1 GPE Secretariat - Strategy, Policy, and Performance Team Short Term Consultancy to support Equity, Gender Equality and Inclusion thematic team Terms of Reference Background Established in 2002, the Global Partnership for Education ("Global Partnership" or GPE), formerly the Education for All Fast Track Initiative, has grown and evolved to become the premier partnership focused on basic education in developing countries. Its members include over 60 of the world's poorest developing countries, over 30 bilateral, regional, and multilateral agencies; development banks; the private sector; civil society groups; and teachers organizations. The mission of the Global Partnership as set out in GPE 2020, the five year strategic plan ( ) is to mobilize global and national efforts to contribute to the achievement of equitable, quality education and learning for all, through inclusive partnership, a focus on effective and efficient education systems and increased financing. The Global Partnership helps its member countries to develop and implement sound education sector plans and mobilizes international financing and promotes/ efficient use of international and national resources to support developing countries' education goals and sector strategies. The GPE Secretariat is hosted by the World Bank in Washington, D.C. As a consequence of the partnership taking a greater leadership role in achieving international development goals in education, the Secretariat is developing its capacity to support country-level processes and to meet expectations from the partnership s stakeholders to achieve concrete results and education outcomes for children in developing countries. The Secretariat s new Strategy, Policy and Performance Team (SPP) has been created to play a critical role in strengthening the overall technical rigor and quality of GPE s support to educational development and the results focus of all GPE activities. The SPP team leads on the technical anchor, and collaborates closely with the Country Support Team (CST), which is responsible for supporting member countries in their education sector development, implementation and monitoring, including through GPE grant applications and reporting processes. The GPE Strategic Plan ( ) GPE 2020, includes Gender Equality as a key principle and Equity, Gender Equality and Inclusion as one of three Goals 2. A Gender Equality Policy and Strategy was approved by the Board in June As part of the SPP technical anchor, thematic teams have been established to support the delivery of high quality technical inputs, guidance and knowledge products. There are four teams comprising SPP and CST staff: education and equity, gender equality and inclusion; planning, finance and systems; teaching and learning; and quality assurance.

2 Purpose of the Consultancy The selected consultant will work with the Equity, Gender Equality and Inclusion Thematic Team, supporting the delivery of Goal 2 in the Strategic Plan. The consultant will report directly to the team lead, working across themes and with different members of the team. The position fulfills the following objectives: 1. Coordinate the team work plan implementation and assist the Team Lead with work plan and budget development, monitoring, revision and updates. In particular, organize recurrent team meetings and follow-up with members on progress, issues arising and timely completion of deliverables 2. Monitor the cross-team budget expenditure 3. Contribute to timely completion of deliverables (guidelines, research paper, analysis and reports) to a high standard through research, analysis and support 4. Lead on and monitor the integration of the work plan deliverables into the SPP/CST routine processes. 5. Provide timely and relevant analysis of qualitative and quantitative data and information collected across the various team activities and tasks, to support knowledge dissemination and knowledge management (e.g. internal and external database analyses; review of education sector analyses and plans, grant application and other documents) 6. Support team members in the development of knowledge products (eg policy briefs, case studies, blogs) 7. Prepare inputs to regular reports and contribute to specific deliverables in discussion with team lead and members 8. Facilitate collaboration with other teams in SPP (in particular the cross teams on Planning and Finance, Learning & Teaching; and Quality Assurance) and with the Country Support Team and other teams in the Secretariat Duties and Responsibilities The Consultant will provide substantive operational, research and analytical support to the team, which will contribute to the delivery of the following Equity, Gender Equality and Inclusion: 1. The delivery of the activities set out in the FY17 Gender Equality Action Plan 2. Delivery of training materials, regional workshops and preparations for country level support on gender responsive education sector analysis and planning 3. Review and suggested revision of PPAG guidance and QA processes from an equity, gender and inclusion perspective 4. Knowledge products including Policy Briefs, case studies and factsheets on equity, gender equality and inclusion 2 P age

3 5. Guidelines on assessing equity, gender and inclusion in partner country Education Sector Plans and strategies to address marginalized groups 6. Delivery of CIFF program funded activities 7. Delivery of BELDS program funded activities 8. Development and finalization of ESA Vol 3 chapter on Inclusive Education 9. Report and recommendations on Universal Design learning materials for GPE countries 10. Report analyzing use of OOSC country reports and recommendations for more effective use in policy dialogue and sector planning 11. Report on marginalization in selected GPE countries 12. Review of ESPs and stocktake of ESPIGs from a school health and nutrition perspective 13. With the planning and finance team, the development of assessment methodologies and internal guidance for equity, learning and efficiency strategies (funding model variable part) from an equity, gender equality and inclusion perspective In addition, the STC will contribute to the technical anchor function and support more effective ways of working including Establishing and/or reviewing and improving current file management systems and internal processes and workflows Establishing and/or reviewing and improving data collection and analysis systems linked to the work of the team Finally, the Consultant will provide support to recurrent cross-team work including: Review of QAR fixed part requirements assessment at request of CST colleagues (ESP, Data, financing, ESA in relation to equity, gender equality and inclusion). this will primarily involve desk based analysis and could include accompanying team members on missions when relevant Preparation of technical advice ahead of Grant Applications Review Committee (GARC) and/or Country Grant Performance Committee (CGPC) for the Global and Regional Grant portfolio and support during GARC Monitoring and Review of BTORs for issues linked to equity, gender equality and inclusion Contribution to preparation of narrative and financial reports including the results framework, flagship and other corporate reports Timeframe This contract is for up to 100 days commencing January 3, 2017 through June 30, 2017 on a part time basis. The consultant is expected to work in the GPE office in Washington, DC. Reporting Relationships The consultant will report directly to Louise Banham, Equity, Gender Equality and Inclusion Team Lead, working closely with team members and liaising across the Secretariat and with key partners. Selection Criteria Masters degree in education, international development or a relevant related field with at least two years experience, preferably including work experience in a low income country setting 3 P age

4 Proven ability to provide timely and substantive operational, research, statistical and other analytical support to a high standard Experience and ability to conduct independent research and analyze a wide variety of specific education sector topics and issues for research, and/or policy related tasks Strong communications and presentation skills, both verbal and written Ability to work independently and under pressure to meet short deadlines Experience of working effectively in multicultural teams with technical experts in a range of disciplines Ability to work independently, seeking guidance and instruction on new, unusual or complex assignments. Ability to communicate and write fluently and succinctly in English (essential) and French (desirable) Knowledge of, and commitment to, the mission of the Global Partnership for Education Required Skills/Knowledge/Competencies Skills and Knowledge Solid understanding of education and international development Knowledge of equity, gender equality and/or inclusion issues in education Experience in applying GPE operational processes and procedures (desirable) Knowledge of GPE's strategy, objectives, work program, and grant portfolio Proven analytical and problem-solving skills and proven ability to apply these in carrying out research and operational tasks, identifying issues, presenting findings/ recommendations and contributing to resolution of sector and country issues. Competencies Strong analytical and conceptual skills. Ability to work flexibly on a range of assignments, and adjust to and prioritize a variety of complex evolving tasks. Ability to effectively provide timely and high quality professional support to senior staff. Ability to work effectively in a team-oriented, multi-cultural environment. Strong interpersonal skills and ability to develop effective relations within and outside the GPE Secretariat, and to promote collaboration within and between teams to meet GPE objectives.
