4 LIFE CHANGING ADVENTURE Scouting offers life changing adventure to over 446,000 girls and boys. This makes us the largest mixed youth movement in the UK. We help young people explore their potential, grow in confidence and become the active citizens of the future. We make a positive impact on young people, our adult volunteers and the communities in which we live. Offering over 200 different activities from abseiling and archery to drama, street sports and water zorbing, Scouting helps 6-25 year olds grow in confidence, achieve their full potential and become active members of their communities. 6 HOW WE WORK The UK headquarters of The Scout Association is based at Gilwell Park, Chingford, London, and is operationally divided into four directorates: Chief Executive Communications Unit Commercial Services Scouting Operations Support Services 6
7 THE ROLE Responsible to: National Safeguarding Operations Manager Directorate/Department: Scouting Operations/Safeguarding Direct reports: 3 Base location: Gilwell Park Salary band: E Budgetary responsibility: None TSA Competency framework level: 4 External contacts: External bodies and statutory agencies Internal contacts: Regional Commissioners, County Commissioners, District Commissioners, volunteers and Association staff The purpose of this role is to provide internal support and advice on behalf of the team of Safeguarding Officers, with support, to enable them to undertake their duties effectively and efficiently. Also to support the National Safeguarding Operations Manager in the co-ordination of tasks and activities which support the Safeguarding team delivering its work and ensuring that means of communication to managers in Scouting are effective. 7
8 KEY TASKS Manage and co-ordinate the work of the Safeguarding Support Officers and Safeguarding Communications Officer in conjunction with the needs of the team as directed by the National Safeguarding Operations Manager. Respond positively and confidently to routine queries received by the Safeguarding Officers by telephone, letter or . Ensure that the Safeguarding Officers are supported in the management of their case load including (but not exclusively) following up complainants, working with staff and agencies for supplementary information (with guidance from the Safeguarding Officers as appropriate). Liaise with appropriate staff, volunteers and statutory agencies (with guidance from the Safeguarding Officers as appropriate) to support the delivery of the Safeguarding team s work. Including responsibility for maintaining the most appropriate contacts list for statutory agencies, and ensuring they receive appropriate updates in relation to the Safeguarding Team. Take responsibility for the co-ordination of first incident calls ensuring that the Safeguarding Support Officers refer them on to the Association s Duty Safeguarding Officer as appropriate, covering when additional support is needed. Establish and ensure the maintenance of a Safeguarding casework database and records system ensuring cases are tracked for the Safeguarding Officers to ensure that they are able to manage their case load in an efficient manner. Take responsibility for the co-ordination and closing of cases and archiving of paperwork (with guidance from the Safeguarding Officers as appropriate). Including ensuring Disclosure referrals are made within the appropriate time frames as directed by the National Operations Manager. Take responsibility for the co-ordination of the appeals process (collating paperwork, arranging appeal panel meeting, support to the appeals panel members, minutes of meetings), to ensure appeals are heard within the allocated time fame and documented appropriately. Co-ordinate between the Safeguarding Team and Unity Insurance (and their appointed Solicitors) in relation to liability claims. Including maintaining the appropriate database, collation of paperwork, responding to case enquiries, research, liaising with other internal departments, and producing reports when requested. Take responsibility for the co-ordination of enquiries commissioned by the Safeguarding Development Group, and co-ordinate appropriate support both in respect of setting up the enquiry and supplying relevant paperwork and the undertaking of any required research. Provide administrative support to the Safeguarding Development Group. Undertake a range of tasks and activities relating to the work of the Safeguarding team including (but not exclusively) updating case file notes, undertaking research, collating paperwork, etc. Any other duties as reasonably requested by the National Safeguarding Operations Manager. 8
9 THE PERSON Skills and Abilities Good interpersonal skills Effective communication skills Ability to undertake assigned tasks within deadlines Able to work within a team Ability to work on own initiative Ability to manage staff Excellent prioritisation and organisation skills Knowledge and Understanding Educated to A level standard or higher Knowledge of safeguarding/child protection reporting/ recording processes within the UK. Knowledge of the Scout Movement and its operational structures Understanding, acceptance of fundamental values of Scouting Knowledge of DBS processes Knowledge of safeguarding legalisation within the UK Experience Experience of working within a safeguarding/ child protection centred team Experience of making referrals to statutory agencies Maintaining strategic partnerships with other agencies Use of Information Technology Experience of working within a face paced environment, with proven organisation and prioritisation skills. Experience of co-ordinating and managing projects. Safeguarding rules - Yellow card The post holder agrees to comply with the safeguarding rules as set out on TSA s yellow card at all times and be willing to undertake a DBS check. 10
11 OUR APPROACH If we are to achieve such an ambitious and bold agenda we need to be clear on the principles that will define our way of working over the next four years. These principles are: Results-focused Ambitious but realistic targets have been agreed for every part of this plan. Volunteers and staff across the Movement will be supported to work towards these goals so that we can unlock our collective power. Partnerships We make a greater difference when we work with people across society. Effective partnership working will be essential if we are to extend our reach and impact. Evidence-driven We need to build a body of evidence to prove what is working as we work towards our goals. We cannot rely on anecdote. We will build on our existing research to further demonstrate the impact we make on people s lives. We must do this if we are to truly be understood by wider society evidencing our relevance and impact. Sharing and celebrating successes We will achieve more by sharing best practice across the Movement and celebrating successes. We ll find new ways of ensuring we are learning from each other and recognising best practice. Innovation Scouting began with a single, inspired idea and we haven t forgotten the power of innovation. Fresh thinking is the only way to help us achieve our ambitious aims. We will encourage new thinking across the Movement to stimulate creative solutions to age old challenges. Youth-shaped If we empower young people to drive decision-making this will stimulate new thinking and enable us to stay in touch with a fast-changing world. Using digital technology It is an inescapable fact that we live in a digital world. That is why we are investing in digital technology nationally and locally, making our new membership system (Compass) central to making Scouting easier, more efficient and less time consuming. We need to seize the opportunities digital technology offers us to reach new communities, share and debate our ideas, communicate and make volunteering easier. 11
12 BENEFITS Annual Salary: 26,049 inc OLW Band E, Level 1 This is a full time, permanent contract Salaries are paid monthly by direct transfer on or about the 20th of the month. Overtime is not paid. Contracted hours of work: 35 hours per week. Location: Gilwell Park, Chingford, London Holiday Entitlement: 25 days per year plus bank holidays. This increases after two years service to 28 days and after five years to 32 days.* Probationary Period: This post is subject to a 6 month probationary period. Notice Period: 1 month *The Scout Association closes completely between Christmas and the New Year, so it is compulsory that annual leave is taken at this time. Employee Benefits an introduction The Scout Association is keen to ensure that employees are offered a range of attractive benefits. At the same time, we also need to cater for a variety of needs and lifestyles. Benefits apply to employees upon completion of three months in their role unless otherwise stated. Looking after your health and wellbeing Simply Health Scheme Sickness Absence: The Association pays sickness above the statutory minimum requirement. Food and Drink: TSA offers a discretionary benefit lunch to employees which is beginning a period of consultation and subject to change Looking after your future Pension: For all employees, the Association has a Group Personal Pension Plan. This plan allows employees to contribute a minimum of 1.5% of their gross salary up to the maximum allowed within HMRC limits. The Association will contribute twice the employee s contribution, up to a maximum of 10% of gross salary. Life Assurance: All employees are covered by a scheme which pays a minimum of two times the basic salary in the event of death in service. Getting to and from work Company car or car allowance (relates to certain roles with a business need for significant business travel.) Car parking: All sites offer free car parking to employees. Cycle to Work scheme: This scheme is a form of salary sacrifice which enables employees to purchase a bicycle through the Government s Cycle to Work Scheme and can save you up to 50% on the retail value (depending on the employees tax bracket). Minibus Service (Gilwell Park): A minibus service is provided which collects colleagues at 08:40 and 08:50 from Chingford Station and drops off to the same location at 17:00 hours. 12
13 Looking after your nearest and dearest Carer s Leave: Up to three days paid leave a year please see our Leave policy. Maternity Leave: The Association pays maternity leave above the statutory minimum requirement. Paternity Leave: The Association pays paternity leave above the statutory minimum requirement. Childcare Vouchers: This scheme is a form of salary sacrifice, enabling employees to purchase childcare vouchers. Start and finish time: Employees can apply for some flexibility on their start and finish times of work. Making your money go that little bit further Scout Shops purchases: Employees can make purchases from Scout Shops Limited with a discount of 25% on certain items, excluding uniforms. Restaurant discount card: This discount card is in conjunction with Taste Card and allows a range of discounts (up to 50%) on a range of restaurants across the UK. This can be purchased for approximately 30. Developing yourself and others Study and volunteer leave: Special leave includes paid leave for volunteering and study leave. 13
