1 Preamble: UN YOUTH VOLUNTEER DESCRIPTION OF ASSIGNMENT The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers. In most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Youth Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities. In all assignments, UN Youth Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Youth Volunteers even more rewarding and productive. 1. UNV Assignment Title: UN Youth Volunteer in Education and Food Security 2. Type of Assignment: International UN Youth Volunteer 3. UNV Strategic Framework: Outcome 2: Countries are able to engage people more effectively, through volunteerism, to contribute to national peace and development results 4. Project Title: Country Programme Duration: 12 months 6. Location, Country: Maputo, Mozambique 7. Expected Starting Date: February/ March Brief Project Description: WFP has assisted the Government of Mozambique to provide food assistance to primary day schools since Food support comes in the form of daily lunches. The support aims to reduce the enrolment gap between lower and upper primary education, as most children stop going to school after grade 5, as well as to assist the Ministry of Education and Human Development (MINEDH) in its overall goal to increase completion rates in primary schools. Food assistance to primary schools serves as an incentive for poor households to enroll and maintain their children in school. By reducing short-term hunger, food support through schools also improves the concentration capacity of children who have walked long distances from home to school, often without eating anything before going to school. This is expected to increase learning success and thus reduce grade repetition and drop-out rates. Since 2009, WFP s support to the Education sector aims at developing Government s capacity and efforts to design, manage and implement effectively a national home-grown school feeding programme reliant on locally available food products. Within this context, WFP has assisted MINEDH in the design and implementation of a national school feeding programme (PRONAE). Based on locally produced food commodities, the PRONAE foresees the gradual coverage of all primary schools starting from the most food insecure areas and emphasizes community participation and education on nutrition. In May 2013, PRONAE

2 was approved unanimously by the Council of Ministers, marking a significant advance in the process towards a national school feeding programme. The new Minister of Education and Human Development, who took office in early 2015 has reconfirmed his strong interest and support for the expansion of PRONAE and request for support from WFP in this matter. 9. Host Agency/Host Institute: UN World Food Programme (WFP) 10. Organizational Context: During his/her assignment, the Youth Volunteer will be interacting with the following: Ministry of Education and Human Resources (MINEDH) at both central and decentralized levels; MINEDH is the lead ministry for the implementation of the PRONAE; Brazilian Development Agency (Agencia Brazileira de Cooperacao, ABC) which is providing technical assistance to MINEDH for school feeding; UN agencies (UNICEF, UNESCO, FAO, UNFPA, WHO) WFP partners for implementing the UN Joint Education program; Education Donor Group (various countries and agencies) responsible for coordinating the financial and technical support to the Education sector. The WFP Office structure consists of the Country Office (Maputo) and 3 sub-offices. The Country Office is composed of the following units: Administration/Finance, Human Resources, Supply Chain and Programme. The Programme Unit is subdivided into thematic teams dealing with School Feeding, Social Protection, Nutrition, Market Access, Emergency/Resilience, Vulnerability Analysis and Mapping and monitoring and evaluation. The Youth Volunteer will be placed in the Programme Unit and more precisely in the School Feeding team under the direct supervision of the national Programme Officer. 11. Type of Assignment Place: Assignment without family. 12. Description of tasks: Under the direct supervision of the national Programme and in close collaboration with the Head of Programme, the UNV Youth Volunteer will undertake the following tasks: Support implementation of the School Feeding Programme and promote its synergies with the other WFP-supported activities in Mozambique, particularly those related to Market Access (P4P, PAA initiatives) and Nutrition, in line with latest WFP corporate guidelines and policy and with the national Strategic Plan for Education and the National School Feeding Programme (PRONAE); Assist MINEDH in the design of the national school feeding programme s implementation plan including goals, objectives, targeting, modalities and roles, partnerships and community participation; Provide technical assistance to MINEDH in the supervision, monitoring and evaluation of the initiatives implemented under the school feeding transition plan towards the National School Feeding Programme; Support WFP sub-offices in implementing the agreements with the provincial Directorate of the Ministry of Education (DPEC) and facilitate national ownership and coordination of school feeding programmes; Assist in all matters related to effective implementation of the school feeding programme, including the programming of resources, project monitoring, field visits to selected schools, analysis of monitoring reports/sit Reps and make recommendations to improve the programme performance; Support the M&E team in improving the existing tools or developing new ones for monitoring and evaluation of School Feeding to improve quality and timely reporting of data analysis, including through drafting of ToR for conducting rapid appraisal and/or specific in-depth studies/evaluations;

3 Contribute to promoting alignment/integration of the national school feeding programme in national plans and support Government in exploring possible stable funding mechanisms and tools for national school feeding programme; Support coordination and implementation of activities implemented under UN joint programming in the area of education; Actively participate and represent WFP in the Education Donor Group as well as in United Nations Development Assistance Framework (UNDAF) thematic groups; Provide inputs for advocacy and fundraising actions in the area of school feeding undertaken by the CO; Perform other duties in addition to the above responsibilities, commensurate with background and experience, to be identified by the WFP Head of Programme. Furthermore, the UN Youth Volunteer is encouraged to: Strengthen the knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and taking active part in UNV events. Be acquainted with and build on traditional and/or local forms of volunteerism in the country; Reflect on the type and quality of voluntary action that they are undertaking, including participation in ongoing reflection activities; Contribute articles/write-ups on volunteering experiences and submit them to the team at UNVHQs for consideration (beyond other communications responsibilities), and input to the UNV publications/websites, newsletters, press releases, etc.; Assist with the UNV Buddy Programme for newly-arrived UN Youth Volunteers; Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service. 13. Results/Expected Output: School feeding programme implemented as per planned objectives, targets and timeline; Government Institutions capacities assessed and a capacity building plan in place; Government Institutions trained as per capacity building plan; A final statement of achievements towards volunteerism for development during the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed. 14. Qualifications/Requirements: University degree in international studies, social sciences, education or related fields preferred; Action management and practical implementation orientation; Professional working experience (up to two years) in related project and programme work is required. Familiarity with Results Based Management and logical programme development principles; Numerical and analytical skills (data organization, Excel, visual analysis & presentation etc.); Writing skills (reports, guidance and training materials etc.); Fluency in use of computers (Word, Excel, PowerPoint, social media, and others); Ability to work within a multi-sectorial and multicultural team; Knowledge about social protection programming; Knowledge of social protection interventions in developing country settings; Experience living in a developing country would be an advantage; Willingness to undertake extensive field travel; Fluency (both written and oral) in English will be essential; knowledge of Portuguese language would be an advantage (alternatively, Italian or Spanish).

4 15. Learning expectations Learning and development are a central part of the UN Youth Volunteer s assignment and take place before, during and after his or her assignment in the field. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer s skills and competences, improve the quality of the assignment and keep the volunteer s motivation high. Learning elements for the UN Youth Volunteer include the development of: Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching. Inter-personal skills: including communication and listening skills; multi-cultural awareness and cultural competency; and conflict and stress management. Volunteering-related skills: including leadership; civic responsibility; and engagement and active participation. Beyond the learning opportunities provided by UNV, WFP will support knowledge and capacity development in the technical areas that are relevant to the UN Youth Volunteer s assignment. WFP will provide, at its expense, UN Youth Volunteers with equal opportunity to participate in training courses and workshops offered to its personnel. 16. Living Conditions: Maputo is the capital of Mozambique. The city is very pleasant and offers a wide range of facilities. As Mozambique s largest city, Maputo has all the amenities for a comfortable and enjoyable life. The housing market is healthy but quite expensive, with a wide selection of apartments and houses for rent. There are several private clinics that provide quality healthcare and a handful of banks and ATMs to meet financial needs. Maputo has several open food markets and several large supermarkets that sell food and household goods. Prices of basic commodities and goods are not necessarily low and quality is often questionable, but you can easily buy all that you need to live in Maputo. There are cinemas, several nice bars and many discotheques for entertainment. Maputo is only one to two hours away from Swaziland and South Africa. 17. Conditions of Service A 12-month contract; monthly living allowance (MLA) base intended to cover housing, basic needs and utilities, with a base rate of US$ 1,243, which is adjusted monthly according to the movement (upwards or downwards) of the Post Adjustment Multiplier (PAM), which is established by the International Civil Service Commission (ICSC) to ensure that international UN Volunteers have comparable purchasing power at all duty stations despite varying costs of living. The applicable MLA is calculated as follows: MLA = (MLA base rate x PAM) + MLA base rate. See ICSC website for more information on the applicable PAM rates. In addition, UN Volunteers are provided a one-time settling-in-grant (if applicable); a family allowance (if applicable); Well-Being Differential (applicable only in hardship non-family duty stations) life, health, and permanent disability insurance; return airfares (if applicable); resettlement allowance for satisfactory service. 18.
