3 1. Purpse The purpse f this Cde f Practice is t define the safety and security checks that are necessary fr the safe and secure transprt f Syngenta prducts in Tank Cntainers. These checks will: Maintain integrity f Tank Cntainers and prtect against the intrductin f unauthrized material and/r persns Ensure that Tank Cntainers carrying Syngenta prducts are in the best technical cnditin thrughut the cmplete jurney Ensure cmpliance with the requirements f Dangerus Gds legislatin, especially the IMDG cde Enable interventin where the transprt des nt cmply with the regulatins r where it puts safety, security r the envirnment at risk 2. Definitins Dangerus Gds Designated persn High security seal IMDG cde Tank Cntainer Gds that have certain hazards that are defined in the Dangerus Gds regulatins applicable t the mde f transprt e.g. IMDG cde A respnsible, designated representative f the lading site wh maintains a psitin f trust (e.g. security persnnel) and has received apprpriate training in the applicatin f high security seals. A seal, cmplying with the current editin f ISO that is intended t indicate if the lad has been tampered with during its jurney. Internatinal Maritime Dangerus Gds cde. An internatinal agreement that cvers the transprt f dangerus gds by sea A prtable tank cntainer used t transprt liquids. The Tank Cntainer is fitted t a frame that cmplies with standardized dimensins, allwing multimdal use. 3. Scpe The carriage f Syngenta prducts, raw materials 1 etc., in Tank Cntainers under a Syngenta cntract r spt agreement. All Syngenta sites, tll manufactures and suppliers wh lad r discharge materials int r frm a Tank Cntainer which will be transprted under a Syngenta cntract r spt agreement. All Syngenta sites that discharge materials frm a tank cntainer transprted under a cntract r spt agreement arranged by a supplier. All Syngenta persnnel wh establish r manage cntracts with 3 rd party lgistics service prviders that invlve the carriage f bulk liquids in Tank Cntainers. 4. Mandatry principles r standards 1 This includes prducts, raw materials etc. that are nt classified as Dangerus Gds and thse that are classified as dangerus Gds.

4 4.1 Legal The requirements f the Dangerus Gds regulatins, as they apply t the carriage f bulk liquids in Tank Cntainers, must be cmplied with at all times. 4.2 Prcess requirements Lading f Tank Cntainers All persnnel wh are invlved with the lading f Tank Cntainers must be suitably trained. Pre-trip inspectin checks (see Appendix 1) must be carried ut befre and after the lading t ensure that the carriage cmplies with legal and envirnmental requirements. The cmpleted checklist must be archived in cmpliance with lcal legal requirements, but fr a minimum f 12 mnths. A Tank Cntainer must nt be laded when the next regulatry inspectin is due t take place befre the planned discharge date and return f the empty Tank Cntainer. Persnal Prtective Clthing, as defined by the lading site, must be wrn fr all peratins carried ut n the Tank Cntainer r their fittings A Tank Cntainer must nly be laded with prducts whse carriage is apprved and which d nt weaken r react dangerusly with the materials f the shell, equipment and prtective linings. Apprpriate measures must be taken during lading f a Tank Cntainer t prevent the release f gases and vapurs. The minimum and maximum legal filling limits must be cmplied with (nn-baffled Tank Cntainer) i.e. <20% r >80-95%. These limits apply t bth Dangerus Gds and nn- Dangerus Gds The grss weight must nt exceed the lwest f the maximum design grss weight marked n the Tank Cntainer r indicated n the Tank Cntainer certificate r the maximum weight permitted by the transprt peratr r natinal authrities fr carriage up t the final destinatin A Tank Cntainer must be thrughly checked by the lading site after filling t ensure that all penings are crrectly clsed (especially the dip tube) Clsed and leak prf means that all penings and utlets fr lading and discharge (whether r nt used during the last lading r discharge peratin) are clsed in such a way that they cannt be pened by hand The exterir f a Tank Cntainer must be free frm spillage r residue f previus cargs. Where a prduct is shipped under a nitrgen blanket, the tank must be labelled by the manlid and discharge valve t indicate that an inert atmsphere is present. If the tank is als pressurised, this must be indicated. Prir t dispatch, all penings f a Tank Cntainer must be sealed with high security seals that cmply with the current editin f ISO Seals must nly be attached by a designated persn Access t seals must be strictly cntrlled and must be issued in randm rder. Seals must be stred in a secure lcatin (lcked cabinet, safe etc.) prir t use A lg must be maintained in rder t accunt fr all seals under the cntrl f the lading site. Peridic inventries f seals and the seal use lg must be cnducted t ensure that all seals are accunted fr. All Bills f Lading, dangerus gds declaratins r ther transprt dcuments (including electrnic data transmissins) must be cmplete and include all seal numbers used fr the Tank Cntainer. Discharging Tank Cntainers

5 All persnnel wh are invlved with the discharging f Tank Cntainers must be suitably trained. Befre accepting a Tank Cntainer, the discharging site must verify the seals numbers recrded n the dcumentatin against the seals n the Tank Cntainer. Any discrepancy must be rectified befre the Tank Cntainer is accepted. If the discrepancy cannt be rectified within a reasnable perid f time, the tank cntainer must be rejected. Befre discharging a Tank Cntainer int a bulk strage tank, the identity f the Tank Cntainer s cntents must be psitively cnfirmed as being crrect. The Tank Cntainer number quted n the dcumentatin must match exactly the number n the Tank Cntainer Fr dangerus gds, the dangerus gds infrmatin n the dcumentatin must match the placards and marks n the tanks Persnal Prtective Clthing, as defined by the lading site, must be wrn fr all peratins carried ut n the Tank Cntainer r their fittings Apprpriate measures must be taken during the discharge f Tank Cntainer t prevent the release f gases and vapurs. Where tanks are pressurised r materials have been laded under an inert atmsphere, apprpriate measures must be taken during the discharge f the Tank Cntainer t prtect persnnel. The exterir f the Tank Cntainer must be free frm spillage r residue befre they leave the discharge site An empty, uncleaned Tank Cntainer must be clsed in the same manner and be leak prf t the same degree as thugh they were full. Prir t dispatch f the empty, uncleaned Tank Cntainer, all penings must be sealed with high security seals that cmply with the current editin f ISO Seals must nly be attached by a designated persn. Access t seals must be strictly cntrlled and must be issued in randm rder. Seals must be stred in a secure lcatin (lcked cabinet, safe etc.) prir t use A lg must be maintained in rder t accunt fr all seals under the cntrl f the lading site. 6 Operatr respnsibilities Upn receipt f the Tank Cntainer, peratrs must verify the accuracy f seal numbers cntained n bills f lading, dangerus gds declaratins r ther dcumentatin. Operatrs must establish, and ensure that their subcntractrs establish, verifiable security systems fr a Tank Cntainer strage and handling facilities, depts and cnveyances perated by the carriers in rder t prevent imprper manipulatin and transprtatin f the Tank Cntainer Operatrs must establish prcedures fr reprting any incidents affecting the Tank Cntainer r discrepancies r anmalies relating t seal integrity t Syngenta immediately. Incident reprting and fllw-up Rejectin f an unsafe Tank Cntainer and Seal number discrepancies must be reprted and investigated via the Distributin Safety reprting prcess. 5. Accuntabilities and respnsibilities Syngenta site r tll manufacturer Establish lcal wrk instructins and prcedures that implement this Cde f Practice Lgistics prcurement Prcurement Cmmunicate the requirements f this Cde f Practice t Tank Cntainer peratrs. 7 Appendix 1 Pre-trip inspectin checklist fr Tank Cntainers Fr the transprt f chemicals including dangerus gds. Fr gds nt classified as dangerus gds accrding t natinal and/r internatinal regulatins, paragraphs 2.1, 2.2 and 3.9 are nt relevant. In the event f language prblems, this check-list shuld be made ut as best as pssible 1. N.B. Check all penings, even thse that have nt been used during lading/discharge 3.13 Seal-Ns.
