We are responsible for the 2018 Census and the provision of census, business demography and geospatial products and services. The Operations Group is made up of four branches: Collection Operations, Operations Strategy & Development, Data Operations, and the 2018 Census. Your Business Unit/Branch The strategy for the 2018 Census is to alter the mix of modes used in the census data collection model by promoting a very high online response through introducing the mail-out of internet access codes, and not delivering paper forms to every dwelling. At the same time the 2018 Census must maintain the accuracy of basic counts achieved in recent censuses.

2 The 2018 Census has a budget of approximately $110 million, and will employ up to 3,500 field staff during the collection phase. It is a high-profile government investment that is subject to routine monitoring by central agencies and the Government s Chief Information Officer (GCIO). The new multi-modal census design will enhance census operations, support improved interactions between the public and government, and reduce the real cost of census data collection over time. Your Role For the 2018 Census, there will be three Regional Managers who will be based in the main New Zealand Centres Auckland, Wellington and Christchurch. Each Regional Manager will lead teams of up to 5-7 Area Managers. The Area Managers will each be responsible for approximately 10 Team Leaders, who, in turn, will each be responsible for up to Field Officers. As one of three 2018 Census Regional Manager s you are accountable for developing a regional plan for the undertaking of census operations in your region that is aligned to national strategies, plans and objectives; and managing a high performing field operation to ensure the best possible count is achieved. You will provide strong strategic leadership to the field while embedding the processes that will contribute to the modernisation of the 2018 Census. Your broad role will be to: develop and implement a regional plan, for phases of the census operation that is consistent with national and other regional operational plans (including business continuity); monitor and adhere to budget and resource allocation requirements; lead your regional field team to efficiently carry out field activity and achieve the best possible count, in-line with national practices and approaches; manage field operations in your region, including issues and risks, to ensure cost effective and efficient distribution and collection of census information; balance the need for national consistency and standards while empowering frontline staff to be able to perform their role; deliver results and achieve key performance indicators working within strict timeframes and budget; contribute to the preservation of public confidence in the operation of the 2018 Census; monitor operations daily, respond to issues escalated from the field, and report to the Field Operations leadership team and/or the Census senior leadership team (as required); develop strong local networks, and work with stakeholders, to promote the census and encourage the fullest possible participation of the region's population; work closely with the Manager Special Enumeration and Manager Community Liaison, and with other colleagues - both within the census branch and across Statistics New Zealand. Significant travel (within New Zealand) will be required for this role. Note: you will report to the 2018 Census Senior Manager, Field Operations, but on a day to day basis during operational periods you will work under the direction and coordination of the 2018 Census Manager, Field Operations.

3 Key deliverables/accountabilities You will be expected to: Plan and prepare for the 2018 Census Manage your regional operation You will achieve this by: Working in collaboration with other Regional Managers, and Field Operations Manager s, develop a regional plan, including a business continuity plan, for phases of the census operation that incorporates resource and budget requirements and regional strategies to facilitate an accurate enumeration. Ensure the regional plan is aligned to national strategies, plans and objectives. Become more familiar with your assigned region, i.e. demographic, topography, known challenges, nonprivate dwelling locations, hard to count areas, key performance indicators etc. Ensure effective collaboration with other Regional Managers, census teams and key stakeholders, especially the Special Enumeration Manager and Community Liaison Manager. Partner with the Senior HR Advisor and external recruitment agency to contribute to the recruitment activities of your staff. Contribute and participate as required in the training and on-boarding activities of your staff, and they have attended training and are ready and able to work effectively in the field. Ensure your staff have the tools and resources necessary to perform their role, including any health and safety requirements. Apply sound general management practices so that your team is able to operate effectively and efficiently. Build strong relationships with key business partners, in particular the Manager Special Enumeration, and Manager Community Liaison, vendors and customers, and seek every opportunity to connect with them and anticipate their future needs or issues. Understand the logistical requirements for your region and liaise with the Field Infrastructure team as and when required. Work with the Field Operations leadership team to manage the 2018 Census operation and drive delivery of programme wide national strategies, objectives and outcomes. Implement the national and regional field strategies and plans as required. Ensure that national standards, policies and procedures are adhered to in your region. Monitor and deliver to approved plans and budget, managing issues and risks effectively. Monitor progress in the field and ensure work is on track for all phases of the census operation. Coordinate risk identification and mitigation over the census operation and escalate as required.

Maintain a rigorous programme for employee health, safety and wellbeing which ensures compliance with corporate and statutory requirements. Lead and manage a large-sized, geographically dispersed field team in an intensive operational environment. Maintain a focus on the big picture while working with the detail. Empower staff and delegate authority, responsibility and accountability to suitable levels (in accordance with relevant frameworks). Provide coaching and support to build performance and capability. Contribute to the recruitment and training activities of your team. Drive team performance striving for excellence and responsiveness around field processes and effectively manage poor performance as required. Effectively manage and/or escalate any HR issues, including health and safety. Promote and manage best practice field health, safety and wellbeing practices with your team. Have well-developed relationship management skills to work with people from diverse backgrounds. Confidently develop productive relationships with stakeholders, colleagues, census project staff, and census field staff. Be able to quickly build knowledge of regional and community networks and local government. Be an effective communicator with the ability to facilitate groups, lead meetings, negotiate, present, and interact with media (if required). Being responsive to Maōri customers and stakeholders (internal and external) and their information management needs, in alignment with Te Rautaki (2018 Census Māori Strategy).
