Overview of Program The Infrastructure Management Program will provide trusted and reliable services to our customers through the effective planning, delivery and management of infrastructure assets. Key Relationships / Interactions Internal External Staff members across the Infrastructure Program City of Adelaide (CoA) staff members across all Portfolios and Programs, Elected Members Local Government and State Government agencies Service providers, suppliers, contractors, consultants and members of the community

2 Primary Purpose Responsibilities As part of the Infrastructure Program the Asset Consultant, Parks & Water will; Manage the development, operation and currency of the 10 year Asset Management Plans which will inform the Long Term Financial Plan as well as the annual Integrated Business Plan for all infrastructure asset classes that define Parks & Water including: o Parklands o Water Resources and Systems Optimise the performance of the assets, systems and processes in line with the strategic plan objectives, to achieve the lowest lifecycle costs and maximise the benefits to the community. Manage the development and operation of a 4 year Asset investment program and planned maintenance programs for the purpose of delivering the infrastructure asset classes defined. Provide specialist asset management advice and guidance on strategy, polices, standards, risk and technical requirements, to a range of customers, stakeholders and service providers. Provide leadership to technical and professional teams associated with asset management, Parks & Water infrastructure and environmental issues. Collaborate across the broader business to achieve collective outcomes and be flexible in supporting the Asset Management program, The Asset Consultant, Parks & Water is responsible for; Ensures and supports the asset Parks & Water team to deliver the organisation s 10 year Asset Management Plans in accordance with the relevant legislative requirements, including overseeing the management of the annual review and subsequent updating of the Plans and associated summary documents, as well as ensuring alignment with Council s Strategic Plan and other relevant endorsed strategies and policies. Managing and maintaining an asset management culture within the City of Adelaide and promotion of the brand s value proposition to others within other parts of the Corporation and with key external stakeholders. Manage the service standards and levels that are costed and meet both community and technical requirements. Manage the detailed maintenance plans that provide clear direction in relation to proactive and reactive works. Manage the risk prioritisation models for each of the asset classes responsible for. Development of all project initiation documentation for all capital intervention requirements. Manage the technical standards that will underpin the operational requirements of service. Management of continuous improvement framework to analysis potential technology, commercial or industry developments that align with the asset management objectives. Ensure WHS and Environmental legislative compliance is maintained within the program of corporate responsibly including Safety in Design and others. Engagement, development and maintenance of constructive and collaborative working relationship across the Corporate to deliver the strategic objectives as outlined in the City of Adelaide Strategic Plan. Effective communications and reporting of performance and on nominated actions. Identify opportunities to improve asset management practices and systems to become a best practice functional service and industry leader. 3 Identifying and defining key business challenges and needs in asset management and providing solutions to meet these challenges. Supporting and managing the development and performance of the team with a view to maximising the quality, effectiveness and timeliness of services within the team. 4 Selection Criteria Candidates should ensure that their application clearly demonstrates their ability to meet the Criteria detailed below. Qualifications People Management Financial Skills & Acumen Technical Knowledge & Experience Project Management Innovation & Initiative Resource Management & Decision Making A tertiary qualification in Asset Management, Engineering, Landscape Architecture, Horticulture, Natural resources or related field and/or commensurate demonstrated experience in lieu of formal qualifications. Demonstrated ability to lead, manage, and develop people in order to manage work and resources across a range of projects and in a manner that supports professional development. Demonstrated ability to support staff across a range of complex projects in the delivery of CoA strategic objectives. Demonstrated ability to manage the performance of teams. Demonstrated ability to understand standard financial reporting, including budgeting, profit & loss, cost benefit analysis and forecasting / projections. Demonstrated experience in the planning and delivery of asset management programs for a large organisation and the ability to apply best practice asset management. High level of technical competence relating to assets and infrastructure management including knowledge of asset management principles, associated Acts, Regulations and legislation. A sound working knowledge of current human resource, WHS and financial management practices, obligations and associated legislation and regulations. Demonstrated ability to apply best practice project management and governance principles and practices to define outcomes aligned to the Strategic Plan objectives. Demonstrated ability to take ownership and accountability for deliverables. Identify opportunities to optimise asset life cycle management to ensure maximum financial benefits to the Council s community. Proven ability to think strategically, analyse complex situations, develop creative solutions and achieve outcomes that advance the Programs objectives and result in process or service improvement or value add. Proven ability to effectively utilise allocated resources which includes planning, delegating and prioritising. Ability to prioritise and be flexible when responding to changing priorities and demands. Demonstrated ability in making decisions within team environment which progress the project s desired outcomes.
