3 About NARC National non-profit organization Represents multi-jurisdictional regional planning organizations large and small, urban and rural Formed by NACo and NLC; governed by local elected officials President Hon. Ron Morrison, Mayor, National City, CA Concentrate on four core areas: Transportation; Economic & Community Development; Homeland Security/Public Safety; Environment Provides advocacy, training and technical assistance Strongly supports building livable, sustainable communities through multi-jurisdictional, regional cooperation in urban, suburban and rural areas that are reflective of local elected decision-making and community choice.

19 Performance Measures for Prioritizing Major Regional Transportation Projects Part 1: SCREENING CRITERIA: Is the project compatible with the future Land Use Plan Map? Is widening appropriate for the corridor? (based on DVRPC s Congestion Management Process) Part 2: EVALUATION CRITERIA: Does the project serve Centers? (based on the 2035 Centers Map) Level of environmental impact? (based on the Environmental Screening Tool) Comparable cost to other projects? (Cost per Veh. Mile or Capital Cost per Passenger) Level of support/project status? Is it a High-Priority Corridor? (based on the CMP) Is there requisite density for transit service? (based on the Transit Score Tool) Does the project serve EJ Communities? (based on Degree of Disadvantage Analysis) Relative qualitative factors?
