The paradigm of the modern port city How to implement a valuable cohabitation The worldwide network of port cities Le réseau mondial des villes portuaires La red mundial de ciudades portuarias Greta Marini Project Manager, AIVP, Le Havre
What is the AIVP? An international network of more than 200 members - Cities and local authorities - Maritime and fluvial port authorities - Economics stakeholders and port related enterprises - Urban and port planners - University and researchers 45 countries represented
AIVP : 22 years of international conferences, seminars, studies and guides of good practices
13 th World Conference Cities and Ports France Nantes & Saint-Nazaire June 2012
An Information Research Department specialized in port city issues all over the world AIVP online : 3 official languages: English, French and Spanish
Our thematic approaches can be very divers: the added value of port activities to the city the environmental issues in terms of impacts on the port neighborhoods port city governance port city architecture and urban planning valorization of port heritage innovative transport and logistics systems for the port city new economic initiatives for port cities such as the development of industries and activities in the field of new energies and recycling development of the cruise activity and the industrial tourism in the port city investing in education and communication toward the students and the general public
The evolution of the Port development strategy in the last 50 years Economic performance (the 70 s) The arrival of the container
The evolution of the Port development strategy in the last 50 years Economic performance (the 70 s) Ecological performance (the 90 s)
The evolution of the Port development strategy in the last 50 years Economic performance (the 70 s) Ecological performance (the 90 s) Citizens perfomance (Sydney 2006) AIVP Sydney Charter on Sustainable Development of Port Cities (2006), AAPA Initiative on: Enhancing Public Perceptions of Seaports ( ) Societal Integration of Ports (ESPO Award and People around port Projects ) The social integration of ports plays a much bigger role for the economic performance than expected. Port and citizens must be reconnected! Sustainable development of port cities and this is also the key message of AIVP

Port cities first one to be concerned 2008: 4260 Mt 2009: 3760 Mt (-11.7%) 2010: 4040 Mt (+7.4%)
How to influence possible port city conflicts by finding solutions for a more complementary and sustainable relationship?
Challenge: to optimize the organization of harbor flows through urban fabric Efficient organization of the territory - Having the right spatial scale for your planning Re-determine plans of urban and port movements (flows of persons and cargo) Consider in your planning all modes of transport Innovate and find new technical solutions
Port is an structuring element for the whole territory Container Terminal Steinwerder, Hamburg

Example : London (Report on the Safeguarded Wharves on the Thames, 2005 ) Determine plans of port movements and develop an urban offer - content of the report : measures to protect existing working wharves and to bring The idea is to maintain a sustainable transport systems and intermodal facilities in the some disused wharves back into working use. city in order to reduce the traffic due to classical urban transport systems. Northumberland Wharf Re-use and Recycling Centre

Challenge: to make the port more urban Making use of the port symbolism and public spaces like tool for the appropriation by the citizens Invest in public walkways at the port city interface Allow citizens and the visitors the possibility to discover the port activity from a nice and specific place. Make the port visible even though the physical access is not possible (viewpoints, maps, and modern fences)
public space and landscape Algeciras, Spain
public space and lanscape Durban, South Africa
public space and view point La Rochelle, France
Paris, France Play with the landscape of industries GREECE Halkis, Athens Lafarge / Heracles
Play with the landscape of industries Québéc, Canada
Mitigate with architecture A Coruña, Spain
modern fences and pedestrian paths Le Havre, France
Challenge: to make the port more urban Integrate different functions and develop mixed functions Think about horizontal and vertical blending Make the architectural project be an added value for the whole city Be flexible and develop temporary approaches
La Rochelle, France Think about horizontal and vertical blending
La Rochelle, France
Proximity needs certain conditions Hamburg, Germany
Amsterdam, The Netherlands Think about horizontal and vertical blending
Hamburg, Germany Be flexible and develop temporary approaches
Be aware of the importance of the port-city-citizens dynamic Use the port image as a tool for attractiveness Make use of the Social Media for keeping contact with the population Communicate to the citizens, make them discover the port related activities and educate the young people to be aware of the importance of the port
Existing communication initiatives in port cities! Open Day Port (European Maritime Day) Comics and Exhibition related to port activities Port visits by Boat Biking paths in the port
Existing communication initiatives in port cities! ART-on-a-BOX and special advertising campaign Porto Lab, intiative of Contship Italia Social networks and Web- TV

Educational Port Centre: - Genoa Port Center - Havencentrum Lillo, Anvers - EIC Rotterdam -...
Port Centers... more than a communication tool! understanding and the interpretation of port reality presents diversity of the economic spin-offs for the territory and potentialities in terms of employment for younger people vocation of explaining, educating and federating the port community and citizens, including private stakeholders PC have two essential elements: an exhibition and educative activities greatly based on personal experiences (interactive) PC is not only a visitors center with an exhibition, BUT main objectives consist in organizing port excursions/visits, port lectures and other port educational projects with a broad network in the port community (private and public stakeholders), schools and universities.
Port Centers... more than a communication tool! PC offers the Port and its community a visibility on the long term in order to assure their license to operate gather together isolated communication initiatives and to make different stakeholders cooperate PC should be implemented as a real cooperative port city project
Port Centers... more than a communication tool! Port Centers need a strong local anchorage point. The objective is to develop a community program that enhances the port legitimacy on the territory and makes social support growing bigger!
EIC Port Center - Rotterdam
Lillo Port Center - Antwerp
Genoa Port Center
Port Center Network (PCN) under progress Le Havre, Livorno, Barcelona, Dunkirk, Ghent, Brussels, Ajaccio, Ile of the Reunion
Port Center Network (PCN) Program identify budding projects and take note of the various initiatives with a confirmed pedagogical approach; constitute a data base of information and experiences enabling it to become a real management tool and decision aid for interested parties; address all the stakeholders (port and urban public and private) to promote the port center concept as a real tool for the concrete implementation of the city port relationship and thus also of the AIVP message; encourage the private and the educational sector ( schools, academic structures...) to work together on didactic and educational programs enabling the local and global challenges of port cities.
