9 PROJECT COMPONENTS PROPOSED Paver Apron Terminal Building PROPOSED ITEMS: Pavement Markings: 4 surface painted hold signs, hold bars, TL CL and edge markings, RW edge marking Drainage: 4 precast aircraft rated structures, RCP, & concrete ditch liner (blue). Note that a full grading plan will be provided via addendum. Electrical & Lighting: 12 in-pvmt. Lights (10 TW, 2 RW), 2 lighted signs, cable in conduit (orange) Aircraft support infrastructure: foundations for covered passenger walkway, monolithic with 6 PCC (canopy NIC); electrical conduit and precast concrete pullboxes; 1 water pipe extension & hose bibbs (red)
10 PROJECT COMPONENTS PHASING Paver Apron Terminal Building PHASING: Phasing intent: Keep the terminal building operational for support of passenger flights during construction. Access path from airfield to terminal building must be maintained. Phase 1: northern area of apron (red) Phase 2: southern area adjacent RW 2-20 (blue). The two phases are mutually exclusive Runway closures will be required during Phase 2.
11 CONTRACT TIME CONTRACT TIME 200 CALENDAR DAYS FOR ALL CONSTRUCTION ACTIVITIES LIQUIDATED DAMAGES $1,500 PER DAY FOR EACH CALENDAR DAY IN EXCESS OF THE CONTRACT TIME.

AUGUSTINE-ST. JOHNS COUNTY AIRPORT AUTHORITY, 4796 U.S. 1 NORTH, ST. AUGUSTINE, FL A 5% BID GUARANTY IS REQUIRED. CONTRACT AWARD THE OWNER RESERVES THE RIGHT TO WITHHOLD THE AWARD OF THE CONTRACT UNTIL SEPTEMBER 30, 2018 FURTHER INFORMATION ON PROPOSAL REQUIREMENTS & AWARD & EXECUTION OF THE CONTRACT ARE INCLUDED IN THE CONTRACT DOCUMENTS.
13 ENGINEER S ESTIMATE OF PROBABLE CONSTRUCTION COSTS $3.3M
14 SAFETY ON THE AIRPORT DURING CONSTRUCTION ACCESS INSIDE THE AIRPORT SECURITY FENCE IS NEEDED; THEREFORE, BADGING OF CONTRACTOR KEY PERSONNEL SHALL BE REQUIRED. THE CONTRACTOR SHOULD APPLY FOR BADGING AS SOON AS IS PRACTICAL TO AVOID ANY DELAY. THE FAA ADVISORY CIRCULAR COVERING OPERATIONAL SAFETY ON AIRPORTS DURING CONSTRUCTION, IS INCLUDED IN THE CONTRACT DOCUMENTS FOR YOUR INFORMATION AND CONTAINS ALL THE SAFETY REQUIREMENTS YOU SHOULD KNOW TO SAFELY CONDUCT YOUR DAILY CONSTRUCTION OPERATIONS FOR THE DURATION OF THE PROJECT. PLAN SHEETS G1-3 (SAFETY, SECURITY & GENERAL NOTES) AND THE PHASING PLANS INCLUDE ADDITIONAL PROJECT SAFETY INFORMATION. NORTHEAST FLORIDA REGIONAL AIRPORT IS A TOWERED, MULTIPLE RUNWAY, GENERAL AVIATION AIRPORT THAT IS ALWAYS ACTIVE, 24 HOURS PER DAY. AIRCRAFT SHALL HAVE PRIORITY AT ALL TIMES. SAFETY PROCEDURES WILL BE DISCUSSED IN DETAIL WITH THE CONTRACTOR AT THE PRE-CONSTRUCTION MEETING.
15 MISCELLANEOUS CONTRACT REQUIREMENTS WAGE & LABOR PROVISIONS & CERTIFIED PAYROLL PER DAVIS BACON ACT ARE INCLUDED IN THIS CONTRACT: THE CONTRACTOR SHALL COMPLY WITH WAGE & LABOR PROVISIONS, PAY MINIMUM WAGES IN ACCORDANCE WITH THE CURRENT SCHEDULE OF WAGE RATES ESTABLISHED BY THE U.S. DEPARTMENT OF LABOR, & SUBMIT U.S. DEPARTMENT OF LABOR FORM WH-347 WEEKLY TO THE ENGINEER. FAILURE TO COMPLY MAY RESULT IN DELAY OF PAYMENTS. DISADVANTAGED BUSINESS ENTERPRISE REQUIREMENTS ARE INCLUDED IN THIS CONTRACT: THE REQUIREMENTS OF 49 CFR PART 26, REGARDING DBE, APPLY TO THIS CONTRACT. THE OWNER HAS ESTABLISHED A DBE GOAL OF 3.80% PARTICIPATION FOR SMALL BUSINESS CONCERNS OWNED & CONTROLLED BY CERTIFIED SOCIALLY AND ECONOMICALLY DISADVANTAGED ENTERPRISE. THE BIDDER SHALL MAKE & DOCUMENT GOOD FAITH EFFORTS, AS DEFINED IN APPENDIX A OF 49 CFR PART 26, TO MEET THIS ESTABLISHED GOAL.
