1 REQUEST FOR PROPOSALS FY-2018 RESEARCH ON GLOBAL APPROACHES TO LAND VALUE CAPTURE RESEARCH THEME The Lincln Institute f Land Plicy ( Lincln Institute ) invites prpsals fr riginal research papers and case studies addressing the implementatin f land value capture instruments t address urban develpment challenges in a range f cntexts acrss the glbe. Plicy-riented empirical studies and internatinal cmparative wrks are encuraged. BACKGROUND Cmmunities arund the wrld face a crisis f public investment. Deterirating infrastructure, rapid grwth and urbanizatin, and climate change amng myriad ther challenges create demands that gvernments f all levels are ill prepared t meet. One ptential slutin lies in land value capture, which enables the public sectr t recver land value increases generated by public investments and gvernment actin, prviding revenues that may be used t finance public services and infrastructure. T prmte the expanded use f land value capture tls glbally, we aim t learn mre abut hw individual jurisdictins in the develped and develping wrlds use land value capture. Of equal imprtance is understanding the intersectin f natinal, reginal, and lcal plicies frm arund the wrld that are enabling land value capture framewrks and helping t prduce fiscally healthy cmmunities. A nn-exhaustive list f ptential tpics f interest t the Lincln Institute in the research area f land value capture includes, but is nt limited t, the fllwing: Legal principles and framewrks that enable land value capture and allw fr the defense f the cncept against cnstitutinal challenges. Methds used t determine the value f land befre and after public imprvements r regulatry changes are made (including appraisals, cadasters, technlgy, and auctins). Studies dcumenting the share f land value increases than can be recvered thrugh varius land value capture instruments. Studies assessing and cmparing prjected revenue frm land value capture relative t public funds generated via ther tls and mechanisms. Studies demnstrating the effect f charges n land and husing values. Rle f land value capture mechanisms in addressing climate change. RESEARCH DELIVERABLES WORKING PAPERS & CASE STUDIES Research deliverables are expected t result in wrking papers r case studies. Wrking papers must adhere t the Lincln Institute s frmat and style, apprpriate fr publicatin by the Lincln Institute. Guidelines fr wrking papers will be prvided t researchers wh are selected fr an RFP award. Cases studies are sught that re-create real wrld prblems and ask the reader t cnsider multiple perspectives. Case study award recipients will receive guidance and supprt frm the Lincln Institute t develp either a descriptive case (ne that presents essential factrs fr a situatin and expert interpretatin f it) r an inquiry case (ne that includes facts f a situatin but shifts respnsibility fr interpretatin t the reader) in a template fr case studies develped by the Lincln Institute, upn selectin fr a case study award pursuant t the RFP. MINIMUM QUALIFICATIONS Applicants will be required t have an advanced degree in urban planning, ecnmics, public plicy, law, r ther related disciplines at the time f submissin. Submissins will be accepted frm research teams; hwever, the principal investigatr must cmply with the minimum qualificatins. 2

3 PROPOSAL EVALUATION The Lincln Institute will evaluate prpsals based n the fllwing criteria: Relevance f the research fr the advancement f knwledge n the selected tpic 35% Quality f the prpsed methdlgy and surces f data 35% Qualificatins f the members f the research team 20% Use f the Lincln Institute s databases and research 10% Ttal Scre 100% AWARD AMOUNT Awards fr selected prpsals resulting in wrking papers will be up t $50,000 USD. Awards fr selected prpsals resulting in case studies will be up t $5,000 USD. Hwever, mre ambitius funding fr prjects may be cnsidered based n the quality f the prpsal and funding availability, n a case-by-case basis. Prpsals submitted by r mail will nt be accepted. Incmplete prpsals, prpsals received after the due date, r prpsals that d nt respect the frmat defined in the submissin link will nt be accepted. PUBLICATION & DISSEMINATION OF WORKS PRODUCED PURSUANT TO THE RFP The wrks prduced frm the prpsals selected via this prcess will be cnsidered fr inclusin in the Lincln Institute s website and distance learning platfrm. The researchers selected thrugh the RFP 3

4 prcess will be invited t present the cmpleted wrks in Lincln Institute webinars, sympsiums, cnferences, and events. WORK-FOR-HIRE The funds awarded under this Request fr Prpsals are cntracted as wrks-fr-hire, and are nt permitted t be sub-cntracted by recipients t third parties. 5 APPENDIX TO RFP: FORMATTING GUIDELINES FOR RFP PROPOSALS 1. Language: Prpsal submitted pursuant t this RFP must be prepared in English. Hwever, the papers r case studies prduced pursuant t the RFP awards by awardees may be prepared in English r any ther language. If a researcher anticipates that the final wrk prduced pursuant t the RFP (if they are selected fr an award) will be prduced in a language ther than English, the researcher must indicate that n the prpsal frm at the time f the RFP prpsal submissin. This will nt impact hw the prpsal is scred- it will nly be used t allw the Lincln Institute t plan fr apprpriate translatin services relating t the final wrks selected pursuant t the RFP. 2. Nature f the Deliverable: The prpsal must indicate whether it will result in a wrking paper r a case study. 3. Prpsal Abstract: The prpsal abstract is fundamental in the assessment f prpsals. We encurage all applicants t submit prpsals with well written, clear, and cmpelling abstracts that d nt exceed 1,500 characters in length. The prpsal abstract must cnvey the cre tpic and prpsed cntributin f the research fr which funding is sught. It shuld clearly cnvey the cntext, purpse, relevance and methds f the prpsed research tpic. Prpsals with prly written r vague abstracts may nt pass the first stage f review. 4. Cntact Infrmatin and Curriculum Vitae. Include title f the research and cntact infrmatin fr the lead researcher and all ther research participants (include name, title, rganizatin, , c-authr r research cllabratr infrmatin). All crrespndence frm the Lincln Institute will be made with the lead researcher. Please include yur Curriculum Vitae / Resume(s), as well as yur recrd f publicatins (3 pages maximum). 5. Detailed Budget. Please utline csts fr research assistance, data, fieldwrk, travel, etc. and attach the budget t the prpsal frm. Prjects that have ther surces f financing r will need c-financing shuld state the expected amunt, the surces f c-financing, and any cnditins attached t such financing. Please be advised that n verhead r indirect csts may be charged against funds awarded thrugh this RFP. 6. Calendar f Activities. Attach t the prpsal frm an estimate f a wrk plan with a prjected schedule f activities t be cmpleted. 7. Prject Descriptin. The prject descriptin shuld nt exceed 15,000 characters in length. It shuld identify the fllwing: Research bjective and specific research questins. Clearly state the purpse and bjectives f the research, highlighting the main questin t be addressed, r purpse f the case study. Prpsals fr wrking papers withut an identifiable and cherent research questin will nt be cnsidered. Specify the relevance f the research tpic r case study tpic t the land value capture theme. Highlight and dcument the 5

6 cntributin yur prpsal is likely t make t the literature and/r plicy debates related t the tpic. Theretical r cnceptual framewrk and main hyptheses t be tested. Give the cnceptual framewrk that infrms the research r case study. List and discuss a maximum f three key wrks that help situate the prpsal clearly and easily within the relevant academic and plicy literature. Methdlgy, surces f empirical data, and data cllectin strategy. Present clearly the analytical methds t be used and their relatinship t the cnceptual framewrk adpted fr the research. Specify surces f empirical data, assurance f access t the data, data cllectin strategy when warranted, and prpsed uses f data t generate and supprt desired results, if any. Expected results. Identify and explain the expected utcme(s) f the research and its relevance fr plicy and knwledge prductin. What results are expected, why wuld they be relevant and hw wuld they be disseminated and used? Descriptin f rles and partnerships (if research invlves cllabratin with academic institutins, gvernment rganizatins, private sectr, etc.). If applicable, specify the rle f each participant in the research team: respnsibilities and tasks assigned t the lead researcher and t each research cllabratr. 6
