TECHNICAL Sr. No Section Clause No Queries by Vendors NPCIL's response 1 C 1.1 (D) Ventilation fans for DG room: Ventilation system is a part of civil work and hence we propose that it would be in scope of NPCIL. Kindly confirm Only openings on DG room wall shall be provided by NPCIL. Requirements of specification shall be met. 2 C 1.7 & 1.8 Seismic qualification of DG set: 1. We understand that DG set which mainly includes Engine, coupling, Alternator and base frame integrated with Fuel oil tank is to be seismically qualified by testing. Pl. confirm. 2. Acoustic enclosure, silencer and external ducting is to be seismically qualified by Analysis. Pl. confirm. 3. Please confirm, whether we can seismically qualify DG set along with enclosure and enclosed mounted silencer as a complete unit by Testing only on Shake table. 1. Confirmed 2.Confirmed 3.Seismic qualification of DG set along with enclosure and enclosure mounted silencer as a complete unit by testing or analysis is also acceptable. 2 C 1.8 We propose Seismic qualification of bought out items such as Exhaust fans, Electric motor starter by Shake table testing since we foresee difficulties in getting design inputs from supplier for these items. 2 3 C C C C C 13.0 (1 & 7) Frames of enclosure panels would be a part of DG set enclosure and will not be directly welded to embedded parts. Also clarify for welding of starters? The MOC of an DG set enclosure will be Mild steel and all handles, hinges and hardware will be suitable to mild steel. Stainless steel and mild steel may prone to local corrosion and hence would not be used. Please confirm. Centrifugal fuel oil filter is not envisaged for DG set. Engine is equipped with fuel pre filter and water separator which is good enough for trouble free engine operation. Please confirm Ventilation Fans and Motors, Louvers, Bird screens: We propose these items in NPCIL scope since it is related to DG building & would be a part of civil. Ducting for evacuation of hot air from radiator to outside the DG room : We propose to consider heat load of cooling circuit in design of ventilation system of DG room Same as above. to simplified the design of DG set enclosure and it will also ease out the maintenance & routine inspection activities on DG set. Please confirm. NPCIL shall provide Embedded Part (EP) on the floor of DG room based on the requirements of DG set vendor. Base frame of DG set shall be fixed to the EP either by welding or by anchor fasteners. If it is anchored, then seismically qualified anchor fasteners of NPCIL approved make shall be used. All panels/ DBs shall be mounted on EP (provided by NPCIL) by welding or using anchor fasteners. If it is anchored, then seismically qualified anchor fasteners of NPCIL approved make shall be used. Material compatible with DG enclosure is acceptable for door handles and hinges. The details shall be clearly brought out in the technical offer with proper technical justifications. As an alternative to the fuel oil system with centrifugal fuel oil filter and pre-filter, fuel oil system equipped with fuel pre- filter and water separator is also acceptable. Technical justification shall be brought out in the offer if centrifugal fuel filter is not provided. The Bidders shall meet all the requirement specified in the Tender Specification. However, bidders may note that NPCIL shall provide opening on DG Room only. Page 2 of 6

3 8 C C C Please provide loading sequence on DG set with time interval between each load step and total time interval for 100% load on DG set. Please specify the reference Technical specification for performing Seismic qualification by analysis for DG set auxiliaries such as ducting, field piping and other field auxiliaries. The given FRS is for New Fuel Bulk Storage Building KAPP - 3&4. Please confirm that same will be application to RAPP - 7&8. Also confirm that given spectra is final. 11 C Please clarify,"bdba conditions" 12 C 8 QAP will be finalized mutually during detail engineering. 13 C 9 (2.2) 14 C Minimum no. of consecutive starts (06 nos.) - 06 nos. of normal successful starts of DG set will be possible only when battery is maintained in healthy condition and suitable for engine starting. We don't envisaged IV & V qualification for digital equipment being used in this project. Pl. confirm Layout given in the tender document will be considered as same in orientation with respect to north Shake Table tested equipment / Panel / Item, part of scope of Supply. Can be part of supply if cleared testing Power distribution panel is fixed type, Please clarify. Requirements of specification shall be met. Loading sequence is not applicable. NPCIL standard specification applicable for seismic qualification for system, structures and components would be made available to successful Bidder. Required response spectra to be used for test/analysis shall be as per approved procedure for test/ analysis which will be finalised during detailed engineering. BDBA conditions - Beyond Design Basis Accident conditions. Requirements of specification shall be met. General QAP included in the specification shall be complied with. Detailed QAP shall be finalised after the award of contract. 4 For Seismic qualification by testing, can we qualify equipments on single axis shake table. i.e. (Uni-axial shake table) Testing shall be done on a tri-axial shake table equivalent to CPRI Bangalore. B. COMMERCIAL 19 GCC GCC GCC 9.8 Royalty - Please clarify. Entry tax is applicable for Rajasthan state and as per state government rule tax can be paid by purchaser, hence please clarify, how the entry tax will be reimbursed. Request for two seprate PO's, one for supply of equipment and one for services i.e. erection and commissioning to be issued to avoid works contract tax. 22 GCC 11.2 Transhipment is required considering road transport, vehicle problems etc. Please refer Clause No of Invitation to Tender & Tendering Condition under Section-A of Tender Document. One purchase order each for Supply and Erection & Commissioning shall be placed for entire scope of work of Tender Document. May please see GCC/EPC-3/R-1 for appropriate clause (s) relevant to Royalty. Please refer clause no of Invitation to Tender & Tendering conditions under Section-A of Tender Document II Bidder II A. TECHNICAL 23 C-Scope 1.5 Items tested on the shake table and passes the test can be part of the supply. Please confirm Yes. Subject to (1) Strain recorded during seismic testing is within acceptable limit and (2) Post seismic functional tests are seccessful. 24 C 1.5 As per NIT, your requirement is for Air cooled Engines, but we shall be offering Radiator cooled engines. 5 25 C C 27 C We are offering standard CPCB-II Gensets and the overall dimensions of the same are not suitable for accomodating on the largest available shaker table in India (3000mm x 3000mm at CPRI, Bangalore). However we can carry out the calculation analysis of the Genset by a mutually ;approved consultant (like M/s Prosim). Kindly let us know your comments. Standard 200KVA Gensets come with Anti Vibration Pad with rubber as vibration absorbtion material. Please let us know your comments. Engine already has integral fuel and lube oil filters. Whether additional authomatic centrifuge required or not. Seismic qualification of DG set assembly by analysis is also acceptable. Anti vibration pad with rubber as vibration absorption material is acceptable. Please indicate replacement interval in the offer. As an alternative to the fuel oil system with centrifugal fuel oil filter and pre-filter, fuel oil system equipped with fuel pre- filter and water separator is also acceptable. Technical justification shall be brought out in the offer if centrifugal fuel filter is not provided. 28 C Alternator neutral will be connected to the integral Earth Bus and the same will be connected to the existing NPCIL earth pits. We recommend 2xEarth Pits for neutral and 2xEarth Pits for body earthing. All earth connections shall be made to Purchasers earth grid. If separate earth pits are mandatory, then the same along with all earth connections are included in the scope of Supply and installation of the DG set supplier. 29 C-Data Sheet 1.11 Please confirm your requirement is for continuous duty or standy duty Gensets. All components selected shall be for continuous operating output of the DG set at 200 kva. Page 5 of 6

6 30 C-Scope 1.1D Kindly clarify the actual scope Separate openings shall be provided on walls of DG room for (1) Ventilation exhaust fans (2) Intake air and (3) Exhaust ducting from radiator fans. Contractor shall (1) Supply and install the ventillation exhaust fans as per technical specification and drawings (2)Supply and install louvers and filters etc for intake air as per technical specification and drawings (3) Supply and install ducting from radiator fan to the wall as per technical specification and drawings. 31 C- Scope/D ata Sheet C C B. COMMERCIAL / We are offering Stamford alternator with IP 23 protection. Kindly confirm your acceptance As per NIT, your requiremnt is for 1 m3 day tank, but we shall be offering 990L Day tank. Ducting from radiator to exhaust fan on the wall of room. Kindly explain the detailed scope of ducting. Please refer clause 3.2(data sheet) of technical specification for IP of alternator. It shall be IP22 or better. 990L day tank is also acceptable. See Sl No.8 above for clarification. 34 Kindly extend the due date by atleast 2 weeks. both Part-I and Part-II of the tender upto Hrs.
