Currently studying towards a degree in International Relations, Development Studies or other relevant fields; Demonstrated interest and/or experience (up to 2 years) in Development Studies and Government Innovations; Motivated to contribute towards peace and development and to serve others; Good interpersonal, networking and communication skills; Willingness to contribute and work as part of a team;

4 Flexible and open to learning and new experiences; Respect for diversity and adaptability to other cultures, environments and living conditions; Fluency in spoken and written English is required; Previous experience as a volunteer and/or experience of another culture, (i.e. studies, volunteer work, internship) would be highly regarded; Computer skills (i.e. Word, Excel, PowerPoint, social media, and others). 13. Learning expectations Learning and development are a central part of the UN University Volunteer s assignment and take place before, during and after his or her assignment in the field. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer s skills and competences, improve the quality of the assignment and keep the volunteer s motivation high. Learning elements for the UN University Volunteer include the development of: Professional skills: including specific competencies and reflection on assignmentrelated abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching. Inter-personal skills: including communication and listening skills; multi-cultural awareness and cultural competency; and conflict and stress management. Volunteering-related skills: including leadership; civic responsibility; and engagement and active participation. Beyond the learning opportunities provided by UNV, the host agency will support knowledge and capacity development in the technical areas that are relevant to the UN University Volunteer s assignment. The host agency will provide, at its expense, UN University Volunteers with equal opportunity to participate in training courses and workshops offered to its personnel. 14. Living Conditions: The position will be based in the Jakarta, capital of Indonesia, where basic living needs, including accommodation, banking facilities, medical facilities and telecommunications/internet services are readily available. All staple foods can be found in the markets, e. g.: rice, meat, vegetables, fruit, cooking oil, salt, etc. Many imported goods are available in Jakarta. Jakarta has numerous good restaurants with good health standards. The most used means of transportation are taxi or local bus. Mobile phone is the most reliable tool to communicate with colleagues and friends. Internet service is readily available at most apartment complexes. ATMs are everywhere in Indonesia and Western cards can usually be used to withdraw Indonesian Rupiah. This will give you key information to better understand your environment.

5 15. Conditions of Service International UN University Volunteer The duration of your assignment is five months. A volunteer receives a Volunteer Living Allowance (VLA) per month and is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of US$952.The VLA base rate is a global rate, while the PAM is country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN University Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website ( For example, if the PAM for the current month is 34.9%, then the VLA for that month will be US$952X1.349=$1, Furthermore, UN University Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and also in the event of a permanent reassignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN University Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for the final repatriation travel (if applicable). UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate.
