4 Staff Recommendations Apply reduction of $613.4(M) to current planning estimate to address action by the 85 th legislature. Recommend applying reduction to the later years of the 10 year UTP to allow for the continued development of projects. Apply the planning target reduction proportionally across all categories that are not constrained by a federal formula to allow for a continued emphasis on developing the right project mix in the UTP portfolio. 4

6 Additional Considerations For the December Update Initiate the consolidation of Category 4 connectivity corridor program as first phase of a larger category consolidation/realignment in line with performance outcomes. Apply funding and project delivery strategy for Major Projects to aid in Category 12 strategic priority recommendations. 6

7 Potential Category 4 Consolidation Currently 12 categories in the UTP with formula allocations in all but Categories 3, 6, 8, 10 and 12. Struggle to measure the impact to system performance across all the categories (crosswalk). Two of the categories (Categories 4 and 12) were further sub-divided to focus on two strategic congestion programs (Congestion Connectivity Corridors and Clear Lanes ). For the December update, staff will be making recommendations to consolidate Category 4 back into one category to make the programming and project selection on connectivity corridors easier to manage. 7

8 Need for Major Project Strategy to be incorporated into the UTP We are identifying Major Projects to start addressing the funding gap Current UTP only accounts for a 10-yr funding window whereas these projects will span beyond that window Current UTP does not account for potential federal unobligated balances and other federal program calls Category 12 has some unobligated balances that will require sound recommendations to ensure funding is placed on highest priorities Staff will bring forth recommendations that will include a financial plan and project delivery plan to allow for the progression and completion of these major projects by including all potential funding options and alternate project delivery methods (primarily, Design-Build) 8
