Leichhardt has a diverse and growing community of over 50,000 people with significant natural assets in the way of parklands, Balmain Peninsular and Sydney Harbour frontage. Council is now seeking to appoint a new Manager, Environment & Urban Planning. Reporting to the Director of Environment and Community Management, the Manager will lead a high calibre, multidisciplinary professional team across a broadranging portfolio comprising: Strategic Land Use Planning Environment Strategy, Sustainability & Engagement Transport Planning Heritage Employment & Economic Development Road Safety This key leadership role is tasked with the development and implementation of integrated planning outcomes in line with the objectives of Council and the Sustainable Leichhardt Strategic Plan, within an environment of close stakeholder engagement. Candidates will need to have extensive experience in building and maintaining relationships, the development of strategy, supported by an understanding of LEP and DCP planning processes. A demonstrated knowledge of the complexity of Local Government is required, as is a strong skillset in people management, stakeholder management, communications, negotiation and mediation. An understanding of inner urban/metropolitan planning issues is preferred, together with a demonstrated ability to acquire and apply new information. Professional backgrounds and qualifications in urban planning, environmental planning, urban design or architecture, would all be considered appropriate for this important management position. Qualifications in Architecture, Environmental Planning, Urban Design, Urban Planning and/or a related discipline 9. High level of negotiation and mediation skills

3 LEICHHARDT MUNICIPAL COUNCIL POSITION DESCRIPTION TITLE: POSITION NO: DIVISION: REPORTS TO: DEPARTMENT: STAFF REPORTING TO POSITION: Manager Environment and Urban Planning UR0001 Environmental and Community Management Director Environmental and Community Management Environmental and Urban Planning The position manages 12 staff working in the areas of: Strategic Land Use Planning Environmental Strategy, Sustainability and Engagement Employment & Economic Development Heritage Integrated Transport Planning Road Safety The position also shares responsibility for the day to day management of four administrative staff that jointly support the Environment and Urban Planning & Community and Cultural Services Departments SALARY RANGE: MANAGER S RANGE DATE: April BACKGROUND The primary purpose of this position is to lead the Environment and Urban Planning Department in the preparation, implementation and monitoring of integrated planning outcomes for the whole Leichhardt Local Government Area. The outputs must be developed in line with the aims and objectives of the Council and the Sustainable Leichhardt Strategic Plan. In doing so they must provide a high standard of advice and direction for all stakeholders, in particular Council, the Organisation, the general public, community groups, business interests and other Government Agencies. In the context of the above, the position is responsible for:

4 keeping abreast of developments, identifying trends and anticipating issues in relation to Community Engagement and Education; Economic Development; Environmental Strategy, Sustainability and Engagement; Heritage; Housing; Land Use Planning; Road Safety and Transport Planning high-quality stakeholder consultation/communication both internally (with the Mayor, Councilors, General Manager, Directors and other Departments) and externally with the general public, community groups, business interests, neighbouring Councils and State Government organisations. In this regard Leichhardt Council has a long tradition of actively seeking community input, dating from the initiation of the Open Council model to Council s current Community Engagement Framework leading the co-ordinated production of best practice planning advice, strategies, policies, reports and submissions that reflect an integrated response to existing conditions, emerging issues and stakeholder input ensuring that a balanced outcome is achieved in relation to the management, development and/or conservation of Leichhardt s: o built environment including heritage and ecologically sustainable development o economic vitality - including strip shopping centres, access to goods and services, home businesses and local employment opportunities o housing choice o natural environment including the sustainable use of natural resources o neighbourhood character, connectivity and liveability o public domain devising, implementing and maintaining systems, procedures and databases to ensure compliance with statutory obligations and nominated customer service standards, in particular in relation to Local Environmental Plans, Development Controls Plans, s149 Planning Certificates, s94 developer contributions plan, Plans of Management managing other aspects of the Environment & Urban Planning Department including the health and safety of staff and visitors to Council, annual budget and management plan, quarterly reporting, staff performance and personal development plan, statutory reporting, contract and consultant management assisting the Director in ensuring the smooth operation of the Division, and co-ordinating the activities and outputs of the Environment & Urban Planning Department with other Departments within the Division and across Council. 2. KEY FUNCTIONS AND RESPONSIBILITIES 1. The day to day direction, support and professional development of all staff within the Department in order to complete work programs and satisfy nominated customer service standards 2. The organisation and monitoring of resources across the Department in order to complete work programs and satisfy nominated customer service standards 3. The establishment and review of systems, procedures, workflows, delegations and authorities to facilitate the day to day work of all staff within the Department. 4. The Implementation and oversight of systems and procedures for keeping abreast of changes to legislation, regulations and standards etc 5. The Implementation and oversight systems and procedures for processing applications for a range of activities including planning proposals, planning certificates, and allocation of sporting fields/grounds in a consistent and compliant manner

5 6. The supervision of Agendas, Minutes and Actions in respect of a range of committees, including: Planning Committee Climate Change Task Force Bicycle Advisory Committee 7. The Implementation and oversight systems and procedures for ensuring the integrity of data bases including but not limited to: a. Acid Sulfate Soils b. ANEF Noise Contours c. Contamination d. Council Policy e. Development Control Plan f. Flooding g. Foreshore building line h. Height and Floor Space Ratio i. Heritage j. Local Environmental Plan k. Nation Building properties l. Natural Environmental Significance m. Orders - Trees Dispute Act n. State Environmental Planning Policy 8. Collaboration with Managers and staff across the organisation, in particular the Manager Assessments; Manager Compliance and the Manager Social Planning and Community Development to develop integrated solutions to both current and emerging issues 9. The oversight of all advice, correspondence, reports and submissions to residents, businesses, Councillors, Senior Management Team, Committees, Council, Government Agencies and other organisations in accordance with nominated standards and timelines 10. Ensure that effective education, communication and engagement strategies are implemented for all internal and external stakeholders and that planning instruments, policies, procedures and information documents are based on quality information, well structured, clear and easy to read 3. AUTHORITY TO ACT The incumbent has the authority to take any reasonable steps to ensure that the smooth flow of operations is maintained providing the actions are consistent with the responsibilities of the position and subject to any limitations, delegations, corporate policies and procedures.

7 MANAGER WORK HEALTH AND SAFETY All employees of the Leichhardt Municipal Council are required to participate in the Council WH&S Management Program. Specifically, this means performing your work in a safe manner and monitoring your workplace for hazards or risks. You must take reasonable care for your own health and safety and for those who may be affected by what you do or fail to do in the workplace. You must cooperate with actions taken by the Council to comply with WH&S legislation and not intentionally or recklessly interfere with or misuse anything provided at the workplace in the interests of health, safety and welfare. RISK MANAGEMENT OF LEICHHARDT MUNICIPAL COUNCIL ASSETS All employees of the Leichhardt Municipal Council are accountable for the management of risk within their own areas of responsibility. Risk includes, but is not limited to: Injury to persons or damage to the property of members of the community. Environmental risks. Damage or unauthorized entry to the Council s buildings and damage to its equipment. Loss of the Council s reputation as a good corporate citizen. To assist you in meeting this responsibility the following policies and procedures have been established which you are required to familiarize yourself with and observe: The Risk Management Policy located on the Leichhardt Municipal Council intranet. Responsibilities Ensuring all appropriate actions are taken to implement the Health and Safety policy, procedures to satisfy legislative requirements. Performance Measures Evidence of promotion of, and conformance with, Council policies and procedures Ensuring regular monitoring of Health and Safety performance in the area of their responsibility. Conducting Workplace inspections, development of a hazard register, conducting Audits where appropriate. Analysis of accident/incident trends Regular team meetings Use of the hazard reporting process Commitment to WH&S Undertaking accident/incident investigations Visibly showing commitment to health and safety through participation in formal and informal discussions, workplace visits and hazard inspections etc Evidence of documented and signed accident investigation forms Liaising with Health and Safety representatives in relation to workplace Health and Safety issues. Regular meetings with WH&S rep Improving health and safety performance Initiating action based on audit, inspection results and feedback from staff

8 Responsibilities Undertaking regular inspections to assist in the identification of hazards Performance Measures Development of a schedule of inspections Completed inspections Attending health and safety meetings Evidence of signed/ documented minutes Providing new employees with Health and Safety induction training and specific job training where required Employee inductions complete. Evaluation of induction by employees Facilitating rehabilitation for injured employees Evidence of signed return to work programs Selected duties register Ensuring employee awareness of Health and Safety management systems and specific workplace hazards Regular documented meetings with staff Conducting random inspections to ensure that correct WH&S procedures are being implemented by staff Providing a clear definition, in writing, of all work procedures All work instructions are documented and provided to staff with explanation. Developing health and safety procedures Development of specific procedures where required Knowledge of WHS and related legislation Attendance at training sessions
