1 TERMS OF REFERENCE Job Title Supervisor Directorate Work Location RIMBA Project Team Leader Sumatera Leader Sumatra Jambi PURPOSE OF THE JOB The goal of the RIMBA Project is to protect biodiversity and to increase carbon stocks across the RIMBA critical landscape of Sumatra by enhancing forest ecosystem connectivity through green economic development. In so doing, livelihoods will improve (through income creation, increased access to natural resources and reduced vulnerability), business will become more sustainable and the three pillars of sustainable development, society, economy and the environment will be supported by improved, community-based governance. Objectives and activities of RIMBA Project includes : (1) supporting participatory land-use planning, (2) introducing and mainstreaming green economy practices in the land use and forestry sectors (e.g. reforestation, peatland management and restoration), (3) investing in Natural Resource Management and Renewable Energy systems (e.g. Micro hydro and Palm oil mill effluent (POME)) in pilot districts and villages, (4) developing landscape-wide monitoring systems, and (5) screening and supporting community-based development proposals. RIMBA will especially complement the micro-hydro investments of GP. This is because RIMBA will (1) invest in sustainable forest management and rehabilitation of related watersheds and (2) establish Payment for Water Services schemes to provide strong motivation for community forest management by linking economically downstream users (of RE electricity and water) and upstream providers the stewards of the forests. A partnership between the GEF RIMBA project and the MCA-I GP project will have benefits in (1) increasing access to reliable and affordable electricity, (2) developing low-carbon economic alternatives for rural communities and (3) sustainably managing and restoring forests and the ecosystem upon which rural households rely on. WWF establish this position to lead all of RIMBA Project and to achieve goal of the project through achievement of 3 components ; (1) creates the institutional foundation, human capacity, agreement on alternative development scenarios for RIMBA, as well as the programmatic sustainability of a Green Prosperity (GP) applied to forest-based sectors and land resources; (2) invests in and tests different GE development scenarios in RIMBA landscape targeting forest management, social justice on economic sources, land rehabilitation and biodiversity conservation through a GE approach; and (3) establishes the evidence base for measuring project impacts, and supports the estimation of in follow up activities, e.g. GEF RIMBA project- the degree of adoption and upscaling of GE approaches by private and public sectors, as well as dissemination and uptake of best practices for national policy consideration. 2 ACCOUNTABILITIES Key Responsibilities 1. Project/Program Identification Identify needs, opportunities, chalanges and understand the scope of the project. Determine the effectiveness of projects management 2. Planning Develop program cycle management planning (PCMP) with team. Set up communication strategy including with donors and communication flow internally project. Set up the transition period and exit startegy. 3. Policy Development Understand with WWF and MCA-I project policy and conduct close monitoring of the implementation of the project. Develop policies related to efforts to resolve the issue (bottle neck) in the implementation of projects that still refer to the WWF's policy. 4. Implementation Ensure implementation of RIMBA projects, coordinate the project team members, monitor progress of project s objectives and compliance with the project plan, manage and mitigate project risks and resources, create risk awareness among stakeholders. More specifically, the incumbent will: - Ensure that project s organization structure, operational policies and other processes comply with the standards of WWF and MCAI and are able to effectively deliver the results as laid out in the full project proposal document; - Maintain positives and pro-actives communication and engagement project with central government, donors, key policy makers in region and to the public. - Ensure the projects implementation and monitor the outputs/results and impacts of project activities; - Ensure a positive and productive working environment that facilitates collaboration and information sharing and is conducive to attracting, retaining, and motivating diverse talent to get involved and contribute toward achieving the project goals; - Effectively communicate progress and challenges in projectrelated matters internally among core the team of project, with donors - Effectively communicate and coordinate project with other leaders/projects managers/program managers of WWF Indonesia in Sumatra Island and WWF ID-SMT Specifically in terms of financial management, the incumbent will: a. Ensure overall transparent and effective financial and administrative functionality of the project and its assets; b. Oversee management and implementation of all contracts according to WWF-MCA-I procurement systems and practices that deliver value for money and focus on the primary work of Page 2

3 RIMBA project; and c. With support from Finance Team, produce timely, accurate and accountable financial reports to comply with the project documents and requirements from WWF-MCA-I 5. Impact Evaluation Ensure Project Implementation Coordinator monitoring and evaluation of projects in each cluster every 3 months to see whether the project is still "on track towards outcome" which has been determined in the plan 6. Stakeholder Management Create support for complete project/program approach (objectives, planning etc), update and consult relevant stakeholders regularly, manage expectations of relevant stakeholders during execution, involve stakeholders in decision making and build and maintain a network of relevant stakeholders. 7. Team / People Management Specifically for RIMBA To effectively achieve the goals set in this project and ensure the sustainability and effectiveness of institutional framework for the management of natural resources for a Green Economy to deliver sustainable outcomes which enhance the natural capital of water, carbon and biodiversity approaches of the program and impacts, the Project Leader will strategically promote partnerships, mobilize resources, and promote synergies through: a. Build and maintain effective alliances with local communities, NGOs (at local, national and international levels), government institutions (including KPHs) and private sectors (including forest, agriculture and mining association, banks); b. Ensure engagement of the alliance mentioned above and stakeholders in the project through active communication, capacity building; and Promote operational program collaborations with parties mentioned above to achieve the common goal of the project and ensure program and impact sustainability. Ensure periodical program and project management reporting, quantitative and qualitatively, according to and consistent with the GEF Monitoring and Evaluation policy and MCA-I guidance. a. Functionally lead, coach, develop members of own team, and give (input for) appraisal b. Manages Core Team and the work plans to deliver Transformational Strategies of the Initiative, ensuring oversight and quality control of programs, policy and finances c. Manages, supports and guides the Core Team to ensure each fulfils his/her individual job description providing oversight and quality control of work plans, policy and finances Page 3

4 JOB QUALIFICATIONS 1. Formal Education At least hold Master Degree (S2) or equivalent 2. Experience 3.
