Councimembers Present: Councimember Matt Kunz, Counci member Bi Lusk, and Councimember Lance Large. Councimembers Absent: Councimember Burt Hewitt. Councimember Karen Thurman, Councimember oe Longoria, and Mayor Lockwood: Work Sessions are an informa setting to update Counci on business items. No votes wi be taken during these sessions. There are five (5) items on our Agenda tonight. Pubic comment is aowed that is germane to an Agenda Item. If you wish to speak you are required to fi out a comment card and turn it into the City Cerk staff. Pubic comment wi be aowed for a tota of 10 minutes per agenda item and no more than 2 minutes per person. Pubic comment wi be heard at the beginning ofeach Item. Once the item is caed, no other comment cards wi be accepted. Sudie Gordon, City Cerk, read Agenda Item #1. 1. Discussion on the Birmingham RoadIHopewe Road Intersection Improvements. (Presented by Carter Lucas, Pubic Works Director) Carter Lucas, Pubic Works Director: I woud ike to thank our consutants from Pond and Associates for a their work on this issue. This project began in May ofthis year. We have worked our way through a boundary and topo survey and have been deveoping some concept aternatives for intersection improvements at this ocation. Tonight is a cumination ofa ofthis progress. We have conducted an on-ine survey to gather comments from the genera pubic. We hed a pubic information session earier tonight. We have received around comments from the on-ine survey. We woud ike to present to you tonight our options and receive your feedback.
2 Work Session ofthe Miton City Counci Page 2 of6 Mayor Lockwood: Why are we considering a roundabout? ] Carter Lucas: We, they have become the preferred aternative due to the foowing reasons: From a safety standpoint, traffic tends to be a ot sower in a roundabout and there are fewer confict points. A traditiona intersection has about 32 confict points where there is potentia for an accident. Roundabouts ony have about eight confict points. Roundabouts are aso easier on pedestrian movement. Pedestrians ony have to cross traffic going in one direction. There are isands where pedestrians have safe havens to wait for traffic to cam before crossing. Traffic is more predictabe. Roundabouts are more appicabe to the green initiative due to cars not iding, stopping and starting of traffic signas, and ess maintenance of traffic ights with operators fixing broken signas due to bad weather, etc. We wanted to define the purpose ofthe project. We try to tie a our projects back to the Transportation Master Pan that was approved in This project was the next on the ist and identified as a probem traffic area...< We ooked at the accident histopy in this area and between 2008 and 2011 there were 26 accidents at this ocation. Since uy of this year, we have had six accidents in which five of those incuded making a eft hand tum onto Hopewe from Birmingham Road. These accidents resuted in seven injuries. We ran simuations during the morning and afternoon peak hours at this ocation and it is evident that there is tremendous traffic back-up. We ran simuations ofthe roundabout and the traffic signa as we. A ofthese simuations can be found on our website at According to our onine surveys, 59% are in favor of the roundabout and 37% are in favor of the signa. Most of the onine comments came from peope who ive on the north side of Miton and frequenty use the intersection. The roundabout right-of-way wi require 28,000 square feet as opposed to the traffic signa right-of-way of6,850 square feet. There are eight properties invoved in this project. One of those properties, the Hopewe House, beongs to the city. We woud ook to begin at $60,000 per acre for acquisition ofright-of-way. We are ooking at about $750,000 for a signa versus $950,000 for a roundabout because of the additiona work and and acquisition that woud be invoved. ~~~se are just initia costs that do not incude ong term maintenance, operationa costs, power, ]. We wi ight the approaches to either aternative. The traffic signa woud take four to six months to construct. The roundabout woud take six to nine months.

(Presented by ason Wright, Communications Manager) ason Wright, Communications Director: This is the third presentation regarding our new ogo study. The ogo in front ofyou is a modification ofa ogo that was previousy presented based on the comments and suggestions that were made at the prior meeting. I made the horse smaer and used a combination of browns. I have aso been working with the Miton Business Aiance to create a new ogo for them as we. I have coordinated our ogo with their ogo so they wi ook nice together. Our ogo is brown and their ogo is green. Sudie Gordon, City Cerk, read Agenda Item #3. 3. Discussion on the Miton Sign Code for Birmingham Crossroads. (Presented by Councimember Matt Kunz) Councimember Matt Kunz: Birmingham Crossroads is in my district. They have 30,000 square feet ofunused space and part ofthe chaenges that businesses in this area are facing is that the sign code is restrictive and they are having a difficut time with potentia customers knowing where they are ocated. I have heard from eeven different businesses in this area. I have asked them what they need from us to hep them promote this area. They wi have a ist ofrequests to us within the next month or so. We aso need to address the use ofneon signs in this area. Some ofthese businesses have a neon sign hanging in their window but it is turned offbecause they are not aowed to use it. Some businesses are hanging fags in front oftheir store fronts to advertise to the pubic that they are open. Neither ofthese actions are aestheticay appeaing so we need to re-iook at our sign ordinance for this area. The Miton Business Aiance is having a difficut time suggesting to potentia businesses that they shoud move into this area.

(Presented by Cindy Eade, Sustainabiity Coordinator) Cindy Eade, Sustainabiity Coordinator: I started working with Matt Marietta about a year ago to ook at our soid waste ordinance. Miton Grows Green decided to review our poicies and make sure we were as "green" as possibe. We need to renew our soid waste poicy. We haven't reay had a good system in pace to make sure that a waste hauers had a fair chance to get business and be treated equay. We aso wanted to make sure that every business in this area that is hauing is in compiance with our poicies and procedures. I wanted to give you an opportunity tonight to ask any questions you may have before we read the new ordinance at our next reguary schedued meeting. When reviewing our soid waste ordinance, we discovered that there was a dupication of information regarding fees so we are ooking at deeting section 46-3 and referring everything regarding fees to section which is on page 13 which is more specific about how we charge our infrastructure maintenance fee. In taking to some ofthe hauers, many of them did not know that the infrastructure maintenance fee was supposed to be paid on commercia hauing as we as residentia hauing. The reason for this is because these vehices are some ofthe heaviest vehices we have on our roads. At capacity, some ofthese vehices can weigh 70,000 pounds which can cause a ot ofwear and tear on our roads. The infrastructure maintenance fee has to be paid whether a soid waste company is a commercia hauer or residentia hauer. We receive payment from our hauers on November 15 th for the third quarter. I worked with our Finance Department to see ifwe coud put in some type of ate fee to hep with the processing oftrying to track down business who are ate on their payment. In addition, our Compiance Officers have no way of knowing which hauers are authorized to be in Miton. So, we thought we woud issue a deca once a year once we have received a the required information from an approved hauer. This deca idea has worked we for ohn's Creek. Arnod Mi from Crabappe to County Line (Presented by Katheen Fied, Community Deveopment Director)
5 Work Session ofthe Miton City Counci Page 5 of6 Kathy Fied, Community Deveopment Director: There are two proposed panning studies; State Route 9 North of Bethany Bend and Arnod Mi from Crabappe to County Line. We are going forward with the Form Based Code for the whoe area. However, it was brought to our attention that we eft off the area north of Bethany Bend on Route 9 that goes up to Forsyth County. That is a sensitive area and there has been no panning for it such as rezoning for the Form Based Code. We fet that was a vaid concern so we woud ike some guidance from you to aow us to proceed with conducting a panning study for this area. We woud review this with the Panning Commission and the pubic. We coud do this study in-house without having to hire a consutant. We coud work on this during anuary and February of2013. Once we have an approved pan for this area, we can then rezone this area and use the Form Based Code. We are referring to this area as Route 9 North. We beieve this is an important area and want to make sure it is incuded in our pans. We woud ike to know ifyou want us to conduct an in-house study ofthis area so we can bring it into the fod. We wi conduct an extensive survey of homeowners, HOA's, business owners, and key stakehoders to incude as many peope as we can to receive input. Moving on to the Arnod Mi corridor; you shoud a have a map in front ofyou ofthis area. We had thought about creating a masterpan for the Arnod Mi area. We asked Roswe ifthey woud be wiing to partner with us to create a masterpan ofthis area since this area dips into severa parts of RosweL They were not interested in our proposa because they fet that what they had was adequate but they woud act as a stakehoder in our study to protect their interest in the project. After taking to ARC, we fet ike this corridor woud not be as competitive for the LCI money as some ofthe other proposas that woud be forthcoming from the region. I approached ARC with a proposa for the and use division to conduct a week ong community study to create a masterpan. The tota cost ofthe pan woud be $5,000 which woud incude unch, space for a week for them to meet and have stakehoder meetings, space for two community meetings, and a professiona iustrator. They woud use their staff and our staff woud provide a ofthe background information and any arrangements they needed. Once this pan is reviewed and approved we coud then impement it into the form based code. I just need to know if you woud support this iniiiative. PUBLIC COMMENTS (None)
