3 Role Title: Assistant Strategic Asset Manager Classification Code: ASO6 LHN/ HN/ SAAS/ DHA: SA Health Hospital/ Service/ Cluster Women s and Children s Health Network Division: Corporate Services Department/Section / Unit/ Ward: Engineering and Building Services Role reports to: Strategic Asset Manager Reviewed Date: 8 March 2018 Criminal History Clearance Requirements: Aged (NPC) Child- Prescribed (DCSI) Vulnerable (NPC) General Probity (NPC) ROLE CONTEXT Primary Objective(s) of role: ROLE DESCRIPTION The Assistant Strategic Asset Manager is accountable to the Strategic Asset Manager for providing practical and innovative facility planning and operational management of the Across Government Facilities Management Arrangement (AGFMA). This position develops and implements a range of business improvements and provides technical and procedural advice specific to health stakeholders and contractors in the performance of their facilities management responsibilities within a complex health service. In particular responsibility for the management of breakdown and preventative maintenance, refurbishments and minor works projects is required. The Assistant Strategic Manager also provides a range of specialist asset related research, analysis and advice including representing the local health unit(s) in matters related to its built assets. The Assistant Strategic Asset Manager will manage the business relationships between the health unit and the AGFMA service provider to that location. The Assistant Strategic Asset Manager will be responsible for the provision of high level asset and operational building maintenance services to the health unit through the AGFMA. It will be a criticality of the Assistant Strategic Asset Manager to have an extensive knowledge and experience in the health system and understanding of the associated complexities within their own LHN. Key Result Area and Responsibilities Key Result Areas Major Responsibilities Facilities Operation > Provide the operational interface between the health unit and the AGFMA service provider by requesting and approving breakdown maintenance work. > Undertake a contract management role by ensuring the AGFMA service provider meets the specified KPls and complies with the service provisions in the contract. > Develop, implement and review a cycle of work place inspections that ensures a consistent approach to preventative maintenance across WCHN Directorates. > Identify high risk areas and implement strategies to minimize risk and liability to WCHN Directorates in line with Occupational Health Safety legislation. > Ensure the health unit complies will all regulatory requirements and maintain records, licences and permits as required. > Provide high level support for refurbishment and minor works projects including participating on project teams and advising on options, costs, scope of work and logistics as required. > Ensure appropriate risk assessments are undertaken where building work are being undertaken. > Ensure the application of continuous quality improvement initiatives are implemented to ensure the compliance to the Australian Council on Healthcare Standards (EQulP) and maintain documentary evidence of compliance. > In conjunction with the AGFMA service provider ensure the SAMIS database is maintained and updated with the relevant detail. > Implement a range of practical and innovative asset related strategies and processes to all government energy sustainability targets. > Preparation and submission of any insurance claim relating to built assets. > Maintain the asbestos register and ensure it is updated on a timely basis by the service provider for work undertaken during the year and provide an annual review and report as required. 7 Facilities Planning Provide a dedicated and complete onsite Facility asset planning, operational and management services for WCHN in particular the assigned local health network/business unit. > Assist the Strategic Asset Manager in developing the asset management plan by maintaining a condition assessment of all built assets of the health unit through the updating of the SA Health 'Traffic Light' report. > In conjunction with the AGFMA service provider determine indicative allocations for the provision of the annual preventative maintenance program. > Assist in developing a life cycle plan for key items of building plant and equipment. > Assist the Strategic Asset Manager in developing a planned refurbishment and minor works/replacement program for the built assets of the WCHN. > Ensure sound business continuity plans are in place with respect to built assets for the entire WCHN. > Ensure the service provider and their contactors meet infection control standards for any building work undertaken within the health unit. Advice and Consultancy > Provide advice on the Whole of Government Facilities Management Contract which includes all hard FM services Breakdown Maintenance, Preventative Maintenance and Replacement Refurbishment. > Maintenance, by ensuring they are consistent, effective and in line with current organisational requirements and meet agreed standards and expectations. > Provide practical and innovative operational advice and consultancy services for a range of asset and facility related matters. > Collaborate with WCH, metropolitan and country site management and provide expert advice and support for the optimal utilisation of the onsite assets and facilities. > Prepare correspondence and briefings to facilitate two way communications between Engineering and > Building Services Management staff, contractors and onsite clients. Relationship Management > Manage and benchmark ongoing processes with all relevant stakeholders and clients as to ensure client satisfaction and service requirements are being achieved as per set targets. > Ensure the needs of health unit clients are being met by the service provider and acceptable consumer satisfaction rating are achieved. > Liaise with Facilities Planning and Management where required to identify and develop services required by health units to meet their operational needs. > Work in partnership with the Strategic Asset Manager and other WCHN staff to ensure business strategies are identified so that operational processes can be delivered effectively and efficiently. > Ensure consistency where possible of E&BS practices through meetings and collaboration with other Assistant Strategic Asset Manager's at other sites and other affected stakeholders. > Share information and knowledge across the E&BS team. > Delivery of improved client services and the management of service level agreements across the WCHN. > Liaise with ehealth on building works requiring their participation. 9 Knowledge, Skills and Experience ESSENTIAL MINIMUM REQUIREMENTS Educational/Vocational Qualifications > Personal Abilities/Aptitudes/Skills: > Highly developed written and verbal communication skills, organisational, interpersonal and negotiation skills, which foster confidence and mutual trust with clients, contractors and staff at all levels. > Proven ability to recognise problems, formulate and implement clear and effective solutions and proven ability to set priorities to achieve agreed outcomes, targets and initiatives. > Demonstrated ability to provide leadership and direction to a team of staff and function effectively as a manager within a semi-autonomous management framework. Experience > Demonstrated and extensive experience in the provision of an effective and complete asset management services in a complex health organisation including the provision of effective leadership and implementing change at all levels to a senior level including but not limed to: o managing physical, human and budgetary resources. o writing detailed and comprehensive reports, minutes, proposals utilising building related terminology. o development of and monitoring of financial allocations, reporting and auditing using computerised software to manage, forecast trends and paint an accurate financial snapshot. o negotiating matters of significance with senior management from within internal and external Agencies and contractors. > Demonstrated experience in negotiating, developing and monitoring performance and/or service level agreements, contracts and tenders in a health environment by: o providing advice and procedures for a wide range of facilities o o provision of benchmarking property related services Experience in undertaking the management/implementation of maintenance related to engineering and building projects > An understanding of and ability to manage to the spirit and principles outlined in the Premier's Safety Commitment and the legislative requirements of the Occupational Health, Safety and Welfare Act, utilising AS/NZS 4360 Risk Management Standard. Knowledge > An awareness of the relevant legislation, policies and procedures, including Code of Ethics, EEO and cultural inclusion. > Authoritative knowledge of government policies, guidelines, practices, procedures and trends relating to critical engineering systems asset management, contracts, and procurement practices specifically as they pertain to health. > An understanding of and ability to manage to the spirit and principles of the Premier's Safety Commitment and the legislative requirements of the Occupational Health Safety and Welfare Act, utilizing AS/NZS IS Risk Management, or to an equivalent set of standards.
